Burning Wood, Not Oil<br />

Biomass Plant <strong>to</strong> Come Online in 2014<br />

One of the most important projects for<br />

Kaua‘i’s energy future is a high­technology<br />

power plant that will use wood chips and<br />

other biomass instead of oil <strong>to</strong> produce 6.7<br />

megawatts of electricity.<br />

Cooperative announced in Oc<strong>to</strong>ber that Green<br />

Energy had received a loan guarantee<br />

commitment letter from the U.S. Department of<br />

Agriculture’s Rural Utilities Service (RUS) that will<br />

enable it <strong>to</strong> begin construction of the facility.<br />

The loan guarantee as well as the commitment<br />

of the construction financing by Deutsche Bank<br />

means construction can begin in early 2013, with<br />

the plant operational in 2014.<br />

Construction work will create about 200 jobs<br />

and significant work for subcontrac<strong>to</strong>rs and local<br />

service providers here on Kaua‘i, which will help<br />

the local economy. Once operational, the plant<br />

will employ 39 permanent workers and will<br />

continue <strong>to</strong> rely on goods and services from local<br />

Kaua‘i businesses.<br />

The principals of Green Energy had been<br />

working on the project for more than six years,<br />

building support from the community and public<br />

officials, while navigating <strong>to</strong> meet a host of<br />

regula<strong>to</strong>ry and financial requirements.<br />

With a power purchase agreement signed by<br />

KIUC in January 2011, Green Energy and its<br />

partner, Standardkessel Baumgarte Contracting<br />

GmbH of Germany, secured the financing, assisted<br />

by the RUS.<br />

Standardkessel is an international leader in<br />

high­efficiency boiler technology with more than<br />

1,000 plants designed around the world.<br />

Standardkessel is an equity partner in the<br />

project.<br />

The plant is a state­of­the­art facility that is<br />

fueled by wood chips from trees sustainably<br />

grown and harvested on Kaua‘i. The plant will<br />

provide more than 11 percent of Kaua‘i’s energy<br />

needs, contributing significantly <strong>to</strong> KIUC’s efforts<br />

<strong>to</strong> generate 50 percent of its power from<br />

renewable resources by 2023.<br />

The plant will be built near Knudsen Gap and<br />

will provide enough electricity <strong>to</strong> power 8,500<br />

households, annually replacing about 3.7 million<br />

gallons of imported oil. Power will be sold <strong>to</strong><br />

KIUC under a contract approved by the Hawai‘i<br />

Public Utilities Commission in Oc<strong>to</strong>ber 2011.<br />

“Many in our community have worked so hard<br />

since 2006 <strong>to</strong> bring these jobs and clean,<br />

sustainable energy production by <strong>Kauai</strong>ans, on<br />

Kaua‘i for <strong>Kauai</strong>ans,” said Eric Knutzen, cofounder<br />

of Green Energy. “Much appreciation<br />

goes <strong>to</strong> the KIUC board members for their<br />

patience, for many years of support of the<br />

project which benefits so many.”<br />

The plant is especially important <strong>to</strong> Kaua‘i’s<br />

renewable energy efforts because it is “firm<br />

power” and is “on” 24 hours a day, unlike solar,<br />

which is intermittent and available only during<br />

the day.

Talk about the financing and benefits<br />

of this project.<br />

The capital expenditures during the past six<br />

years have been borne by Green Energy, covering<br />

all the costs of the project. In the past year or so,<br />

Standardkessel has committed engineering and<br />

project leadership resources. Now fully funded,<br />

work on building the plant has begun.<br />

Secondly, and equally important, pricing of<br />

energy from the plant is below the current costs<br />

for generating power by burning fossil fuels and<br />

will not be subject <strong>to</strong> the volatility of oil prices<br />

during the 20­year term of the agreement <strong>to</strong> sell<br />

power <strong>to</strong> KIUC. Using wood chips instead of oil<br />

will help stabilize cus<strong>to</strong>mers’ bills.<br />

How will this plant affect our air<br />

quality?<br />

The impact will be significantly positive. We have<br />

proactively conducted both a state­level<br />

environmental assessment (EA) as well as an<br />

Environmental Protection Agency­level<br />

environmental review (ER), with findings of no<br />

significant impact in both cases. The project employs<br />

the best­available control technology and even uses<br />

electrostatic precipita<strong>to</strong>rs <strong>to</strong> further filter the air.<br />

As the Green Energy plant is brought in<strong>to</strong><br />

production, the <strong>Port</strong> <strong>Allen</strong> diesel genera<strong>to</strong>rs can<br />

be “dialed down,” so the air is cleaner. The Green<br />

Energy emissions as registered with the state<br />

Department of Health in the EPA air permit<br />

What fuel is <strong>to</strong> be used?<br />

Wood chips, and as part of our objective <strong>to</strong><br />

concurrently foster the use of green waste, woody<br />

green waste will be used for excess energy<br />

production.<br />

What crops will be planted <strong>to</strong> provide<br />

the fuel?<br />

Our fuel supply initially will begin with clearing<br />

invasive Albizia, and then planting DLNR forestryapproved<br />

species in a short­rotation plantation<br />

model, with mainly eucalyptus hybrids. Trees will<br />

grow an average of 4½ years. We generally cut off<br />

the trees at the base and don’t replant, as the<br />

stumps coppice and create the next harvest.<br />

Is this project carbon neutral?<br />

It is nearly carbon neutral, as the trees absorb just<br />

as much carbon as they emit while burning. The only<br />

carbon footprint would be created by the use of<br />

diesel in equipment and hauling, which is limited by<br />

our use of plantations close <strong>to</strong> the plant. We would<br />

like <strong>to</strong> move <strong>to</strong> “green diesel” when economically<br />

viable. You could say the Green Energy process is<br />

carbon neutral, as many experts say, but there is<br />

room for more improvement!<br />

Three Big <strong>Solar</strong> Projects<br />

Set <strong>to</strong> Power Kaua‘i by 2014<br />

PV, batteries <strong>to</strong> provide 50 percent of daytime electrical demand<br />

On a clear afternoon three years from now,<br />

energy generated by the sun will be providing at<br />

least half of the power used on Kauaʻi. Traffic<br />

lights, water heaters, air conditioners, irrigation<br />

pumps, desk<strong>to</strong>p computers, washing machines,<br />

cash registers and industrial conveyors across<br />

Kauaʻi will be powered not just by oil­fired<br />

genera<strong>to</strong>rs, but also by the sun.<br />

The first of three utility­scale pho<strong>to</strong>voltaic (PV)<br />

projects on Kauaʻi will begin supplying power <strong>to</strong><br />

the grid in December. Alexander & Baldwin’s solar<br />

array at <strong>Port</strong> <strong>Allen</strong> will provide 6 megawatts of<br />

power <strong>to</strong> KIUC at a cost well below the price of<br />

using oil.<br />

The solar array is adjacent <strong>to</strong> KIUC’s <strong>Port</strong> <strong>Allen</strong><br />

generating station. As part of the project, KIUC has<br />

installed two, 1.5­MW battery energy s<strong>to</strong>rage<br />

systems <strong>to</strong> help provide stability on the grid.<br />

As the first large­scale solar project <strong>to</strong> come<br />

online on Kauaʻi, the <strong>Port</strong> <strong>Allen</strong> array will provide<br />

valuable hands­on experience <strong>to</strong> KIUC engineers<br />

and opera<strong>to</strong>rs who are charged with keeping the<br />

system running at peak efficiency, with the load<br />

balanced between solar and traditional<br />

generation.<br />

Engineers will closely observe how the system<br />

responds when clouds diminish the output of the<br />

solar panels. It takes only a few seconds for the<br />

output of a panel <strong>to</strong> go from 90 percent of<br />

capacity <strong>to</strong> less than 10 percent, then <strong>to</strong> bounce<br />

back up <strong>to</strong> 70 percent.<br />

The battery system reacts within milliseconds,<br />

kicking in reserve power <strong>to</strong> “smooth” the load and<br />

then backing off when the sky clears.<br />

No other utility in the United States will have as<br />

much solar on its system, so there is no playbook<br />

for KIUC’s engineers <strong>to</strong> follow.<br />

“It’s definitely a learning process, but we’re<br />

confident,” said John Cox, KIUC’s senior engineer.<br />

He points out KIUC engineers have been familiar<br />

with the challenges of “variable generation” for<br />

years as more PV has come online. PV now<br />

accounts for 5 percent of the power produced<br />

during the day.<br />

The observations of how the new <strong>Port</strong> <strong>Allen</strong><br />

system and its batteries work will be even more<br />

important as two larger solar arrays are built<br />

during the next two years.<br />

In Oc<strong>to</strong>ber, KIUC announced it will build a $40<br />

million solar facility that will generate 12 MW of<br />

power, about 6 percent of Kauaʻi’s daily energy<br />

needs.<br />

The PV project will be built on 67 acres KIUC is<br />

leasing from Līhu`e­based Grove Farm Co. Inc.<br />

near Koloa. Construction is expected <strong>to</strong> begin<br />

early next year, with completion set for 2014.<br />

When completed, these projects will generate<br />

30 MW during the day, enough power <strong>to</strong> meet<br />

about 50 percent of Kauaʻi’s daytime electrical<br />

demand of about 65 MW.


Using the sun <strong>to</strong> create electricity instead of oil<br />

means KIUC won’t have <strong>to</strong> import about 1.7<br />

million gallons of diesel and naptha annually. That<br />

will go a long way <strong>to</strong>ward reducing greenhouse<br />

gas emissions and stabilizing utility bills.<br />

Assuming county and state regula<strong>to</strong>ry approvals<br />

are received, construction is expected <strong>to</strong> begin by<br />

July 2013, with the project operational by the end<br />

of 2014.<br />

The project will be built just east of Koloa on<br />

Mahaulepu Road, between the Koloa Bypass Road<br />

and the old Koloa Mill. The project is adjacent <strong>to</strong><br />

KIUC’s Koloa Substation, which will greatly reduce<br />

interconnection costs.<br />

The project is expected <strong>to</strong> create about 125<br />

construction jobs.<br />

A 1.5­MW battery s<strong>to</strong>rage system is already in<br />

use at the substation and a second battery s<strong>to</strong>rage<br />

unit will be added.<br />

The Koloa project, <strong>to</strong> be built by <strong>Solar</strong>City, will<br />

be developed by a subsidiary of KIUC that will<br />

enable it <strong>to</strong> qualify for state and federal tax<br />

credits. Because it is a member­owned<br />

cooperative, not an inves<strong>to</strong>r­owned utility, KIUC<br />

can finance the project through the National Rural<br />

Utilities Cooperative Finance Corp., which is also a<br />

cooperative.<br />

A second large solar project was announced by<br />

KIUC earlier this year at Anahola. KIUC, in<br />

partnership with the Department of Hawaiian<br />

Home Lands and the Homestead Community<br />

Development Corp., is developing a 12­MW solar<br />

farm, along with a new substation and service<br />

center.<br />

Construction on the $50 million project, <strong>to</strong> be<br />

built by REC <strong>Solar</strong>, is expected <strong>to</strong> begin in early<br />

2013. Nearly 150 construction jobs will be<br />

created.<br />

“Renewable energy is a driver of economic<br />

development on Kauaʻi and KIUC is proud <strong>to</strong> be at<br />

the forefront,” said David Bissell, president and<br />

CEO of KIUC. “Projects under development, either<br />

KIUC­owned or through power purchase<br />

agreements, represent more than $200 million of<br />

capital investment over the next several years.”<br />

KIUC has committed <strong>to</strong> using renewable<br />

resources <strong>to</strong> generate 50 percent of its energy by<br />

2023. Achieving that goal will not only lower and<br />

stabilize cus<strong>to</strong>mers’ utility bills, but will create<br />

local jobs, reduce greenhouse gas emissions and<br />

contribute <strong>to</strong> Hawaiʻi’s clean­energy efforts.<br />

Modified McBryde Hydro<br />

Deal Results in KIUC Savings<br />

Earlier this year, the direc<strong>to</strong>rs of Kaua‘i <strong>Island</strong> <strong>Utility</strong> Cooperative approved<br />

a modified 20­year power purchase agreement with Alexander & Baldwin,<br />

whose McBryde Resources Inc. subsidiary operates two hydroelectric plants<br />

at Kalaheo and Wainiha.<br />

The agreement modifies a contract last updated in 1998. The amended<br />

contract, approved by the Public Utilities Commission in September, is<br />

significant because it sets a price for the power that is not tied <strong>to</strong> the price of<br />

oil, resulting in immediate savings.<br />

Under the old contract, KIUC paid McBryde for power using a formula<br />

based on so­called “avoided cost,” which calculates the amount KIUC would<br />

have had <strong>to</strong> pay <strong>to</strong> generate the same amount of power with its oil­fired<br />

genera<strong>to</strong>rs.<br />

By switching <strong>to</strong> the new price structure, KIUC could save about $49 million<br />

over the life of the contract, based on experts’ projections of future oil prices.<br />

The two McBryde plants generate nearly 5 megawatts and are the largest<br />

existing source of renewable power on Kaua‘i.<br />

The agreement continues a 107­year­old relationship that began when<br />

<strong>Kauai</strong> Electric was founded as a subsidiary of McBryde Sugar Co.<br />

KIUC Chairman Teofilo “Phil” Tacbian said the agreement affirms the<br />

commitment by both KIUC and Alexander & Baldwin <strong>to</strong> continue working<br />

<strong>to</strong>gether <strong>to</strong> provide clean, renewable energy <strong>to</strong> Kaua‘i.<br />

Nearly Gone<br />

Lihue Mill Helped Power Kaua‘i for Nearly a Century<br />

What once was a thriving industrial business and<br />

major contribu<strong>to</strong>r <strong>to</strong> Kaua‘i’s power system is nearly<br />

gone, its deteriorating shell demolished for scrap<br />

during the past several months.<br />

The 150­year­old Lihue Mill was decommissioned<br />

more than a decade ago. All that remains are two<br />

smoke stacks and the rusting façades of a few<br />

buildings awaiting demolition.<br />

But <strong>to</strong> Shawn deMille, the Lihue Mill still holds<br />

memories. It was where he first worked when he<br />

came <strong>to</strong> Kaua‘i in 1975.<br />

The Kaua‘i <strong>Island</strong> <strong>Utility</strong> Cooperative (KIUC) staff<br />

engineer and one­time Lihue Plantation employee<br />

worked at a civil engineering company on O‘ahu<br />

when he applied for a project engineer/draftsman<br />

position at Amfac, which owned the Lihue<br />

He is one of a handful of KIUC employees who<br />

once worked at Lihue Plantation.<br />

“The power company used <strong>to</strong> hire a lot of<br />

plantation people because it was a good fit,” said<br />

deMille. “They unders<strong>to</strong>od power generation and<br />

also brought along other applicable skill sets with<br />

them.”<br />

His first projects at the mill included installing new<br />

equipment, redesigning things that didn’t work well<br />

and overseeing capital projects.<br />

After nearly 10 years on Kaua‘i, deMille was<br />

promoted and worked for Amfac’s Pioneer Mill in<br />

Lahaina until he returned <strong>to</strong> Kaua‘i in 1991 <strong>to</strong> work<br />

for <strong>Kauai</strong> Electric.<br />

The old sugar boilers at the Lihue Mill did not<br />

meet federal clean­air standards and there was no<br />

money for upgrades.<br />

“Money for improvements was scarce,” deMille<br />

said. “We had <strong>to</strong> improvise and do more with less.<br />

This provided an environment for challenges.”<br />

The old boilers were replaced in 1980 with a new<br />

$35 million power plant. An agreement was made<br />

between Foster Wheeler, the power plant<br />

manufacturer, and Lihue Plantation and <strong>Kauai</strong><br />

Electric. Foster Wheeler would pay for the new $35<br />

million plant, Lihue Plantation would get free steam<br />

and electricity, the utility would buy the excess<br />

power and the kilowatt­hour sales would go <strong>to</strong><br />

Foster Wheeler.<br />

“This was truly a win­win­win business<br />

agreement,” deMille said.<br />

The new plant at the Lihue Mill was completed in<br />

1980 and burned multifuels, normally straight<br />

bagasse—a waste product of sugar cane—or a<br />

combination of No. 2 fuel oil (diesel) or No. 6 fuel oil<br />

(bunker C oil). The new plant could produce 20<br />

megawatts, enough <strong>to</strong> operate the mill with 12 <strong>to</strong> 14<br />

megawatts left <strong>to</strong> send <strong>to</strong> <strong>Kauai</strong> Electric. That<br />

accounted for about a quarter of the island’s peak<br />

power demand at the time.<br />

Combined with hydroelectricity, more than 30<br />

percent of Kaua‘i’s power came from renewable<br />

resources in the 1980s.<br />

“Sugar plantations had <strong>to</strong> be self­sufficient<br />

because of Hawai‘i’s remote location,” deMille said.<br />

“The Lihue Mill once was one of the most innovative<br />

mills in the sugar industry. Because of the<br />

demanding hours, employees and their families got<br />

<strong>to</strong> know each other well. Many employees had <strong>to</strong><br />

eat on the fly and would bring their kau kau tins <strong>to</strong><br />

share.”<br />

He said there were anywhere between 500 and<br />

1,000 employees at different times, and a lot of<br />

camaraderie.<br />

“It was a good lifestyle and provided plenty of<br />

opportunities for people who wanted <strong>to</strong> work,”<br />

deMille said. “On the flip side, it was rough because<br />

you had <strong>to</strong> sacrifice your family life and work the<br />

long demanding hours <strong>to</strong> get ahead.”<br />

When Lihue Plantation closed the plant in 2000,<br />

<strong>Kauai</strong> Electric paid Lihue Plantation’s employees and<br />

all operating costs <strong>to</strong> keep the power plant running<br />

until the new Kapaia Power Station was brought<br />

online in 2002. In 2008, the Lihue Mill power plant<br />

was sold for $1.5 million, dismantled, and sent <strong>to</strong> the<br />

province of Negros Occidental in the Philippines,<br />

where it <strong>to</strong>ok two years <strong>to</strong> reassemble.

Much Accomplished in 2012, Even More Work Ahead in 2013<br />

For nearly a decade, the board of direc<strong>to</strong>rs of Kauaʻi<br />

<strong>Island</strong> <strong>Utility</strong> Cooperative has made the pursuit of<br />

renewable energy a priority. When oil prices set records<br />

in 2008, that mission became even more urgent.<br />

Four years ago, the direc<strong>to</strong>rs set the ambitious target<br />

of generating 50 percent of Kauaʻi’s energy needs by<br />

renewable resources on our own island by 2023.<br />

Over the years, nearly a dozen renewable energy<br />

projects on Kauaʻi have been discussed. But the<br />

recession made it nearly impossible for some<br />

developers <strong>to</strong> obtain financing, and the lengthy<br />

permitting process discouraged others. Projects<br />

disappeared, and oil prices continued <strong>to</strong> rise.<br />

Now, after years of talk, there is action.<br />

During the next three years, nearly 37 megawatts of<br />

power generated by renewable resources will come on<br />

line on Kauaʻi. That’s in addition <strong>to</strong> 14 MW already in production from hydroelectric generation and<br />

cus<strong>to</strong>mers’ pho<strong>to</strong>voltaic systems.<br />

By 2015, half of Kauaʻi’s daytime energy needs will be met by pho<strong>to</strong>voltaics—the highest percentage of<br />

solar on an electrical grid of any utility in the United States.<br />

And you have been doing your part <strong>to</strong> conserve. Since 2007, the average residential cus<strong>to</strong>mer’s power<br />

consumption has fallen 10 percent, thanks <strong>to</strong> energy­efficient appliances, solar water heaters, compact<br />

fluorescent bulbs and the use of in­home usage displays.<br />

Many of these energy­saving devices were provided free or at reduced cost by KIUC, including 104,000<br />

CFLs. Those bulbs alone save our members nearly $3 million a year.<br />

In addition <strong>to</strong> using power generated by the sun and the burning of biomass, we are still working on<br />

hydroelectricity. We are talking <strong>to</strong> residents, water users and state agencies for their ideas on which projects<br />

are the most efficient and provide the biggest benefit <strong>to</strong> Kauaʻi. In addition <strong>to</strong> providing power, some of these<br />

projects have the potential <strong>to</strong> irrigate farmland and put long­abandoned ditches and reservoirs back in<strong>to</strong> use.<br />

Even if only half of the sites we’re considering for hydropower are built, they represent at least another 15<br />

MW of firm, clean power. We will be talking <strong>to</strong> you about our ideas for this in 2013.<br />

All of this is good news for Kauaʻi, but we know that unless it translates in<strong>to</strong> savings on your bill, it’s hard <strong>to</strong><br />

get excited.<br />

But these steps, along with your efforts at managing your own power use, will ensure your electric bills<br />

won’t keep spiraling upward and that Kauaʻi can be secure and independent, generating most of its power<br />

using local resources, not foreign oil.<br />

We’re proud of the accomplishments we’ve made in the 10 years since we became a cooperative,<br />

especially in our progress on renewable energy. Thank you for your questions, your suggestions and your<br />

A Message from the Chairman<br />

Nov. 1, 2012, marked the 10th anniversary of the sale of <strong>Kauai</strong> Electric <strong>to</strong> Kauaʻi <strong>Island</strong> <strong>Utility</strong><br />

Cooperative. A lot has happened in those 10 years, including a very notable event earlier this year when<br />

KIUC was named <strong>Solar</strong> <strong>Utility</strong> of the Year by <strong>Solar</strong> Power Generation USA. This honor recognizes our efforts<br />

in pursuing solar projects in partnership with private and community organizations.<br />

We are continuing our efforts <strong>to</strong> develop more solar projects, as well as biomass and hydroelectric power.<br />

We are focused on our goal of generating 50 percent of our power from these renewable sources by 2023.<br />

Now that the election is over, our Government Relations and Legislative Affairs Committee headed by Vice Chairman Jan<br />

TenBruggencate and Direc<strong>to</strong>rs David Iha and Pat Gegen is gearing up for the upcoming legislative and congressional sessions.<br />

In recent weeks, we have had the opportunity <strong>to</strong> meet with U.S. Sen. Daniel Inouye here on Kauaʻi. We also met with U.S.<br />

Rep.­elect Tulsi Gabbard and gave her an update on KIUC’s progress on renewable energy and our involvement with federal<br />

programs. State Sen. Mike Gabbard, who chairs the Energy and Environment Committee, was also briefed on our legislative<br />

concerns at the state level.<br />

On Sept. 19, we met with Gov. Neil Abercrombie and had the opportunity <strong>to</strong> brief him on our activities and our plans, particularly<br />

in the areas of solar and hydroelectricity. It was a positive meeting and the governor expressed his support for our initiatives.<br />

His visit was followed by a meeting with the Public Utilities Commission on Sept. 27, headed by Chairwoman Mina Morita. She<br />

was joined by Commissioners Lorraine Akiba and Michael Champley and Consumer Advocate Jeffrey Ono. Like the governor,<br />

they commended our aggressive efforts in pursuing clean energy for Kauaʻi.<br />

As we approach the end of the year, on behalf of the board of direc<strong>to</strong>rs, I want <strong>to</strong> wish each and every one of you, our<br />

members, a happy and safe holiday season.<br />

Board unanimously authorized spending $1.2 million additional <strong>to</strong> cover changes <strong>to</strong> scope of work at Kealia Beach pole realignment<br />

Sparkling Li Hing<br />

Mui Pineapple<br />

Strawberry Jell-O<br />

1 can crushed pineapple<br />

1 teaspoon li hing mui powder<br />

1 box strawberry Jell­O<br />

2 packets gelatin<br />

1 cup hot water<br />

1 cup cold ginger ale<br />

Combine Jell­O and gelatin with hot water;<br />

stir until dissolved. Set aside <strong>to</strong> cool. Open<br />

can of pineapple and drain liquid. In a large<br />

bowl, combine li hing mui powder and<br />

pineapple, then refrigerate. When Jell­O is<br />

cool, combine with the pineapple mixture<br />

and leave in the refrigera<strong>to</strong>r for about 15<br />

minutes, then slowly stir in the cold ginger<br />

ale. Cover and chill until firm.<br />

Spicy Tuna Pan Sushi<br />

1 cup mayonnaise<br />

¼ cup Sriracha<br />

Juice from ½ a lemon<br />

1 teaspoon shoyu<br />

5 cups cooked rice<br />

½ cup rice vinegar<br />

½ cup sugar<br />

1 tablespoon mirin<br />

1 teaspoon salt<br />

4 sheets nori<br />

3 cans tuna<br />

1 bunch green onion, chopped<br />

In a mixing bowl, combine the mayonnaise,<br />

Sriracha, lemon juice and shoyu. Drain the<br />

tuna. Flake it and it mix with the spicy mayo<br />

mixture until creamy. Cover and refrigerate<br />

until ready <strong>to</strong> layer on sushi rice.<br />

Cook the rice. While waiting, place rice<br />

vinegar, sugar, mirin and salt in a saucepan.<br />

Heat until the sugar is dissolved. Set aside.<br />

When the rice is cooked and still hot, stir in<br />

vinegar mixture. Set rice aside <strong>to</strong> cool.<br />

Spray a 9x13­inch pan with nonstick cooking<br />

spray. When the rice is cooled, spread half of<br />

the rice mixture evenly on the bot<strong>to</strong>m of the<br />

pan. Layer two sheets of the nori on the rice<br />

and press down <strong>to</strong> compact the rice. Spread<br />

the tuna mixture over the nori. Sprinkle the<br />

chopped green onion over the tuna mixture<br />

and <strong>to</strong>p with two more sheets of nori. Spread<br />

remaining rice evenly on the <strong>to</strong>p nori sheets.<br />

Press down gently so tuna mixture does not<br />

ooze out of the sides. Cut in<strong>to</strong> pieces with a<br />

sharp knife. If the knife sticks <strong>to</strong> the rice, wet<br />

the knife blade between cuts.


Holiday Cream Puff Cake<br />

(Very easy and elegant for the holidays)<br />

1 stick (8 tablespoons) unsalted butter<br />

1 cup water<br />

1 cup flour<br />

4 large eggs<br />

4 cups milk<br />

8 ounces cream cheese, softened<br />

3 3.5­ounce packages instant vanilla pudding<br />

1 container Cool Whip<br />

Chocolate syrup<br />

Preheat oven <strong>to</strong> 400°F. In a large heavy saucepan, heat butter and water <strong>to</strong> boiling over medium­high heat. Add flour<br />

and reduce heat <strong>to</strong> low. Cook and stir until mixture forms a ball and pulls away from the pan. Remove from heat and<br />

transfer <strong>to</strong> a large bowl. Beat in eggs, one at a time, beating well after each egg. Spread in the bot<strong>to</strong>m and up the sides<br />

of an ungreased 9x13­inch pan. Bake at 400°F (200°C) for 35 minutes. Cool completely.<br />

To make the filling: In a large bowl, combine cream cheese and milk; beat until smooth. To keep things smooth, start<br />

with the cream cheese. Give it a good beating until fluffy. While still beating, slowly, but surely, add the milk. Voila!<br />

Once these are well combined, add pudding mix and beat until thickened. Spread over cooled shell.<br />

Top with whipped <strong>to</strong>pping, and drizzle chocolate syrup over the <strong>to</strong>p. Keep refrigerated until serving.<br />

Soba Salad<br />

1 18­ounce package soba<br />

Prepared ocean salad, <strong>to</strong> taste<br />

1 bunch watercress, cut in<strong>to</strong> 1½­ <strong>to</strong> 2­inch pieces<br />

1 head romaine lettuce, cut in<strong>to</strong> 1­inch pieces<br />

Imitation crab, shredded<br />

Kamaboko, sliced<br />

Takuan, diced<br />

Sauce:<br />

¾ cup oil<br />

¾ cup shoyu<br />

6 tablespoons sugar<br />

6 tablespoons lemon juice<br />

1 tablespoon sesame oil<br />

Boil soba in salted water for about 5 minutes. Remove from<br />

water and cool. Layer soba, ocean salad, watercress, lettuce,<br />

crab, kamaboko and takuan in a deep serving bowl. Pour sauce<br />

over salad before serving.<br />

Layered Manju<br />

1 egg, beaten<br />

1 pound butter<br />

5 cups flour<br />

½ cup sugar<br />

¼ teaspoon salt<br />

¾ cup condensed milk<br />

2 <strong>to</strong> 3 cans An<br />

Beat egg and set aside. Cream butter. Mix dry<br />

ingredients; add <strong>to</strong> butter, alternating with<br />

milk. Divide dough in half. Spread half of the<br />

dough in<strong>to</strong> a 9x13­inch pan. Spread An over<br />

dough. Spread remaining dough over An.<br />

Brush egg on dough. Bake at 375°F for 40 <strong>to</strong><br />

45 minutes.<br />

Meet KIUC’s CFL Charlie<br />

Creating Enthusiasm for Science<br />

I’m a geek, so I view science as a hugely creative<br />

and deeply human endeavor. And because<br />

younger kids are characteristically inquisitive,<br />

hands­on projects and science labs in the<br />

elementary classroom have become an important<br />

foundation for all children <strong>to</strong> help encourage<br />

curiosity and inquiry.<br />

With lessons approved <strong>to</strong> meet appropriate<br />

state educational standards in addition <strong>to</strong> the<br />

National Science Education Standards, Touchs<strong>to</strong>ne<br />

Energy’s Kids “Super Energy Saver” program is<br />

designed <strong>to</strong> do just that. Through the use of<br />

engaging and fun activities, students follow CFL<br />

Charlie on a <strong>to</strong>ur of basic energy sources and<br />

energy efficiency. At the end of the unit, students<br />

grades K­5 will become “Super Energy Savers” by<br />

understanding how <strong>to</strong> conserve energy at home<br />

and at school.<br />

Charlie’s Quick Tips<br />

1. Your refrigera<strong>to</strong>r uses a lot of energy, so <strong>to</strong> save energy when<br />

getting food from the refrigera<strong>to</strong>r, decide what you want before<br />

opening the door.<br />

2. To save energy, turn the lights off when you leave the room.<br />

3. To save energy and water, take short showers, turn off the faucet<br />

while you brush your teeth and never leave the faucet on if you are<br />

not using the water.<br />

4. To save energy when using the washing machine, wash a full load<br />

of clothes each time.<br />

5. To save energy when using your oven, try not <strong>to</strong> open the door and<br />

peek in while it is in use.<br />

6. Since most of the energy used in your home is for water heating,<br />

your family can reduce the electric bill by about 40 percent if you<br />

install a solar water heater.<br />

Charlie’s program is designed <strong>to</strong> teach four<br />

aspects of energy:<br />

Basic energy. Students learn how electricity<br />

works, including how energy is generated and<br />

distributed.<br />

Electrical safety. Students are given tips they<br />

should follow <strong>to</strong> stay safe around electricity.<br />

Energy efficiency. Students learn that by making<br />

simple changes around the house and at<br />

school they can make a big difference in the<br />

world.<br />

Renewable energy. Students learn about<br />

alternative energy sources. The lesson is<br />

designed <strong>to</strong> inform students about alternative<br />

ways <strong>to</strong> generate energy, such as solar,<br />

hydroelectric, wind and biomass.<br />

This year, students from King Kaumualii, Eleele,<br />

Kilauea and Koloa schools are competing <strong>to</strong> win<br />

prizes for themselves, their classrooms and their<br />

school by collecting as many less­efficient<br />

incandescent light bulbs as they can and help<br />

Charlie replace them with more efficient compact<br />

fluorescent lights, provided by KIUC’s energyefficiency<br />

team, led by Claurino Bueno. They are<br />

running neck and neck. We wish them all luck!<br />

<strong>to</strong>gether in 1999 and formed Kauaʻi <strong>Island</strong> <strong>Utility</strong><br />

Cooperative, they—and most of the island’s<br />

residents—didn’t know much about the<br />

cooperative business model.<br />

Though cooperatives had been running utilities<br />

and agricultural enterprises on the Mainland for<br />

decades, they were practically unknown in<br />

Hawaiʻi.<br />

The founders of KIUC believed the co­op<br />

concept would hold special appeal on Kauaʻi<br />

because of the island’s character as a selfsufficient<br />

place where neighbors helped neighbors<br />

and family was valued nearly above all else.<br />

The founders and other community leaders<br />

persisted during a turbulent journey that lasted<br />

more than three years and changed the course of<br />

Kauaʻi’s future.<br />

Ten years ago—on Nov. 1, 2002—their dream<br />

was realized when the people of Kauaʻi <strong>to</strong>ok<br />

ownership of the island’s electric utility system<br />

and became the state’s first electric cooperative.<br />

Plantation roots, corporate ownership<br />

In 1905, <strong>Kauai</strong> Electric Co. was incorporated <strong>to</strong><br />

build a 2,400­kilowatt hydroelectric plant for<br />

McBryde Sugar Co. on the Wainiha River. In the<br />

early 1950s, <strong>Kauai</strong> Electric merged with Lihue<br />

Plantation’s Waiahi Electric Co., keeping the <strong>Kauai</strong><br />

Electric name.<br />

As Kauaʻi’s need for additional power grew, the<br />

owners of <strong>Kauai</strong> Electric—who struggled <strong>to</strong> find<br />

the capital for new generation, transmission and<br />

distribution facilities—sold the utility in 1969 <strong>to</strong><br />

Citizens Utilities, an inves<strong>to</strong>r­owned company<br />

based in Connecticut.<br />

In 1999, Citizens announced it was selling its<br />

utility companies and shifting its focus <strong>to</strong><br />

telecommunications.<br />

An edi<strong>to</strong>rial in the Kaua‘i Business Report<br />

suggested that the people buy <strong>Kauai</strong> Electric.<br />

Local banker Jim Mayfield was intrigued by the<br />

idea, but <strong>to</strong>ssed the paper in the trash.<br />

“But the idea would not leave me,” Mayfield<br />

said. “I knew that on a small island like Kauaʻi,


there are only a very few people capable of doing<br />

a project like this. If I chose not <strong>to</strong> get involved, it<br />

probably would not happen, and Kauaʻi’s electrical<br />

company would ultimately be purchased by<br />

another for­profit utility company. So, I fished out<br />

the article and re­read it.”<br />

Mayfield met with his friend, Gregg Gardiner,<br />

publisher of “101 Things <strong>to</strong> Do,” and <strong>to</strong>ssed out<br />

the idea of forming an electric cooperative so<br />

residents could make sure the utility was operated<br />

for the benefit of the people.<br />

He cold­called the Hawaiʻi office of the U.S.<br />

Department of Agriculture in Hilo, which<br />

expressed support, but quickly referred him <strong>to</strong><br />

Rural Utilities Service staff in Washing<strong>to</strong>n, D.C.<br />

From there, he was connected <strong>to</strong> the National<br />

Rural Utilities Cooperative Finance Corp., known<br />

as CFC.<br />

Each night, Mayfield would send CFC questions<br />

and concerns. In the morning, the answers would<br />

be in his fax in­box.<br />

When CFC’s Rich LaRochelle first called Mayfield<br />

and expressed CFC’s support, he explained what a<br />

co­op was.<br />

“While I did not understand everything he <strong>to</strong>ld<br />

me, I came <strong>to</strong> understand that a co­op was similar<br />

<strong>to</strong> an ʻohana … in an extended sense of the term,”<br />

Mayfield said. “The term emphasizes that families<br />

are bound <strong>to</strong>gether and members must cooperate<br />

and remember one another. While I knew we<br />

would not be able <strong>to</strong> teach the people of Kauaʻi<br />

what a co­op was in a short amount of time, we<br />

could explain <strong>to</strong> them that a co­op was an<br />

ʻohana.”<br />

Within 2½ weeks of receiving <strong>Kauai</strong> Electric’s<br />

financial statements, CFC provided Mayfield with a<br />

commitment letter for $200 million and two<br />

emergency lines of credit for $30 million each for<br />

the replacement of equipment and working<br />

capital in the event of a hurricane.<br />

With a promise of financing in hand, Mayfield—<br />

who worked with the executives of <strong>Kauai</strong> Electric<br />

in his job at the bank, and was concerned about a<br />

conflict of interest—handed off the leadership<br />

role <strong>to</strong> Gardiner and the plan went public.<br />

The first task was <strong>to</strong> form a board of direc<strong>to</strong>rs.<br />

The initial board was comprised of 11 people.<br />

“We were not only the board of direc<strong>to</strong>rs, but<br />

we were also the missionaries for this project,”<br />

Gardiner said. “That meant that everyone had <strong>to</strong><br />

know about the significant details of this project<br />

<strong>to</strong> be able <strong>to</strong> communicate it with their friends,<br />

neighbors, business associates and the community<br />

at large.”<br />

They Started It<br />

There were two groups of people<br />

involved in the founding of KIUC:<br />

an 11­member board that made<br />

the first, unsuccessful attempt <strong>to</strong><br />

buy <strong>Kauai</strong> Electric in 2000 and an<br />

expanded board of 17 people<br />

who oversaw the purchase in<br />

November 2002. This board<br />

ultimately handed off <strong>to</strong> the first<br />

elected board on Feb. 21, 2003.<br />

From 1999 <strong>to</strong> 2000, board members were Patty Finley, Dennis<br />

Esaki, Clyde Kodani, Jim Mayfield, Jerry Gibson, Ian Kagimo<strong>to</strong>,<br />

Mark Hubbard, Mike Loo, John Bandmann, Gregg Gardiner,<br />

Brian Barbata, Robbie Rask and Trudy Senda. Of these people,<br />

only 11 served at any given time.<br />

General counsel was David Proudfoot, who remains general<br />

counsel <strong>to</strong> KIUC <strong>to</strong>day.<br />

Dennis Esaki was one of the first people<br />

contacted. For a time, he ignored the calls.<br />

“I figured they wanted money from me <strong>to</strong><br />

invest and I had made some bad investments<br />

before,” Esaki said. “After a few more calls, I<br />

finally connected with Gregg and other<br />

government and community leaders, who<br />

kicked around the idea and formed the Kauaʻi<br />

<strong>Island</strong> <strong>Utility</strong> Cooperative. At that time, we had<br />

very high electric rates, with profits going out of<br />

state.”<br />

Residents not only were paying for damage<br />

from Hurricane Iniki in 1992, but the high cost<br />

of imported fuel and the energy rate adjustment<br />

that allowed the inves<strong>to</strong>r­owned utility <strong>to</strong><br />

charge cus<strong>to</strong>mers more <strong>to</strong> ensure that the<br />

business was profitable.<br />

The failed first attempt<br />

On their own credit cards, Gardiner and<br />

Mayfield traveled <strong>to</strong> Washing<strong>to</strong>n, D.C., <strong>to</strong> meet<br />

with CFC and National Rural Electric Cooperative<br />

Association (NRECA) staff members <strong>to</strong> examine<br />

thousands of documents related <strong>to</strong> Citizens’<br />

operation on Kauaʻi.<br />

Their job was <strong>to</strong> determine the value of <strong>Kauai</strong><br />

Electric. They had enlisted the help of local<br />

at<strong>to</strong>rney David Proudfoot, who offered his time<br />

for free if the purchase effort failed.<br />

To divest itself of its electricity business,<br />

Citizens Utilities put <strong>to</strong>gether a quasi­auction<br />

format that lasted about three days.<br />

“It filled everyone with anxiety as our price<br />

went from $210 million <strong>to</strong> $285 million,”<br />

Gardiner said. “You could literally have cut the<br />

tension in the room with a knife. We knew who<br />

the other bidder was, and we knew what they<br />

were willing <strong>to</strong> pay. If we did not match and<br />

slightly <strong>to</strong>p that offer, we would be out of the<br />

running forevermore.”<br />

Ultimately successful at the auction, the new<br />

KIUC board now had <strong>to</strong> convince the Hawaiʻi<br />

Public Utilities Commission that it was a good<br />

deal for Kauaʻi.<br />

“Everyone was complaining about the price,”<br />

Gardiner said. “We weren’t happy with it, either.<br />

But at the time, had we not stayed in the game,<br />

we would have been out of it and we’d be<br />

looking at another inves<strong>to</strong>r­owned utility on our<br />

island.”<br />

KIUC’s application <strong>to</strong> acquire the assets of<br />

<strong>Kauai</strong> Electric was filed on April 6, 2000. Four<br />

months later, the PUC rejected the deal, citing<br />

an excessive purchase price.<br />

“Many rejoiced, thinking it was a stupid idea,<br />

we were overpaying, only the seller wins, etc.,”<br />

said Esaki, who became a founding KIUC board<br />

member and now sits on the board of NRECA.<br />

“Some initial board members lost hope, but not<br />

should have let him, and he bugged many others,<br />

<strong>to</strong>o, often using my name. We were going <strong>to</strong> buy<br />

Gregg a koa paddle as a <strong>to</strong>ken of all his efforts and<br />

tell him <strong>to</strong> end the pursuit, but he persisted.”<br />

<strong>Ready</strong> for the second round<br />

The cooperative board still wanted <strong>to</strong> strike a<br />

deal and Citizens Utilities still wanted <strong>to</strong> sell <strong>Kauai</strong><br />

Electric.<br />

JoAnn Yukimura, a county council member and<br />

former mayor who served as a founding KIUC<br />

board member, balked at the price, but embraced<br />

the idea of an electric cooperative on Kauaʻi.<br />

“I tried <strong>to</strong> start a housing cooperative here in<br />

the 1970s,” she said. “It was <strong>to</strong>o foreign of a<br />

concept. But the co­op model is grounded in the<br />

power of community.”<br />

Carol Bain, who has served on the KIUC board<br />

since 2007, was among its loudest critics.<br />

“There was a hesitancy,” Bain said. “Was this a<br />

really good option? For the island <strong>to</strong> own the utility<br />

was a new idea. There was a feeling that maybe<br />

someone was trying <strong>to</strong> take advantage of us.”<br />

Yukimura called a meeting, inviting the<br />

cooperative’s organizing board and its critics<br />

<strong>to</strong>gether in an effort <strong>to</strong> keep the cooperative<br />

model alive, while the county contemplated<br />

making its own run for the <strong>Kauai</strong> Electric assets.<br />

Five members of the original KIUC board agreed<br />

<strong>to</strong> step down and make room for new board<br />

members, including Yukimura and others who had<br />

been asking <strong>to</strong>ugh questions about the deal.<br />

“This was a crazy move, but the thought process<br />

was that if they had the information that we had,<br />

working <strong>to</strong>gether as a group, we still might be able<br />

<strong>to</strong> get this thing done,” said Gardiner, who now<br />

lives in Redding, Calif.<br />

Walt Barnes of Wailua, an electrical engineer<br />

and software architect, was one of the critics who<br />

joined the reconfigured KIUC board.<br />

“Some members were committed <strong>to</strong> how bad<br />

the first deal was,” Barnes said. “I didn’t care. I just<br />

wanted a good deal. The concept was good. It was<br />

the deal that was bad.”<br />

Fran Brennan, a financial specialist who had<br />

overseen mergers and acquisitions, agreed <strong>to</strong> be<br />

on the board only if “we got an investment banker<br />

on our side of the table,” Yukimura said.<br />

“Everyone knew that was the first step,” she<br />

added.

right model for Kauaʻi.<br />

“I know the choice of the fork in<br />

the road we made was the right<br />

“Everyone wants the best for this<br />

community, but we don’t agree on<br />

recognize the opportunity we have<br />

with a utility we all own that provides<br />

a service for every aspect of our lives.<br />

It is critical for our families and<br />

businesses. There are so many issues,<br />

and so much is at stake. There are<br />

exciting times ahead, but lots of<br />

work.”<br />

Every year, KIUC publishes a list of members who we owe a patronage capital refund. The patronage capital is the money<br />

KIUC has left after paying all of its expenses in a given year. At the end of the year, that money is credited <strong>to</strong> each member’s<br />

patronage capital account, according <strong>to</strong> the amount paid for electricity used.<br />

In past years, KIUC issued checks <strong>to</strong> members, so it is possible some of those on the list simply forgot <strong>to</strong> cash the check or<br />

accidentally threw it away. That’s one of the reasons KIUC switched <strong>to</strong> reflecting patronage capital as a credit on bills once a<br />

year.<br />

Why the Latest Energy Boom<br />

Won’t Mean Cheaper Oil<br />

The United States is experiencing a boom in oil and<br />

natural gas production—one that many people see as a<br />

game­changing, tec<strong>to</strong>nic shift in our energy picture. But<br />

while the boom is real, the benefits are less than meet<br />

the eye.<br />

The United States produces 1.6 million more barrels of oil<br />

each day now than it did in 2008. That’s a significant<br />

increase in a world that consumes around 89 million barrels<br />

per day, with the United States accounting for about a<br />

quarter of that amount. In addition, America’s net<br />

petroleum imports have fallen from 60 percent of <strong>to</strong>tal<br />

consumption in 2005 <strong>to</strong> 42 percent <strong>to</strong>day. This is partly<br />

because of new discoveries and the reclamation of “tight oil”<br />

using hydraulic fracturing technology that shoots pressurized<br />

liquids in<strong>to</strong> compact, underground rock formations—the<br />

same technology driving the natural gas boom.<br />

But what does this oil boom really mean? Will it deliver<br />

lower oil prices and enhance energy security, which is what<br />

most Americans want and many may expect?<br />

We should not be overly optimistic.<br />

First, the boom would mean far more if America alone<br />

used its own oil resources. But oil is a global commodity.<br />

Imagine a giant pool of oil. No matter where the oil comes<br />

from, buyers will pay roughly the same price for it. And all of<br />

that extra American oil will be sold chiefly on global oil<br />

markets, not set aside for Americans. As an extreme<br />

example, Norway is a net exporter of oil, but its gas prices<br />

are very high, even after accounting for that country’s higher<br />

fuel taxes.<br />

Second, it follows that because oil is traded globally, a<br />

supply disruption or development anywhere in the world<br />

affects oil prices for all consumers. Even if the United States<br />

were <strong>to</strong> import little oil because of a homegrown energy<br />

boom, Americans would still be vulnerable <strong>to</strong> global events<br />

that raise the price of oil.<br />

Third, the energy boom probably won’t s<strong>to</strong>p oil<br />

speculation—the purchase of oil futures <strong>to</strong> make a quick<br />

buck rather than <strong>to</strong> obtain oil. Tens of billions of dollars went<br />

in<strong>to</strong> the nation’s energy commodity markets in the past few<br />

years, earmarked <strong>to</strong> buy oil futures contracts. Institutional<br />

and hedge funds are investing increasingly in oil, which has<br />

prompted President Obama and others <strong>to</strong> call for curbs on<br />

oil speculation. Data released in March 2011 by Bart Chil<strong>to</strong>n,<br />

a member of the Commodity Futures Trading Commission<br />

who has urged limits on speculation, suggest that<br />

specula<strong>to</strong>rs increased their positions in energy markets by<br />

64 percent between June 2008 and January 2011.<br />

The rub is that despite the domestic oil boom, specula<strong>to</strong>rs<br />

will still buy oil futures whenever they think oil prices will<br />

rise. Of course, extra American oil on the market might<br />

temper speculation under some conditions, but then again,<br />

it might not.<br />

Fourth, the Organization of the Petroleum Exporting<br />

Countries won’t sit by idly if America’s boom begins <strong>to</strong> hurt<br />

oil prices seriously. Its members will most likely agree <strong>to</strong><br />

decrease their production <strong>to</strong> try <strong>to</strong> keep prices higher. For<br />

instance, in June, when the price of oil dropped <strong>to</strong> around<br />

$80 a barrel from $107 in March, fellow OPEC producers<br />

pressured Saudi Arabia <strong>to</strong> cut output. Producers need oil<br />

revenues <strong>to</strong> maintain their cradle­<strong>to</strong>­grave welfare states;<br />

otherwise, they could face Arab Spring revolts at home,<br />

which most oil­rich countries have avoided by using their<br />

wealth <strong>to</strong> quell dissent and maintain domestic control.<br />

Fifth, a backlash against hydraulic fracturing, which can<br />

pollute water, is growing as Americans learn more about it.<br />

Technological breakthroughs may make the process—<br />

popularly known as fracking—safer, but it’s not apparent<br />

when or if they could be implemented at a reasonable cost.<br />

To be sure, the American boom has its positives. The<br />

world needs all forms of energy <strong>to</strong> meet its rising demand,<br />

and the boom will help in that regard. It could also dampen<br />

the impact of oil disruptions, especially if the drilling<br />

revolution goes global down the road. Use of America’s<br />

abundant natural gas can also offset reliance on dirtier coal.<br />

But let’s not exaggerate what the energy boom can do for<br />

the United States and American consumers. At its current<br />

pace, the oil boom probably won’t significantly lower<br />

prices—though it may temper their rise at times. Greater oil<br />

independence does not equal greater oil price<br />

independence—something lost in our national debate. And<br />

finally, a boom in fossil fuels is hardly something <strong>to</strong><br />

celebrate, given the urgency of climate change.<br />

A green revolution would protect future generations from<br />

climate havoc and wean us from our dependence on the<br />

vagaries of oil prices. We shouldn’t let the fossil­fuel boom<br />

divert our attention from that goal.<br />

We are pleased <strong>to</strong> report KIUC’s results of<br />

operations through Oc<strong>to</strong>ber 31, 2012, are<br />

favorable. However, year­<strong>to</strong>­date electricity use<br />

on the island continues <strong>to</strong> be 2 percent lower<br />

than last year. Despite the reduction in sales<br />

volume, KIUC is doing everything it can, while<br />

maintaining safety and reliability, <strong>to</strong> reduce costs<br />

in various areas <strong>to</strong> operate efficiently and<br />

effectively, and continue <strong>to</strong> maintain a strong<br />

financial position. Revenues, expenses and net<br />

margins <strong>to</strong>taled $155.4 million, $146.3 million<br />

and $9.1 million, respectively, for the 10­month<br />

period ending Oc<strong>to</strong>ber 31, 2012.<br />

As is the case for all electric utilities, the cost of<br />

power generation is the largest expense, <strong>to</strong>taling<br />

$97.7 million or 62.9 percent of revenues. Fuel<br />

costs are the largest component of power<br />

generation, <strong>to</strong>taling $84.6 million or 54.5 percent<br />

of revenues, and representing 86.6 percent of the<br />

cost of power generation. The remaining $13.1<br />

million or 8.4 percent of revenues and 13.4<br />

percent of the cost of power generation<br />

represents the cost of operating and maintaining<br />

the generating units.<br />

The cost of operating and maintaining the<br />

electric lines <strong>to</strong>taled $4.2 million or 2.7 percent of<br />

<strong>to</strong>tal revenues. The cost of servicing our members<br />

<strong>to</strong>taled $2.8 million or 1.8 percent of revenues.<br />

The cost of keeping our members informed<br />

<strong>to</strong>taled $1.0 million or 0.6 percent of revenues.<br />

Administrative and general costs—which include<br />

legislative and regula<strong>to</strong>ry expenses, engineering,<br />

executive, human resources, safety and facilities,<br />

information services, financial and corporate<br />

services, and board of direc<strong>to</strong>r expenses—<strong>to</strong>taled<br />

$9.6 million or 6.2 percent of revenues.<br />

Being very capital intensive, depreciation and<br />

amortization of the utility plant costs $11.2<br />

million or 7.2 percent of revenues. Although not<br />

subject <strong>to</strong> federal income taxes, state and local<br />

taxes amounted <strong>to</strong> $13.1 million or 8.4 percent of<br />

revenues. Interest on long­term debt, at a<br />

favorable sub­5 percent interest rate, <strong>to</strong>tals $7.0<br />

million or 4.5 percent of revenues. Non­operating<br />

net margins added $0.3 million <strong>to</strong> overall net<br />

margins. Revenues less <strong>to</strong>tal expenses equal<br />

margins of $9.1 million or 5.9 percent of<br />

revenues. Margins are allocated <strong>to</strong> consumer<br />

members and paid when appropriate.<br />
