It is hereby informed that as per the Ministry of Invironment and Forests, Govemment ot
India, New Delhi vide its Notification no. S.O. 1553 dated September 14, 2006 ar.d
amendment dated December 1, 2009. Public Hearing was fixed for the folowing project
covered under Category-B, of M/S. Star Clay Tech Pvt. Ltd for their proposed manufacturing
activity of Activated Bleaching Earth 800 MI/M at S.No.824/1,825, Village - Faladi, Ta
Mandvi, Dist Kutch, Gujarat.
A copy of the draft Envilonment Impact Assessment report and the Summary of
Env oment lmpact Assessment Report was sent to the following authodties or offices to
make available the draft EIA Report for inspection to the public dudng nolmal offices hours,
till the Public Hearing is over.

- Faradi, Ta - Mandvi, Dist Kutch. An advertisemmt in English was publjshed in "The
Times of India" dated 05-09-2010, and in Gujarati language in "Kachchl Mitxa", on dated 04
09-2070.
The Additional Djshict Magjshate & Additional District Collector, Kukh supervised and
presided over the entre public headng process.

As per the Ministry of Envirorment and Forcsts, Government of India, New Delhi vides its
Notification no. S.O. 1553 dated September 14,2006 and amendment dated December 1,2009.
Public hearing was fixed for the following prcject covered under category B, M/S. Star Clay Tech
Plt. Ltd. For their proposed Activated Beaching Earth 800 MT Month, at Survey No. 82411 , 825,
Village Faradi, Ta Mandvi, Dist - Kutch. The public hearing held on dated 12-10-2010 at
11:00 hrs at Matushree Jethibai Dharamshi Smruti Pratishthan, Puraskrut Jheel Ramatgamat
Sanlol, B,4L Faradi primary School, Village Faradi, Ta - Mandvi, Dist Kutch.
Shri Kc.Pancholi, representative of the Member secretary, GPCB and Regional officer,
RO, GPCB, Bhuj explained about the background of the environmental clearance
required for the project proponent and opportunity of Public Hearing being provided to
the affected people residing in and around project site as per the aforesaid notification
Published by MOEF, Govemment of lndia. Then after with a permission of Additionai
District Magistrate & Additional District Collector, Bhuj he asked th€ concemed Project
proponent to make the presentation about their project.

about Proposed Project.

In connection wlth above stated subject we here by giving our clarification as follows.
1. lt's written in EIA report and executive summary ofthe project that the company has already
started construction work and greenbelt is also developed. This is violation of EIA
Notiflcation 2006 as the project is still awaiting Environmental Clearance from the ministry
of Environment & Forests.
The greenbelt and construction was already developed by M/s.star bentonite Exports, from
which we have taken a land on rental basis. we have not violating of EIA Notification.
2. when did you apply for Environmental Clearance and when ToR was issued?
We had applied for environmental Clerance on 28108/2009 and we have received TOR on
77 /72/2009.
3. How was land acquired for proposed project? Whether the acquired land is a8riculture or
waste land? Pleaseglve land breakup ofacquired land.
Our totalacquired non agriculture land is44515 m'z.
4. GWIL letter confirms water supply of 0.02 MLD water while Table 2.11 states GWIL water as
45 KLD. Please justiry.

soace at four directions as per building construction norms. So,
additionally we will do gardening and plantation for - 4000 Sq meter'
So, our total green belt area will be 16,000 Sq. meter i e 35 94 % of the
total Dlot area.
Has noise level monitored at SH which is hardly at 3 km and being
high noise level area?
No. High level of noise monitored at SH is due to vehicular traffic. We
do not emissive any activity within our premises that will generate high
level of noise. However, we will provide ear plugs to workers as and
when required. We will also provide adequate gardening and plantation
and ecoacaustic system.

5. Canal /nala supplying irrigation water is hardly at 0.5 km, will it
have any diversification?
No such irrigation canal in 05 km radius of our site and no any
diversification due to our project.
6. H2SOa storage tank will be underground or over ground? What will
be minimum inventory level?
H2SO4 storage tank will be over ground. The minimum inventory level
will be 60 KL.
7. What area th6 fire prone area / chemicals? Please provide details
of DCP /CO2 fire extinguishers.
We will use Raw Bentonite, Sulphuric Acid and Lime as a raw material.
We will provide storage facility for Sulphuric acid i.e. 50 MT x 03 tanks
= 150 MT. we will also provide Dykewalll to the entire storage tank of
SulDhuric acid.
We will also provide Dry chemical foam and CO2 type extinguishers
as per the guideline of the safety department. The bottom of the
fire extinguishers will be 75 cm above the floor level. Water spray
will be used to cool containers exposed to fire. We will avoid use
of water where there is a danger of spreading the acid.

Sodium Hydrocarbonate (4 % Solution) as an antidotes with sufficient
