deep institutional and social changes. In this context, policies promoting<br />

growth. How can we help create a space for women to become part of the<br />
innovation economy of this region? This HLP will explore ways in which women<br />
can actively contribute to reshape the economic landscape in the MENA. It will<br />

creation and overall economic development, draw on good practices from<br />

Almost one billion people are under-nourished across the world. If current<br />
trends continue, an estimated 450 million children could suffer from stunting<br />
– irreversibly affecting their physical and mental development potential – over<br />
the next 15 years. Building resilient communities requires a focus on nutrition.<br />
However, despite existing knowledge on ways to tackle malnutrition, policymakers<br />
have yet to integrate nutrition into health, agriculture and food security<br />
initiatives. The panel will showcase innovative solutions to address malnutrition,<br />
identify which actions and policies – at global and European levels – get results<br />
and why, and examine how to increase financial resources for nutrition globally.<br />

The <strong>Agenda</strong> for Change recommends rethinking development finance by<br />
increasing the use of innovative financing instruments and by leveraging private<br />
sector investments. Donors, partner countries and the private sector agree to<br />
enhance public-private cooperation. Different aspects of blending loans and<br />
grants, the merits, limits and the enabling environment needed to mobilise<br />
private sector funds are being discussed. Sceptics see a danger in the possible<br />
shift of Official Development Assistance (ODA) to the private sector,<br />
increasing business profits while insufficiently addressing social profits, and<br />
in the possible debt overload of beneficiaries. A number of projects with<br />
private participation however show advantages, including local ownership<br />
and sustainability.<br />

Globalisation is producing benefits in terms of growth and reduction of poverty.<br />
However, growth is not always inclusive. In developing countries, the majority<br />
of workers are still engaged in informal employment, characterised by a lack<br />
of adequate social protection, low pay, limited growth potential, violations of<br />
labour rights, and unsafe or difficult working conditions. Despite strong economic<br />
growth, informalisation of work is increasing in all developing regions<br />
except East Asia. Women and young people are overrepresented in informal<br />
employment.<br />
This HLP of academics, policy-makers and practitioners will aim to take stock<br />
of this diversity and discuss which policies are needed to create better opportunities<br />
for development of the workers in the informal economy.<br />

Access to basic guarantees of social protection is a human right and a way of<br />
reducing inequalities and ensuring resilience. Recent crises confirm the need<br />
to complement economic growth with social measures to warrant inclusive<br />
and sustainable development, reduce poverty and vulnerability. France put<br />
social protection at the forefront of its G20 Presidency. In 2012, the World Bank<br />
adopted a Strategy on Social Protection, the International Labour Organization<br />
developed the Social Protection Floors approach highlighting the role of social<br />
dialogue, freedom of association and collective bargaining. The EU just adopted<br />
a Communication on social protection in development policy. This panel offers<br />
an open platform to discuss social protection in development policies, focusing<br />
on implementation in the field.<br />

Volunteer Doctors Cyprus is an international humanitarian, non-governmental,<br />
non-political, non-religious, non-profit, voluntary organisation founded in 1982.<br />
Its project ‘Restore Hope’ for the people in Zimbabwe and Kenya fights for<br />
poverty reduction and looks for immediate solutions against hunger. One such<br />
concrete project is ‘Adoption from Afar’ that goes beyond just medical assistance<br />
and provides food, clothing and education to over 1 200 children. Its<br />
goal is to ensure humanitarian relief and in addition long-term sustainability<br />
through health services, education, infrastructure, agriculture and the provision<br />
of more means of employment for as many people as possible.<br />

This session will present the new policy of the European Union towards civil<br />
society throughout the world. The policy is summed up in the new Communication<br />
‘The Roots of and Sustainable Development: Europe’s Engagement<br />
with Civil Society in External Relations’. The Communication, which was<br />
adopted in September, outlines an enhanced and more strategic approach to<br />
the EU’s engagement with local CSOs in developing, neighbourhood and<br />
enlargement countries, emphasising the role of CSOs in policy making and<br />
domestic accountability. Drawing on concrete experiences, the session will<br />
consider the opportunities and challenges for implementing the new policy.<br />

There is a clear urgency for a global systemic shift towards inclusive and<br />
sustainable commodity markets. Food security and resource scarcity are two<br />

as a logical successor to traditional development aid. During this session<br />
participants will learn how this form of ‘pre-competitive’ public-private<br />
cooperation has already started to deliver measurable results within some<br />
commodity sectors. These programmes powered by IDH – The Sustainable<br />
Trade Initiative – and funded by the Netherlands Government, involved frontrunner<br />
companies, civil society, and governments in producing countries. This<br />
session will also explore possible cooperation across European aid agencies<br />

important push to make development aid more easily accessible and inclusive.<br />
Geo-coding of aid activities at the sub-national level is a powerful way of<br />
answering questions of who is doing what and where. The Climate Change<br />
and African Political Stability (CCAPS) Dashboard tracks conflict and<br />
environmental conditions across Africa, plus all aid projects in Malawi, which<br />
demonstrates how the combination of open data and visualisation techniques<br />
can empower donors and beneficiaries with the tools and technologies<br />
necessary to provide accurate information on the performance and impact of<br />
projects.<br />

FAO and its partners supported the preparation of ‘Voluntary Guidelines on<br />
the Responsible Governance of Tenure of Land, Fisheries and Forests in the<br />
Context of National Food Security’. These Guidelines have been prepared and<br />
negotiated through a participatory process since 2009, and endorsed in May<br />
2012 by the Committee on World Food Security. They are the first intergovernmental<br />
comprehensive global instrument on tenure and its administration.<br />
They provide guidance for improving the institutions that regulate tenure<br />
rights; for enhancing equitable tenure rights and the administration of tenure<br />
systems; and for improving the capacities of organisations concerned with<br />

The latest United Nations Conference on Sustainable Development held in Rio<br />
de Janeiro (Rio+20) has shown that social development still lags behind economic<br />
progress, and that our measurement of sustainable development needs<br />
to advance beyond the quantitative. The purpose of the HLP is to discuss the<br />
results of Rio+20 and assess to what extend the lessons learnt from European<br />
Development Days could be integrated into a single unified development<br />
agenda for all countries after 2015. The HLP will assess what contribution the<br />
EU can make to the process leading to the adoption of universal Sustainable<br />
Development Goals and the post-2015 Millennium Development Goals (MDG)<br />
landscape.<br />

From a development policy perspective, promoting value chains is a powerful<br />
tool in the strengthening of rural economies. However, while it has the potential<br />
to generate real benefits, there are also significant challenges. This panel<br />
addresses two critical questions: Part 1 considers what can be done to ensure<br />
poorer producers and workers benefit from participation in local/regional/global<br />
value chains. Part 2 attempts to identify key messages for donors, governments,<br />
and companies in terms of policies and partnerships, to leverage private<br />
sector investment and engagement towards social and economic upgrading,<br />

Today, about 2.7 billion people and 400 million businesses around the world<br />
lack basic access to financial services, impeding the development of individuals,<br />
businesses, and economies. Access to financial services provides stability<br />
and accelerates equitable development and growth for households and businesses.<br />
In addition, making financial and microfinance programmes accessible<br />
for excluded groups such as persons with disabilities – one billion people<br />
worldwide – has great social and economic impact.<br />
This gap is a global challenge, but also an opportunity. This HLP will showcase<br />

The European Commission will present its January 2012 Communication on<br />
‘Trade, Growth and Development’. It updates the 2002 Communication on<br />
‘Trade and Development’, which set the basis of the EU’s trade and development<br />
policy for a decade. The Communication analyses changes in the world’s<br />
economy, reviews the EU’s achievements in the last decade and, on this basis,<br />
updates EU policy principles and sets new policy orientations for the next<br />
decade. In addition, the Commission will present its July 2012 Aid for Trade<br />
Monitoring Report. Aid for Trade is an important trade and development policy<br />
instrument.<br />
The EU and its Member States are longstanding providers of development<br />
assistance in support of increased international and regional trade. The 2012<br />
Report shows that in 2010, the EU and its Member States collectively remained<br />
the world’s leading provider of Aid for Trade with a record EUR 10.7 billion.<br />

The Joint Research Centre (JRC) will present the main findings of the recently<br />
published ‘Renewable energy in Africa – Current knowledge’ report. It provides<br />
a first analysis of African potential in renewable energy sources (solar, wind,<br />
biomass and hydropower), their cost efficiency and environmental sustainability.<br />
Renewable resources in Africa have been mapped and assessed against<br />
possible alternatives and bottlenecks. In northern Africa, the promising potential<br />
of renewable energies, in particular solar and wind, have to face the challenge<br />
of competing with cheap fossil fuel. In the case of biomass, the challenge<br />
is to improve sustainability and efficiency of traditional use and to provide a<br />
suitable alternative to overexploitation. In this regard, small hydroelectric power<br />
plants have proven strong potential.<br />

This session will outline the main features of the global CleanStart programme:<br />
CleanStart is jointly implemented by UNCDF and UNDP, syndicating funds from<br />
UNCDF, the Swedish International Development Cooperation Agency, the<br />
Government of Austria and the Norwegian Agency for Development<br />
Cooperation. CleanStart will improve energy access and contribute to the<br />
reduction of carbon emissions. The programme introduces innovative<br />
approaches that combine financing arrangements through microfinance<br />
institutions targeting low-income population and micro-enterprises, while<br />
strengthening clean energy value chains to reach the bottom of the pyramid.<br />
The session will summarise preliminary results in Nepal (pilot country), to provide<br />
clean energy lending at scale. It is envisaged that CleanStart will create a<br />
replicable business model for wider scale-up across other developing countries.<br />

Drawing upon pioneering research comparing eBay global trade data and offline<br />
data, this session explains how technology creates a more inclusive economy<br />
by empowering small businesses to participate in cross-border trade, with<br />
particular benefits for developing countries. Combining the Internet with other<br />
technologies, such as mobile applications, transforms trade by connecting<br />
remote sellers to world markets, and creates the conditions for social innovation<br />
and entrepreneurship. The technology tools employed by eBay Inc. are central<br />
to these inclusive trading patterns, offering a practical demonstration of the role<br />
that the private sector can play in development. The session will also present<br />
findings on the potential developing country welfare gains that would follow<br />
from facilitating more online trade, and set out policy recommendations on how<br />
to advance this inclusive trade agenda.<br />

This session, organised by FIREFEC asbl, aims to reflect on the inclusion of<br />
women into financial systems and in particular on the notion of ‘women and<br />
microcredit’. Different approaches will be discussed, based on recent initiatives<br />
such as the one from the G20 Summit 2012 in Mexico, the Action Plan for<br />
Financial Inclusion designed to deliver financial services to marginalised<br />
sectors, and by studying the context and the applicability of microcredits in<br />
Africa. The conference seeks to formulate strategies to strengthen capacities<br />
of women in combating poverty.<br />

The Douala City Council project on mitigating greenhouse gas emissions,<br />
enhancing soil fertility and renewable energy use, aims at contributing to the<br />
global effort in mitigating climate change among urban and peri-urban populations,<br />
and integrate approach that involves a buffer between urban and industrial<br />
segments through re-forestation, aesthetics and landscape sustainability,<br />
promoting municipal solid waste (biodegradable) minimisation through transformation<br />
into green manure for improving soil fertility and biodiversity, promoting<br />
use of alternative energy (solar energy) for street lighting, and use of geographic<br />
information and remote sensing to model and understand the function,<br />
structure and changes in natural ecosystems in the context of urban forestry.<br />

CIIP’s objective is to help countries identify and pursue market opportunities<br />
by working directly with governments and the private sector, and to help them<br />
develop targeted, multi-year reform initiatives to systematically address all<br />
critical market failures that hold back innovative entrepreneurs and prevent<br />
industries from entering global markets.<br />
CIIP will use at least 75 % of its resources on interventions at the country<br />
level by providing:<br />
• market-based assessments to identify opportunities and market failures;<br />
• development of effective public-private dialogue mechanisms;<br />
• design of a reform programme, including policy & regulations,<br />
access to finance, skills and technology transfer, infrastructure,<br />
and institution building;<br />
• financing instruments and mechanisms to support a reform agenda; and<br />
• definition of impact targets along with measurement and evaluation.<br />

They are young, sometimes still children. They cook, garden, and mind children.<br />
Unworthy to many, often ‘invisible’, many young domestic workers in Africa<br />
are deprived of professional status... and education. Through the stories and<br />
aspirations of seven young domestic workers in Burundi, Rwanda and<br />
Democratic Republic of the Congo, this IDAY/ADPM documentary addresses<br />
the enforcement of the right to education of thousands of them in Africa.<br />
Beyond a human right, their training will also contribute to strengthening the<br />
tertiary sector and curb youth unemployment. The screening will be followed<br />
by a discussion with practitioner members of IDAY International & ADPM.<br />

for 80 % of sub-Saharan companies. They nevertheless do not play the role they<br />

and analyse how they could be consolidated and reinforced. The new African<br />
Guarantee Fund for SMEs will serve as a starting point to launch the debate<br />
and discuss the importance of creating guarantee funds.<br />
