First off, let me extend my congratulations to our <strong>DILG</strong>-8 personnel for rising to<br />

the challenge this year and contributing to the attainment of signifi cant gains in<br />

promoting good local governance as envisioned by our Secretary Jesse M. Robredo.<br />

I give credit to the combined efforts of national management, the guidance of RD Frank<br />

Jose whom I succeeded this October, and the support of the regional offi ce and fi eld staff led<br />

by the two Assistant <strong>Region</strong>al Directors who shared this post in <strong>2011</strong>: the young and dynamic<br />

Arnel M. Agabe who returned to the region this July, and a career personnel who helped steer<br />

the offi ce before him -- Atty. Aida Z. Laruda, who retired in June.<br />

Full Disclosure Policy compliance started slowly but picked up its pace towards the middle of<br />

the year with the conduct of the regional Tapatan with local offi cials. With the institution of the<br />

Change Management Program; organization of the Multi-Sectoral Advisory Council, as well as<br />

the motivation spurred by our fi eld visits, Eastern Visayas now has almost universal compliance<br />

(either full – or partial) to this centerpiece program of our Honorable Secretary Jesse M. Robredo.<br />

Due to these contributing factors, we were able to increase the number of passers of the Seal<br />

of Good Housekeeping (SGH) to 35 by the end of the year. We shall vigorously assist other LGUs so<br />

that they would also be able to earn the SGH in CY 2012.<br />

In terms of PPA accomplishments, there are many reasons for us to celebrate, to name a few: <strong>Region</strong> 8 continues to<br />

lead nationwide implementation in CBMS; 100% SLGR preparation; completion of the BNEO training; 1st runner-up<br />

honors for Barangay Hingatungan in Silago, Southern Leyte in the LTIA; -- these are but some of the accomplishments<br />

which we can feel proud of. Field offi cers have likewise introduced innovations such as ABOT Serbisyo Publiko<br />

program, barangay offi cials’ quiz bee; customized demand-driven activities and strengthened partnerships with CSOs<br />

and fi nancing institutions.<br />

Lastly we were able to launch our new website (www.dilg8.org) and the Local Government Productivity<br />

Enhancement through Teamwork (LGPET) Strategy. The website is an added venue to inform and serve our clients,<br />

as well as gather feedback from them. Likewise, with the full adoption of the LGPET to chart our direction and<br />

introduction of further innovations, we are confi dent that we will truly be a high-performing, accountable, responsive<br />

and transparent unit of the <strong>DILG</strong> in the years ahead.<br />

The men and women of <strong>DILG</strong> <strong>Region</strong> VIII responded with zeal<br />

and commitment to Secretary Jesse M. Robredo’s call for reforms<br />

in service delivery and PPA implementation to better serve the public and<br />

further empower local government units in Eastern Visayas. This commitment<br />

was our driving force in ensuring transformation in the local governance milieu<br />

geared towards more transparent, accountable and responsive LGUs which value<br />

participation of civil society organizations in its operations and service delivery.<br />

<strong>2011</strong> was a very important milestone in the Department’s history as we<br />

celebrated the 20th anniversary of the Local Government Code of 1991. <strong>Region</strong>al<br />

Management made sure that every <strong>DILG</strong> <strong>Region</strong> VIII personnel is on board in fulfilling<br />

our mandate of strengthening LGU capacities and at the same time increasing the<br />

level of credibility and trust towards the Department and the LGUs.<br />

In this regard, this annual report highlights and gives due recognition to every<br />

effort of each <strong>DILG</strong> <strong>Region</strong> VIII personnel. Each page narrates the partnership<br />

between the Department, the LGUs, national government agencies, civil society<br />

organizations, and other stakeholders which paved the way for significant changes<br />

in local governance.<br />

This is a year of transition for <strong>DILG</strong> <strong>Region</strong> VIII as I was given the opportunity to again serve the<br />

region in July while RD Pedro A. Noval Jr. took over regional management from RD Francisco Jose in<br />

October. I share RD Noval’s pride in our colleagues, who despite the ever-evolving priorities of the<br />

Department, have been able to appropriately adapt and deliver their assigned tasks – and more. Of<br />

course, we have major accomplishments because we always have the support of top management led<br />

by Secretary Robredo and USEC Austere A. Panadero.<br />

Again, let me extend my appreciation to the local officials, CSOs, government agencies and<br />

other stakeholders who have been essential to the success of our undertakings.

<strong>DILG</strong> <strong>Region</strong> 8 in CY <strong>2011</strong> continued to work for the improvement of the capabilities of local<br />

government units in Eastern Visayas. The organization underwent major leadership changes<br />

-- RD Pedro A. Noval, Jr. now leads the Offi ce in view of the reassignment of RD Francisco C. Jose<br />

in October, with the assistance of ARD Arnel M. Agabe who reported to <strong>Region</strong> 8 in July after the<br />

retirement of ARD Aida Z. Laruda -- but has not waivered in its commitment to pursue excellence<br />

in local governance as well as in its continuing effort to institutionalize professionalism among its<br />

personnel.<br />

In summary, the following are the signifi cant accomplishments of <strong>DILG</strong> <strong>Region</strong> 8 for CY <strong>2011</strong>:<br />

Promoted performance, accountability, transparency and empowerment among local<br />

government units in the region through:<br />

Improvement of barangay leaders’ capacities through the completion of the BNEO Training<br />

Program for 4,390 barangays regionwide. A total of 4,385 or 99.89% Barangay Agenda<br />

for Local Governance and Development (BAGADs) were formulated;<br />

Intensive campaign for higher compliance to the Full Disclosure Policy. At year end, 37<br />

<strong>Region</strong> 8 LGUs have fully complied with the FDP while 112 are partially compliant;<br />

<strong>Region</strong>wide assessment and validation which led to the conferment of the Seal of Good<br />

Housekeeping to 35 LGUs and the awarding of the Performance Challenge Fund , the Local<br />

Governance Support Fund and the Gawad Pamana ng Lahi;<br />

Recognition of exemplary performance of lupons under the LTIA;<br />

Strengthened collaborations with CSOs, PS and other NGAs in the implementation of<br />

Department programs;<br />

Sustained support to anti-poverty efforts through implementation of the CBMS as an MDG<br />

localization strategy, technical assistance to CDP formulation, promoting LGU access to the<br />

MDG Fund;<br />

Organized the Multi-Stakeholder Advisory Council (MSAC) in support of the <strong>DILG</strong>-8 LGRRC.<br />

Heightened efforts to promote disaster preparedness among LGUs through continuing<br />

organization of DRRM Councils and Offi ces regionwide, strengthened partnership with the<br />

World Bank and the GIZ in the implementation of special DRRM programs for selected LGUs<br />

and in ensuring that DRRM is mainstreamed into local development plans;<br />

Implemented programs to make LGUs more supportive of businesses and investments by<br />

upscaling BPLS Streamlining to 100 LGUs regionwide, strengthened the Leyte and<br />

Northern Samar LED teams and NW Leyte and Balicuatro Alliances, convened the <strong>Region</strong>al<br />

and Provincial Economic Transformation Teams , and formulated Project Proposals for<br />

LGSP-LED;<br />

Promoted safe communities through technical assistance and secretariat support to Peace<br />

and Order Councils and regular monitoring on the functionality of related community-based<br />

institutions and local special bodies;<br />

Strengthened internal operations with the launching of the Local Government Productivity<br />

Enhancement through Teamwork (LGPET) Startegy, implementation of the Change Management<br />

Plan, implementation of the rationalization plan, establishment of the <strong>DILG</strong> <strong>Region</strong> 8 website<br />

and the conduct of various capacity development and employee welfare activities for all<br />

personnel.

As a result of intensified advocacy, harnessing<br />

stakeholder participation and provision of technical<br />

assistance, the level of LGU compliance to the Full<br />

Disclosure Policy improved by year’s end, particularly with<br />

the region’s provinces and cities.<br />

Major activities for the year aimed at increasing FDP<br />

Compliance included the conduct on July 14, <strong>2011</strong> of a<br />

<strong>Region</strong>al TAPATAN which was participated in by 424<br />

local officials, 29 CSOs, and 25 mediamen throughout<br />

the region.<br />

Highlighted in the TAPATAN were discussions on<br />

the Full Disclosure Policy and Covenant Signing among<br />

participating stakeholders, to include local officials,<br />

CSOs, mediamen and NGAs.<br />

In his first few weeks in Office, RD Noval embarked<br />

on a campaign to increase FDP compliance by personally<br />

meeting LCEs all around the region.<br />

Seal of Good Housekeeping<br />

The Seal of Good Housekeeping for LGUs is an awards<br />

program which serves as a strategy for the Department<br />

to determine those which are consistently practicing good<br />

governance values in internal housekeeping. Specific<br />

indicators under Sound Fiscal Management, Transparency<br />

and Accountability and Valuing Performance Management<br />

are looked into in assessing the LGUs.<br />

Performance Challenge Fund<br />

The lone SGH winner from Eastern Visayas in 2010, the<br />

municipality of Kawayan, Biliran has completed and liquidated<br />

its P1 Million PCF prize for its seawall project in Brgy. Bulalacao<br />

and fl ood control in Brgy. Burabod. Currently implementing<br />

their respective P1 Million worth of PCF projects are SGH 1st<br />

round winners Almeria, Biliran (rehabilitation of water works<br />

system) and Biliran, Biliran (rehabilitation of drainage system &<br />

rehabilitation of wet market).

Thirty-fi ve (35) local government units in Eastern Visayas will<br />

share in the P170.6 Million Local Government Support Fund<br />

(LGSF). These LGUs, which are recipients due to their passing<br />

of the Department’s Seal of Good Housekeeping criteria, are to<br />

use the amounts for their priority development projects.<br />

The regional total is broken down as follows:<br />

<strong>DILG</strong>-8 barangays feature strongly in the Lupong<br />

Tagapamayapa Incentives Award. This year, the various<br />

levels conducted evaluations and revalidations as part of<br />

the LTIA goal of encouraging performance in this field.<br />

Having been chosen as one of the three bestperforming<br />

lupons, Brgy. Hingatungan, Silago Southern<br />

Leyte was visited by the LTIA National Board of Judges last<br />

September 12-13 for the validation. It was proclaimed 2nd<br />

place winner in the National Awarding held in December<br />

with President Benigno S. Aquino III and <strong>DILG</strong> Secretary<br />

Jesse M. Robredo in attendance.<br />

LG-NGO-PS Collaborations<br />

<strong>DILG</strong>-CSO <strong>Region</strong>al Partnership Workshop was conducted on September 21, <strong>2011</strong> at the <strong>DILG</strong>8 LGRRC Conference<br />

A Hall. It was attended by forty-one (41) participants composed of field officers, CSO representatives in coordination<br />

with the Eastern Visayas Network of NGOs/POs (EVNET), religious sector, academe and research institutes, media,<br />

business sector, and development partners in order to brief and orient them on the various programs of the<br />

department wherein they can actively participate, i.e., their role in the strengthening of local special bodies towards<br />

a more participative local governance.<br />

Among the outputs of the activity were the provincial action plans on the partnership, commitment signing of the<br />

various stakeholders, and the formation of a <strong>Region</strong>al Technical Working Group (RTWG) on the partnership.<br />

MULTI-STAKEHOLDER<br />

ADVISORY COUNCIL (MSAC)<br />

An organizational meeting of the Multi-Stakeholder<br />

Advisory Council (MSAC), a policy-support<br />

mechanism for the Local Government <strong>Region</strong>al Resource<br />

Center (LGRRC) along its Linkages Facility, was held on<br />

November 15, <strong>2011</strong> at the <strong>DILG</strong>8 LGRRC Conference<br />

Hall. It was attended by 21 member-representatives<br />

from civil society organizations (CSOs), religious sector,<br />

academe and research institutes, media, business sector,<br />

and development partners through the GIZ. Among<br />

the outputs of the MSAC organizational meeting was a<br />

Commitment Signing of the members.<br />

National Greening Program<br />

Go-FAR<br />

The office advocated, facilitated, and joined in tree-planting activities<br />

in LGUs pursuant to its role in the National Greening Program. It<br />

conducted media advocacy, and held its own tree-planting activities to<br />

celebrate Arbor Day on June 26, <strong>2011</strong>.<br />

Tree-planting was integrated by many LGUs during<br />

the celebration of the 20th year of the Local Government<br />

Code, as well as their barangay assemblies.<br />

Representatives of <strong>DILG</strong>-8 joined in the conduct<br />

of the KBP Broadcastreeing on October 1, <strong>2011</strong> which<br />

was able to plant about 5,000 seedlings in two sites in<br />

Tacloban City.<br />

The consolidated activities of <strong>DILG</strong> and LGUs helped attain the DENR’s<br />

regional target of 4,052,500 seedlings produced and 8,105 hectares<br />

planted.<br />

The Department continues to advocate and provide<br />

technical assistance for the conduct of documentation<br />

and replication of best practices using the Good Practices:<br />

Facility for Adaptation and Replication (Go-FAR) approach.<br />

With support from Oxfam and the European<br />

Commission, the offi ce likewise embarked on a<br />

“Provincial Readiness to Institutionalize and Mainstream<br />

Risk Reduction” in St. Bernard on March 16-17, <strong>2011</strong>.<br />

The municipal <strong>DILG</strong> Offi ce of Hinunangan, Southern<br />

Leyte submitted its documentation of the ”Green Revolution:<br />

Garden to Kitchen Approach” of Barangay Libas, for regional<br />

consideration.<br />

o ensure that barangay officials elected in 2010 have<br />

a good foundation in governance, the department<br />

conducted Orientation for Provincial and City Facilitating<br />

Teams to spell out the modules and activities to be<br />

followed for the BNEO Component 2 rollout.<br />

About 91% or 44,112 barangay officials attended the<br />

three-day trainings conducted simultaneously throughout<br />

the region from March to June.<br />

Of the 4,390 barangays regionwide, 4,385 were able<br />

to formulate their respective Barangay Agenda Barangay<br />

Agenda for Governance and Development (Barangay<br />

AGAD), which served as inputs for their Barangay<br />

Development Plans (BDP).<br />

Legislative Tracking<br />

System (LTS)<br />

The Legislative Tracking System is a comprehensive program<br />

which upgraded the department’s Sanggunian Information<br />

System (SIS) and combined it with the regional office’s own<br />

Document Tracking System, to store pertinent records and<br />

monitor the status of all incoming and outgoing documents.<br />

The system, which can be viewed online, is now being used at<br />

the sangguniang panlalawigan of Leyte and shall be rolled out to<br />

component municipalities in 2012. To guide its implementation,<br />

the regional office on October 20, <strong>2011</strong> signed a Memorandum<br />

of Agreement (MOA) with the Leyte provincial government.<br />

The region’s computer programmer provided technical<br />

assistance in the installation and maintenance to the provincial<br />

sanggunian and legislative councils of component municipalities<br />

in Leyte. The regional office signed a similar agreement on<br />

October 14, <strong>2011</strong> with Northern Samar province for LTS<br />

implementation in 2012.

Moreover, to ensure focus-targeting in the identification of local<br />

programs, projects and activities, LGUs in Eastern Visayas were<br />

capacitated on the utilization of the data for the preparation of<br />

their Comprehensive Development Plan.<br />

the program, 90 or 68.7% completed the CBMS modules<br />

influence public and private sector investments, improve the<br />

quality of goods and services, and raise the level of welfare of<br />

the population.<br />

Millennium Development<br />

Goals fUND<br />

Four (4) projects to construct LLevel l III WWater SSupply l SSystem<br />

financed under the MDG Fund were implemented in <strong>2011</strong><br />

and are expected to be completed in 2012.<br />

Completion of the Level III Water Supply System Improvement<br />

Project in Cabucgayan, Biliran will address the clamor of the<br />

constituents for a better water service delivery. The Water<br />

Treatment and Refilling Facility of Mahaplag, Leyte will be in full<br />

operation on the first quarter of 2012, and is expected to bring<br />

in revenues to the LGU.<br />

With the office’s continuing aggressive advocacy on the<br />

MDGF Program, there are three new LGU applicants for technical<br />

and financial assistance for the Construction of Level III Water<br />

Supply System, namely Mayorga, Leyte; Caibiran, Biliran and San<br />

Julian, E. Samar. FS Preparation trainings for these LGUs was<br />

conducted on November 22-25, <strong>2011</strong>. Drafting of the FS is ongoing<br />

at the LGU level.<br />

Sagana at Ligtas na<br />

Tubig sa Lahat Program<br />

Three (3) waterless LGUs in the region were selected to avail<br />

of the financial grant of Php10M each from the national<br />

government. Aside from the criteria set by the National Anti<br />

Poverty Commission, these LGUs have complied with the Full<br />

Disclosure Policy of the Department which is a requisite before<br />

the grant is released.<br />

These three LGUs - San Isidro, Leyte; Taft, Eastern Samar<br />

and Laoang, N. Samar participated in a Training-Workshop on<br />

Simplified Feasibility Study (FS) Preparation which was conducted<br />

as part of the <strong>DILG</strong>’s mandate to provide CapDev interventions<br />

to eligible LGUs under the SALINTUBIG. To date, these LGUs have<br />

submitted their Feasibility Studies and Detailed Engineering<br />

Designs to DOH for appraisal and approval.<br />

To improve their capacity to manage the project, <strong>DILG</strong>-8<br />

likewise conducted a Procurement and Construction Supervision<br />

Workshop for these three (3) LGUs on Nov 7-8, <strong>2011</strong>.<br />

Under the Thematic Concerns (Waterless Barangays), seven<br />

(7) LGUs in the region will receive financial assistance to fund<br />

water projects in priority waterless barangays. These are; Maasin<br />

City, Limasawa, So. Leyte, Calbiga, Samar; and the municipalities<br />

of Bobon, Mondragon, San Jose and San Vicente in Northern<br />

Samar. These LGUs will receive 2.5 Million to P6 Million,<br />

depending on the degree of waterlessness of their covered<br />

barangays.


Legal Assistance<br />

As part of its regular task of addressing questions on<br />

matters essential to local government operations, <strong>DILG</strong><br />

VIII entertains walk-in clients and positively responds to<br />

phoned-in and letter-queries requiring proper interpretation<br />

and application of the basic provisions set forth in the Local<br />

Government Code of 1991 (RA 7160) and other pertinent laws<br />

and issuances.<br />

Other Activities:<br />

Pursuant to <strong>DILG</strong> Circular No. 2010-09 re: DELEGATION OF<br />

AUTHORITY – <strong>DILG</strong> LG SECTOR, caused the implementation of<br />

six (6) Decisions of the Office of the Ombudsman (Visayas),<br />

involving the suspension and dismissal of some local elective<br />

and appointive officials.<br />

to travel abroad. Of these, 39 were for official travels while<br />

Public Transport Assistance<br />

Program (PTAP)<br />

In the region, field officers were highly involved in<br />

facilitating the distribution of PTAP financial subsidy<br />

amounting to P2.092 million for the 78 recipient-<br />

LGUs. They are also involved in the fast tracking of<br />

liquidation reports submission.<br />

Barangay Officials Death<br />

Benefit Claims (BODBA)<br />

The Department provides a special benefit program to<br />

families of barangay officials who die during their term of<br />

office. For CY <strong>2011</strong>, <strong>DILG</strong>-8 paid a total of Php 2.16M<br />

to beneficiaries of 155 barangay officials who included 30<br />

punong barangays, 101 sangguniang barangay members, 9<br />

secretaries, 9 treasurers and 6 SK officials.<br />

Program<br />

Recognizing that support of stakeholders is crucial to<br />

the success of its programs, <strong>DILG</strong> <strong>Region</strong> 8 partnered<br />

with local media to promote the SILG’s priority programs on<br />

performance, accountability, responsiveness and transparency.<br />

The Kapisanan ng mga Brodkaster ng Pilipinas (KBP) Leyte<br />

chapter and its member- stations together with the National<br />

Union of Journalists of the Philippines (NUJP), joined <strong>DILG</strong> in<br />

various advocacies.<br />

the top-rating station’s equally popular “Siday” (poem)<br />

writing contest. Daily and grand winners were awarded<br />

cash prizes, with the station waiving all airtime costs.

20th Anniversary<br />

Celebration<br />

<strong>DILG</strong> field offices all throughout the region joined their<br />

respective LGUs in the celebration of the 20th Anniversary<br />

of the Local Government Code. Activities conducted at the<br />

local levels included tree planting, barangay assemblies,<br />

medical and dental missions, bloodletting, agri/aqua trade<br />

fairs, sportsfest, alay-lakad, socio-civic parade, coastal cleanup,<br />

among others.<br />

The regionwide celebration was capped with a day-long<br />

commemoration at the <strong>DILG</strong>-8 <strong>Region</strong>al Office, Tacloban City<br />

on October 14, <strong>2011</strong>. Participated in by all <strong>DILG</strong>-8 personnel,<br />

activities included recognition rites for PCF and SGH Awardees<br />

and the implementation of the Change Management Program<br />

for <strong>DILG</strong> personnel.<br />

Resilient LGUs<br />

The program is intended to promote the resiliency<br />

of local government units to natural and man-made<br />

disasters and calamities. The department assists LGUs<br />

attain this objective thru institution building, capacity<br />

building thru trainings and evaluation of their operational<br />

readiness. Another key element, mainstreaming of DRRM<br />

and CCA in Local Plans and Processes, is being piloted in<br />

selected LGUs thru the assistance of the World Bank and<br />

the GIZ.<br />

All LGUs at the Provincial, City, and Municipal<br />

levels have created their respective Disaster Risk<br />

Reduction and Management Councils.<br />

On the other hand, six provinces, five cities (86%); and<br />

126 municipalities (93%) of municipalities have created<br />

their Disaster Risk Reduction and Management<br />

Offices. A total of 118 LGUs have established DRRM<br />

The 2nd call for LGUs participation in Local Governance<br />

Support Program- Local Economic Development was<br />

participated in by the Provinces of Leyte and Northern<br />

Samar.<br />

Leyte belongs to Batch 2 of LGU Alliances while Northern<br />

Samar was included in the Magic 6, a 6-month mentoring<br />

and coaching from CIDA. The two provinces were able<br />

to organize their respective LED Teams and conducted<br />

Orientation/Briefings to participating LGUs and organized<br />

and convened the Provincial Local Economic Transformation<br />

Teams.<br />

Both Provinces of Leyte and Northern Samar are undergoing<br />

the Local Economic Profiling and enhancement of the Value<br />

Chain formulated with the assistance of the DOT and DTI.<br />

The Province of Leyte plans to pursue Educational-Industrial<br />

Tourism in the NorthWest Leyte Alliance composed of 12<br />

LGUs while the thrust of the Balicuatro Alliance composed of<br />

9 towns and 4 island municipalities is focused on Economic<br />

Tourism.<br />

The two Alliances are expected to complete their<br />

respective LED Strategies and Approaches within the year for<br />

implementation in 2012.


Strengthening Local Economic and Investment<br />

Promotion Officers<br />

Provinces and cities are enjoined to designate<br />

their respective Local Economic and<br />

Investment Promotions Officers (LEIPOs) as a<br />

way to attract more investments by providing<br />

an enabling environment that will generate and<br />

enhance economic activities in the localities.<br />

100% of provinces and cities in Eastern<br />

Visayas designated their respective LEIPOs.<br />

These LEIPOs are waiting for the finalization of<br />

their Terms of Reference (TORs) with the Private<br />

Public Partnership (PPP) Sub-committee under<br />

the LDC.<br />

Special Local Roads<br />

Fund (SLRF)<br />

The Special Local Roads Fund, which is 5% of collections under the Motor Vehicle Users Charge Law, is annually released to<br />

provinces and cities for road maintenance and safety.<br />

For this year, 100% of the CY 2007 SLRF projects have been completed in the region. For CY 2008 SLRF, five (5) LGUs have already<br />

completed maintenance work for their respective local roads.<br />

Having completed both CY 2007 and 2008 SLRF projects on time, the Province of Biliran received its share of PhP1,110,775.00<br />

to finance its approved SLRF CY 2009 and 2010 road maintenance projects.<br />

T<br />

he <strong>DILG</strong> continues to provide efficient secretariat services<br />

and support to Peace and Order Councils at all levels by<br />

ensuring conduct of regular meetings and documentation of<br />

Council issues and concerns.<br />

RPOC Initiatives<br />

Among the agreements reached during <strong>Region</strong>al Peace and<br />

Order Council meetings was the conduct of seminars on<br />

crisis management protocols for its members and those of<br />

provincial POCs. The seminar for RPOC members and PPOC of<br />

Leyte was held on May 26, <strong>2011</strong> sponsored by the provincial<br />

government.<br />

The RPOC also passed a resolution endorsing to the<br />

<strong>Region</strong>al Development Council the allocation of funds for<br />

construction of a Samar Island Access Road at the boundaries<br />

of the three provinces of Samar Island to improve access as a<br />

counterinsurgency move. The same has been approved by the<br />

Eastern Visayas RDC for priority funding.<br />

Status of POC Organizations:<br />

All seven (7) cities cities have organized and provided budget<br />

allocation for their respective POCs and formulated their<br />

Peace and Order & Public Safety Plans. Five (5) of 6 provinces<br />

organized their PPOCs; of these, four have formulated their<br />

POC plans with budget allocation. 112 of the 136 municipalities<br />

in the region have organized their LPOCs. 98 have formed<br />

public safety plans while 99 MPOCs have corresponding<br />

allocations.<br />

However, half of BPOCs in the region are at the basic stage,<br />

followed by progressive at 26.4%; and mature at 15%.<br />

The province with the highest standards in BPOC functionality<br />

is Southern Leyte, with 4% Ideal, 53% at the mature level, and<br />

39% progressive.<br />

Local Council for the<br />

Protection of Women<br />

and Children (LCPC)<br />

The <strong>DILG</strong> at the local levels assist Local Councils for the<br />

Protection of Women and Children (LCPCs) to ensure their<br />

functionality.<br />

Most municipalities in the region are in the mature stage<br />

with an average of 45%. At the barangay level, excluding<br />

those in the cities, 42% are in the progressive stage followed<br />

by mature with an average of 32%.<br />

<strong>DILG</strong> 8 was actively involved in the campaign for LGUs and<br />

other stakeholders to fully support the implementation of<br />

the Ecological Solid Waste Act of 2000, assisted in the holding<br />

of 5th <strong>Annual</strong> <strong>Region</strong>al Solid Waste management Summit<br />

on October 26-27, <strong>2011</strong> and entered into a Memorandum of<br />

Agreement with DENR-EMB on the creation of the <strong>Region</strong>al<br />

Inter-Agency Committee on Environmental Education;<br />

As Vice-Chair of the National Nutrition Council, participated<br />

in the monitoring and evaluation of local nutrition<br />

committee plan implementation, assisted in the evaluation<br />

of accomplishments of barangay nutrition scholars and in<br />

the conduct of the <strong>Region</strong>al Barangay Nutrition Scholar<br />

<strong>Region</strong>al Congress on July 28, <strong>2011</strong>.<br />

As an active member of the <strong>Region</strong>al Cooperative<br />

Development Council, participated in meetings and<br />

activities of the Council and helped in the planning for<br />

the conduct of the Islas de Leyte and Biliran Cooperative<br />

Congress held on June 13-14, <strong>2011</strong>.<br />

Entered into a Memorandum of Agreement with the DBM,<br />

DA, DAR and NSO to come up with a Registry System for<br />

Basic Sectors in Agriculture (RSBSA), a tool in carrying out<br />

basic services delivery and provision of adequate facilities<br />

Program<br />

To impart the need to effect significant organizational<br />

and individual reforms among all its personnel consistent<br />

with the Reform Agenda of SILG Robredo and President<br />

Aquino, <strong>DILG</strong> <strong>Region</strong> 8 implemented the Change Management<br />

Program (CMP) regionwide.<br />

Conducted in three 3 phases, the program focused on<br />

enabling all personnel to have a common understanding of<br />

priority PPAs and to identify major strategies to further improve<br />

program implementation, consistent with the Department’s<br />

priority thrusts and local governance reform agenda.<br />

To cap the initial dialogues made with field personnel and<br />

to synthesize the whole Change Management Program<br />

implementation, a Forum was held for all <strong>DILG</strong> Personnel<br />

on October 14 at the <strong>DILG</strong> <strong>Region</strong>al Office. The activity<br />

was conducted as part of the 20th Local Government Code<br />

Anniversary Celebration in the region and was attended by 322<br />

(98%) <strong>DILG</strong> technical and administrative personnel.<br />

each field operating unit, including specific milestones and<br />

implementation timeline;<br />

Identification of <strong>DILG</strong> personnel capacity needs; and,<br />

Identification of proposed strategies to improve field<br />

operations, particularly to operationalize the Local Governance<br />

Productivity Enhancement through Teamwork (LGPET), RD<br />

Noval’s innovation to promote performance among personnel.


New Leadership<br />

When RD Pedro A. Noval Jr., assumed leadership in the<br />

region with barely two (2) months before the year ended,<br />

he emphasized the need to implement innovative programs to<br />

promote productivity and teamwork among <strong>DILG</strong> Personnel<br />

and greatly improve LGU capacities in the region.<br />

For the remaining months of <strong>2011</strong>, he focused on<br />

familiarizing himself with <strong>DILG</strong> and LGU operations in Eastern<br />

Visayas as well as interfacing with <strong>DILG</strong> personnel and LGU<br />

officials. He paid courtesy calls and made consultations with all<br />

<strong>DILG</strong> field officers and almost all of the region’s congressmen,<br />

governors, city and municipal mayors in the course of two (2)<br />

months.<br />

In his field visits, RD Noval, among others, campaigned for<br />

more LGU compliance with the Full Disclosure Policy and for<br />

the increase of the number of LGUs that are conferred with the<br />

Seal of Good Housekeeping. He also made clear among field<br />

officers his vision of making <strong>DILG</strong> <strong>Region</strong> 8 the country’s top<br />

performing region.<br />

RD Noval is ably assisted in <strong>Region</strong> 8 by ARD Arnel M.<br />

Agabe who is likewise new to the <strong>Region</strong>, having assumed office<br />

only on July <strong>2011</strong>.<br />

Local governance<br />

productivity<br />

enhancement through<br />

teamwork (LGPET)<br />

RD Noval, during the Year-End Performance Review and<br />

Analysis on December 15, launched, together with ARD<br />

Agabe and the PDs and CLGOOs, the LGPET Strategy.<br />

The strategy primarily promotes team approach via<br />

clustering to optimize personnel capacity and ability to further<br />

enhance the performance and productivity of the organization.<br />

It aims to complement the DBM-approved structure of the<br />

Office under the Rationalization Plan. Clustering of MLGOOs<br />

shall be made based on geographical location while clustering<br />

at the provincial and regional offices shall be program-based.<br />

Highlights of the LGPET Launching were the unveiling<br />

of the LGPET official logo and the signing of the pledge of<br />

commitment by all <strong>DILG</strong> <strong>Region</strong> 8 personnel.<br />

Personnel Actions<br />

The <strong>Region</strong>al Selection Board (RSB) conducted four (4) meetings to deliberate on the filling-up of vacant positions through<br />

recruitment and promotion.<br />

Recruitment<br />

In CY <strong>2011</strong>, twenty-three (23) new employees joined <strong>DILG</strong><br />

<strong>Region</strong> VIII. They were hired in view of the need to beef up<br />

the personnel complement in the different field operating units.<br />

To ensure that only the most deserving applicants were<br />

recruited, a series of evaluation was conducted. Pre-Qualifying<br />

Examinations (PQEs) were administered to one hundred eighty-six<br />

(186) applicants by <strong>DILG</strong> Central Office personnel. PQE passers<br />

further underwent the Public Speaking Examination, Group Orals<br />

preparation, crisis management council organization and formulation of a<br />

reintegration program for rebel returnees;<br />

In line with BPLS implementation, has formed the League of Business Permit and<br />

Licensing Officers for Leyte;<br />

Monitored the growing number of BSRP-BCs in Leyte; a total of 31 BCs were<br />

organized/reactivated in the province;<br />

Implemented improvements at the <strong>DILG</strong> provincial office through office repairs.<br />

Southern Leyte<br />

Strengthened internal operations with the organization of four (4) Work<br />

Improvement Teams which are sub-clusters of 4-6 MLGOOs working together as<br />

teams;<br />

Has documented the Green Revolution Program of Brgy. Libas, Hinunangan, So.<br />

Leyte, a successful backyard gardening project that has made the barangay a<br />

major food supplier in the municipality and neighboring areas;<br />

Improved the Provincial Office through the establishment of the LGRC and the<br />

completion of a men’s and ladies’ dormitory, complete with facilities.<br />

Biliran<br />

With the Office’s intensive campaign on Seal of Good Housekeeping, 6 of the<br />

8 municipalities, together with the provincial government, are SGH passers. In<br />

addition, the municipalities of Almeria and Biliran are this year’s recipients of<br />

the P1million PCF. Likewise, the provincial government, together with three<br />

other municipalities, are grantees of the LGSF while the municipality of Naval is a<br />

recipient of the Gawad Pamana ng Lahi award;<br />

In In coordination with the provincial government of Biliran and in relation to 5Ps<br />

implementation, conducted the Convergence, Replication and Alliance on Eco- Eco-<br />

Tourism Management and Sustainable Development highlighting the Southern<br />

Leyte Experience for all members of the provincial and municipal tourism councils;<br />

With With the Office’s efforts, the provincial government has gained the commitment and support of all barangays on the implementation<br />

of the Ecological Solid Waste management Program and the EcoTourism Program;<br />

Improved Improved personnel productivity through upgrading/ acquisition of additional office equipment and facilities and the upgrading<br />

of internet connection.<br />

Ormoc City<br />

Sucessfully conducted conducted a Barangay Officials Quiz Bee during the LGC<br />

Anniversary, to promote barangay officials’ knowledge of the Local<br />

Government Code ;<br />

Required all barangays to put up a Barangay Financial Transaction Board<br />

where barangay financial information and transactions are posted.<br />

Almost all barangays have already set up their Boards;<br />

Implemented a project dubbed ABOT Serbisyo Publiko (Accessible<br />

Barangay Officials to Public Service) which enjoins barangay officials to<br />

put up signboards with their names and position outside their residential<br />

buildings, to further improve accessibility and visibility of barangay<br />

officials;<br />

Maintained strong partnerships with NGOs (CCF-Hayag, ECLIPSE and World Vision) in strengthening BCPCs;<br />

Conducted leadership and team-building activities to Pag-asa Youth Association-Ormoc Chapter to enhance leadership skills of<br />

out-of-school youths.<br />
