o Assessing the outcomes of FSR. Most of the analytical tools used to
assess the impact of FSR were biased toward evaluating income
generation. There was no uniform relation between adoption of
technology and expanded income. This suggests the need to look beyond
hard indicators of welfare. If only hard ind~cators are observed, less
obvious but important benefits could be missed. This was reflected in
many of the impact studies. Some benefits may not be totally reflected in
the incomes of the direct recipient, and some benefits may take longer to
show results. There could also be indirect benefits that are difficult to
quantify. Therefore, when starting a project or activity, a conceptual
framework should be developed to capture the expected benefits in terms
of specific objectives of the components of the FSR technology package.
All activities should contain a self-evaluation mechanism.
