CONCLUSION o There appears to be a certain degree of success in the new farming system because some farmers at a site where the farming system had not been introduced, adopted the system after they observed its use. o When the adopter and nonadopter groups were compared, many practices were similar between the two groups. However, a major difference was that adopters planted a 4.5-mo rice variety and 3 crops per Y o Production-function analysis of individual crops showed that the adoption of the new technology caused structural changes in the production processes of all three crops. However, this had a positive effect for adopters only in rice and vegetables. Structural changes to potato production after adoption indicated that there was a decrease in productivity because of increased exposure to physiological stress. o As a result of structural change, functional income distribution and value added for all three crops changed. The most salient feature was that use of family labor increased among adopters. o The personal income distribution from each crop changed in favor of adopters in rice and vegetable production and in favor of nonadopters in potato production. o When the three-crop annual cycle was considered as a system, there was no significant difference in functional and personal income distribution between the adopter and nonadopter groups. The positive effects on rice and vegetable crops were canceled to a large extent by the negative effects on potato cultivation. o In the absence of income differences, changes in other related welfare indicators (i.e.,, farm and household capital accumulation, nutritional status, expenditures, and savings) were not observed. o The farming systems technology introduced in Uva Paranagama did not create an impact on the overall regional economy of Badulla and Bandar:lwela. Consequently, there was no impact on the social welfare of adopters during the relatively brief period after its adoption, although there were stn~ctural changes observed in individual crop production processes. Of the original ol3jectives of the FSR program, only enhancement of the use of family labor was achieved. During the introduction of the short-duration rice
variety, inadequate attention was paid to the possible negative effects on the subsequent potato crop. The component teclinologies appear to have been developed in isolation of the rest of the farm. An important issue is whether research programs are adequately holistic to encompass the probable ramification of an introduced technology on a rural economy. How much disequilibrium and economic disarray can be caused by the introduction of a certain innovation? It would be interesting to consider the effects beyond the geographical limitations of the farm. The problems could be viewed in the broader context of both farm and off-farm effects. This could lead to stronger policy analysis in the context of the whole family farm.
