AFDC - $1,000 countable resource limit<br />
Virginia Independence Program –<br />
Virginia’s Virginia s welfare re<strong>for</strong>m program was<br />
implemented in July 1995 and included<br />
changes to resource policies.<br />
• Allowed $5,000 in savings <strong>for</strong> education,<br />
purchasing a home, or starting a business<br />
• Allowed a vehicle of up to $7,500 FMV <strong>for</strong><br />
employment program participants
Secretary’s Secretary s Advisory Committee<br />
Upon passage of PRWORA, the Virginia<br />
Secretary of Health and Human Resources<br />
established a TANF Advisory Committee<br />
The Committee recommended:<br />
• Raising the resource limit to $2,000<br />
• Exempting a $5,000 savings accounts <strong>for</strong> any<br />
reason, a car, real property, burial plots, and<br />
life insurance policies<br />
The report was published in November<br />
1997.<br />
A new governor took office in January<br />

This graph shows that the number enrolled in VIEW increased during early implementation and then generally tracked the number<br />
of cases. A VIEW case may remain open <strong>for</strong> five to six months or more after the TANF case closes if job follow-up is being done.<br />
It is unlikely that the number employed will ever equal the number enrolled because there are always new enrollees without<br />
employment, and there are some enrollees in work activities, other than employment, that meet VIEW requirements. In<strong>for</strong>mation<br />
<strong>for</strong> this graph was taken from the Statewide Work Activity tables on page four of this report and reports of previous months.<br />
