Introduction<br />

It is well known to everyone that since many decades<br />

the "Amarnath Yatra" to the Holy Cave located at a<br />

height of approximately 12,000 feet in the Anantnag<br />

District of Jammu and Kashmir is organised by the<br />

J&K Government every year during July-August<br />

with the fi nal Pooja at the Holy Cave coinciding with<br />

Rakshabandhan Day. During the olden days the 'Yatra'<br />

used to start from Srinagar on Nagapanchami Day<br />

and was limited to 10 days with handful of pilgrims<br />

who generally moved to the 'Cave' accompanying<br />

the "Chharri Mubarak" (Holy Mace). Over the years the<br />

"Amarnath Yatra" programme gained a lot of publicity<br />

and large number of pilgrims started participating in<br />

the "Yatra" which started commencing from Jammu<br />

since 1990 where the pilgrims have to make required<br />

registration before starting their long journey to the<br />

"Holy Cave" using the traditional route via Anantnag,<br />

Pahalgam, Chandanwari, Seshnag and Panchtarni.<br />

(Another route is via Srinagar, Sonamarg and Baltal<br />

but it is a very tough route with steep climbing).


The Challenge<br />

The year 1994 saw a new challenge for the<br />

organisers of the "Amarnath Yatra" and the Security<br />

<strong>Force</strong>s, especially for the CRPF which had been playing<br />

major role in the overall security of the "Amarnath<br />

Yatra" in co-ordination with Jammu and Kashmir<br />

<strong>Police</strong>. It was during 1994, for the fi rst time, the Militant<br />

organisations in J&K announced that they would<br />

cause disturbance/problem in the peaceful conduct<br />

of “Yatra”. This announcement posed following<br />

problems:-<br />

Security for the Pilgrims needed to be augmented<br />

right from Jammu upto the Holy Cave all along<br />

the route of the Pilgrimage including covering the<br />

Mountain Ridges.<br />

Special Protection of the Holy Cave where the lce<br />

Shiva Lingam (10 feet approximately) and snow<br />

formations of Mata Parvati and Shri Ganesh are<br />

available for worship. As the 'Holy Cave' is located<br />

at a height of 12,000 feet approximately with<br />

60 feet length, 50 feet height and lot of Glacier<br />

formation exists around the cave area, ensuring<br />

the safety of the Pilgrims who through the "Holy<br />

Cave" in large number for "Darshan" was also of<br />

paramount importance.<br />

In view of the threat posed by the militants through<br />

their announcement, various Trusts and Social<br />

Organisations which used to arrange tentage<br />

accommodation and food for the Pilgrims at various<br />

halting places such as Pahalgam, Chandanwari,<br />

Seshnag and Panchtarni showed their reluctance<br />

to organise things as done in the previous years.<br />

Therefore, the responsibility of providing tentage<br />

accommodation and reasonable food and tea<br />

to the pilgrims also fell upon the Jammu and<br />

Kashmir Government which they delegated to<br />

CRPF, BSF, J&K Tourism Department and J&K <strong>Police</strong><br />

earmarking the place one had to take care of.<br />

Adequate Medical cover for the pilgrims.<br />

Responsibility of CRPF<br />

The responsibilities were distributed among Army,<br />

CRPF, BSF, J&K <strong>Police</strong> and J&K Tourism department,<br />

through the major player was CRPF as CRPF was<br />

entrusted with the following responsibilities.<br />

Ensuring safety of the Pilgrims who assembled at<br />

Jammu for Registration and waited for their turn<br />

to proceed further.<br />

Escorting the Vehicles carrying pilgrims from<br />

Jammu upto Pahalgram.<br />

Performing road opening duty at some stretches<br />

on the National Highway (IA) between Jammu<br />

and Anantnag and on the State Highway from<br />

Anantnag to Pehalgham.<br />

Guarding Jawahar Tunnel at Banihal on NH-1A<br />

which is the important road link connecting<br />

Jammu Region with Kashmir valley and where the<br />

vehicles are required to deposit Toll Tax.<br />

Providing security to the Pilgrims halting at<br />

Pahalgham.<br />

Providing Food and Tea for nearly one lac<br />

Pilgrims passing through Chandanwari. Tentage<br />

accommodation for nearly 1500 Pilgrims at any<br />

point of time at Chandanwari besides providing<br />

security and medical cover at Chandanwari.<br />

Planning at Short Notice<br />

As time for the commencement of the "Yatra" was<br />

nearing fast, a proper planning covering all aspects<br />

was required to be made by the CRPF authorities in<br />

consultation with the authorities of J&K Govt. At that<br />

crucial time Shri D.D. Gupta, an IPS offi cer of 1964 Batch<br />

of MP Cadre was functioning as IGP(Ops) CRPF for the<br />

whole State of Jammu and Kashmir with HQ in Hari<br />

Niwas, Srinagar. He urgently summoned DIG(Ops) CRPF<br />

Srinagar and all the Commandants of the Bns deployed<br />

in Kashmir Valley. An able and committed offi cer, Shri<br />

D.D. Gupta discussed all issues threadbare. After a<br />

lot of deliberations. I was detailed as Commandant<br />

in charge to be placed at Chandanwari to take care<br />

of security and other aspects from Pahalgham to the<br />

"Holy Cave". I had joined detachment HQ of 94 Bn<br />

CRPF at Srinagar only a few days back on repatriation<br />

from Indian Oil Corporation where I had served in<br />

the Vigilance department from October 1989 to June<br />

1994. Though I had served in 50 Bn CRPF at Sopore<br />

and Srinagar during 1975-76 for a few months, the<br />

responsibility entrusted to me by Shri D.D. Gupta,<br />

IGP(Ops), CRPF, J&K reposing lot of confi dence in me,<br />

based on my reputation, was indeed a big challenge.<br />

Shri P.M. Ramalingam (an offi cer of 1973 batch DAGO<br />

of CRPF and now DIGP in the offi ce of the Addl. DG<br />

CRPF Hyderabad) who was Second in Command of 32<br />

Bn CRPF Srinagar was attached with me to assist me in<br />

the task assigned. Some coys of 19 Bn CRPF and 95 Bn<br />

CRPF were deployed for the "Amarnath Yatra" duty.<br />

Site Visit<br />

To begin with Shri D.D. Gupta, IGP (Ops) took all<br />

the offi cers concerned to Chandanwari after some<br />

brief halt and discussions at Awantipur, Anantnag and<br />

Pahalgham. Pahalgham, one of the halting places was<br />

wide spread and the establishments were scattered.<br />

Providing security cover by the limited personnel of 19<br />

Bn CRPF was a big challenge which was accomplished<br />

without any incident/complaint. Comparatively,<br />

Chandanwari had small area looking like a bowl<br />

and covered by high ridges where movements of<br />

militants could not be ruled out. Therefore, the threat


perception was quite high at Chandanwari. One Coy of<br />

95 Bn CRPF commanded by Shri Bahuguna, AC (Now<br />

Commandant) was positioned at Chandanwari. For<br />

providing medical cover Dr. H.B. Mohanty (Now posted<br />

as DIG (Medical) Composite Hospital. CRPF, Bangalore)<br />

a Surgeon and a committed doctor was also placed<br />

at Chandanwari. Shri D.D. Gupta IGP gave a detailed<br />

briefi ng at Chandanwari.<br />

Execution of Work<br />

Despite his senior position as IG(Ops) CRPF,<br />

J&K, Shri D.D. Gupta established his detachment at<br />

Pahalgham from where he used to visit Chandanwari<br />

frequently to review the security scenario and go back<br />

to Srinagar after a few days so as to enable him to visit<br />

Jammu, Jawahar Tunnel etc. Those days the manpower<br />

provided for deployment was very limited and there<br />

was no adequate time to issue elaborate instructions<br />

as is being done now. Shri D.D. Gupta said "Srinivasan,<br />

plan your own strategy so that there is not even a single<br />

militant related incident during the "Yatra period". This I<br />

had ensured to the utmost satisfaction of CRPF and J&K<br />

Govt. in recognition, I was awarded a Commendation<br />

Disc and letter by the DG CRPF Shri S.V.M. Tripsthi<br />

IPS (UP Cadre 1961 Batch) on the occasion of CRPF<br />

Anniversary Celebrations 1994. The administrative<br />

competence, leadership qualities, meticulous coordination<br />

and hard work was some of the aspects<br />

for my selection later during 1995 for the post of Asst.<br />

Director (Admn,) at Directorate General CRPF by Shri<br />

S.V.M. Tripathi, DG after short listing a few names of<br />

the Commandants of the whole <strong>Force</strong> (Subsequently I<br />

had received three more Commendation Letters of DG<br />

CRPF and the Golden Disc).<br />

Provision of Accommodation<br />

As mentioned by me earlier in the article we were<br />

responsible for providing tentage accommodation for<br />

1500 Pilgrims at a time at Chandanwari. In addition we<br />

had to pitch tents for accommodating me, the medical<br />

offi cer Dr. Mohanty and full coy of 95 Bn CRPF. Though<br />

suffi cient number of EPIP and 180 Lb tents could be<br />

pooled from the CRPF Bns deployed in J&K under the<br />

orders of IGP(Ops) CRPF J&K, Srinagar, the limited open<br />

space available at Chandanwari posed big problem<br />

for pitching the tents. Transporting these tents from<br />

Pahalgham to Chandanwari also was quite a tough<br />

job as the road from Pahalgham to Chandanwari was<br />

very narrow and only 1 Ton vehicle could be used for<br />

the purpose and that too by very slowly and carefully,<br />

moving the light vehicles with proper road opening<br />

,covering a stretch of 16 kms between Pahalgham<br />

and Chandanwari. In Preparing the camp lay out<br />

and erecting all the tents in a systematic manner<br />

in record time, the help rendered to me by Shri P.M.<br />

Ramalingam 2 I/C, 32 Bn. CRPF, Srinagar (now DIGP)<br />

needs a special mention. A sincere and hardworking<br />

offi cer Shri P.M. Ramalingam did not move from the<br />

sport till the said Herculean Task was completed.<br />

The IGP(OPS) CRPF J&K had given him the additional<br />

responsibility of establishing and managing his Dett<br />

offi ce as well as the Offi cers' Mess at Pahalgham also<br />

which Shri Ramalingam carried out extremely well. As<br />

Chandanwari was the Base Camp for the "Yatra" from<br />

where the pilgrims used to start the journey by foot<br />

or on pony upto the "Holy Cave" the concentration of<br />

Pilgrims halting at Chandanwari was very high. When<br />

the sudden heavy rains on a few days caused landslides<br />

at a few places, excess number of pilgrims had forced<br />

halt at Chandanwari which posed a big problem to us,<br />

but we had handled the delicate issue by providing<br />

some accommodation in the tents meant for me and<br />

other CRPF personnel thereby spending the whole<br />

night without sleep.<br />

Provision of Food<br />

The second important task before us was preparing<br />

and supplying food and tea for approximately one lac<br />

pilgrims halting at/passing through Chandanwari, it<br />

was decided by the J&K Govt that CRPF should provide<br />

Poori, Potato Sabji and tea for the pilgrims for which<br />

money required would be provided by J&K Govt. and<br />

the procurement of stores should be managed by the<br />

CRPF either from Srinagar or Jammu. As the items<br />

required for the purpose would be cheaper in Jammu<br />

as compared to Srinagar, Shri P.M. Ramalingam, 2I/C<br />

deputed one Shri Vivekanand DC of 32 Bn CRPF (Retired<br />

as Commandant) who had exhibited utmost sincerity<br />

and brought the items in time at much cheaper rates<br />

without compromising the quality. The happiness<br />

which we all felt when the pilgrims appreciated and<br />

thanked CRPF for the kind gesture after enjoying the<br />

food provided by us was really immeasurable. Later,<br />

when a secured atmosphere was created by CRPF<br />

at Pahalgham and Chandanwari, the good news<br />

spread everywhere and within a few days a few Social<br />

Organisations, Charitable Trusts etc started arriving<br />

at Pahalgham and Chandanwari without any fear of<br />

militants and set up their establishments to provide<br />

some eatables to the pilgrims. This had reduced our<br />

work load to some extent.<br />

Medical Care<br />

Medical care of the pilgrims was a challenging<br />

job. Though the J&K Govt had established a Medical<br />

Centre at Pahalgham by pooling doctors from various<br />

Organisations, Chandanwari, the critical place had<br />

only Dr. H.B. Mohanty of CRPF placed with me. This<br />

soft spoken and professionally sound doctor used to<br />

treat/evacuate the patients with lightning speed and<br />

there was no case of death or severe injury to any<br />

one during the whole 'Yatra' of 1994 though during<br />

the subsequent years there were fi ring incidents and<br />

casualties due to inclement weather, torrential rains,<br />

health hazards etc.<br />

Charri Mubarak and My Journey to Holy Cave<br />

Safe journey of "Chharri Mubarak" party from<br />

Srinagar to Holy Cave and back and its security<br />

at diff erent halting places was another delicate<br />

responsibility entrusted to CRPF. A CRPF party headed<br />

by an Asst. Comdt was moving with the "Chharri<br />

Mubarak" party throughout the journey. After the<br />

"Chharri Mubaraki" party left Chandanwari for the<br />

"Holy Cave". I and Dr. H.B. Mohanty started our journey<br />

to the "Holy Cave" to ensure the safe journey of 'Chharri<br />

Mubaraks in the hilly foot track and to be present when<br />

the Final 'Pooja' is conducted in the 'Holy Cave". After<br />

walking 3 kms on a steep track, we crossed Pissutop at<br />

a height of 3000 metres and then walked for another<br />

5 Km along East Lidder river to reach Zoji Bal at a<br />

height of 3350 meters. After 2 Kms walk from there, we<br />

reached Nagakoti located at a height of 3500 metres.<br />

Sheshnag, the next halting place was at a distance of<br />

3 Kms from Nagakoti. Enroute I had interacted with<br />

the Army Offi cers taking care of some vital high ridges<br />

in the mountain area. At Seshnag, the J&K Tourism<br />

department was taking care of accommodation and<br />

food of the Pilgrims, but in a limited way. The lake of<br />

Seshnag with a length of around 2 Kms and width of<br />

around 1 Km and surrounded by Seshnag glacier was<br />

indeed a wonder of Mother Nature. From Seshnag we<br />

gradually reached a place called Mahagunstop located<br />

at a height of 4500 meters which is the highest point<br />

of the journey. While crossing this place some people<br />

experience breathlessness due to defi ciency of Oxygen<br />

at that point; in some cases there had been deaths<br />

also during certain years. From there we tracked down<br />

to Panchtarni (Height 3800 meters approximately)<br />

located at a distance of 12 Kms from Seshnag. This is a<br />

spacious place with facilities for helicopter landing etc.<br />

Here BSF was taking care of the aff airs. From Panchtarni<br />

to the Holy Cave, a distance of 7 km, the track was very<br />

narrow and risky. The track via Baltal, also joined this<br />

track at a particular point called "Sangam" at a height<br />

of 4110 metres approximately. We then climbed down<br />

gradually to reach the "Holy Cave" after crossing a<br />

glacier and witnessed the smooth conduct of the Final<br />

Pooja on the Rakshabandhan day.<br />

Conclusion<br />

Those who have been closely watching the<br />

enormous arrangements being made for the "Amarnath<br />

Yatra" every year and the threat the militants pose can<br />

well appreciate the tough job we had handled during<br />

1994 with limited man-power and other resources so<br />

as to ensure an incident free "Amarnath Yatra". Proper<br />

leadership, sincere hardwork, utmost devotion to<br />

duty, meticulous planning and excellent co-ordination<br />

at all levels had really paid dividends and helped us<br />

to achieve the desired results enabling me to share<br />

the "Success Story" with all the readers of "CRPF<br />

Samachar".


Variety of political and socio- economic issues have<br />

been at the core of internal security problems of<br />

the nation. The menace of Left Wing Extremism, which<br />

has grown-up menacingly, is posing the most serious<br />

challenges. The spectrum of challenges that India<br />

is facing is channelizing the best of the resources,<br />

the nation is having, towards coping the security<br />

threats. The country has to more often divert focus on<br />

containing the violence than taking care of poverty<br />

and inhuman socio - economic conditions prevailing<br />

in a few pockets of the nation. Studies shows, that<br />

widespread distrust and discrimination towards a<br />

section of people for continuously long period have<br />

ultimately made them extremists.<br />

The Left Wing Extremism from last forty years<br />

continues to have a large support base because of the<br />

intellectual and philanthropic appeal of its ideology.<br />

The quantum of violence in recent time has almost<br />

given impression of complete “lawlessness” in few areas<br />

of central India. The audacity of Left Wing Extremists of<br />

considering Abujmaad as ‘Liberated’ and then in 2009<br />

declaring “Lalgarh” as liberated area has caused ripples<br />

across the various organs of administration. Panic,<br />

fear and terror are unwritten permanent expression<br />

of masses in area which the naxalites identifi es as<br />

Compact Revolutionary Zone (CRZ).<br />

Terrorism and violence must be seen as terrorism<br />

only not withstanding any justifi cation or provocation,<br />

but the Left Wing Extremism has put forth many<br />

socio-economic questions before a nation which is<br />

scaling new heights of economic development in<br />

world scenario, year after year. However, the economic<br />

disparity and scarcity of resources for majority of people<br />

also coexist. Probably, the policy packages are creating<br />

wide economic gap and basic needs of a large section<br />

of population remain unfulfi lled. The expert group of<br />

planning commission on “Development challenges in<br />

extremist aff ected Areas (2008)” has opined; - ‘There is<br />

no denying that what goes in the name of “naxalisim” is<br />

to a large extent a product of collective failure to assure<br />

to diff erent segments of society their basic entitlements<br />

under the constitution and other protective legislations.<br />

There is no denying that the nation is now caught in a<br />

vicious circle of violence and counter violence.’<br />

The naxalism in recent times is having broader<br />

spatial spread and linkages across various other terror<br />

groups, making the networking lethal and dangerous.<br />

The dynamics of confl ict zones created by extremists<br />

are oriented towards mass or mass based actions. In<br />

2010, the Left Wing Extremists caused death of 1003<br />

Security <strong>Force</strong> personnel and civilians. The movement<br />

is spread over in almost 220 districts of 18 states and<br />

has taken almost 40,000 Sq. Km. of area badly in their<br />

grip. Violence has been consistently witnessed in 200<br />

police stations of 90 districts. Extremists are focusing<br />

their attacks on railways, mines and industries etc<br />

paralyzing normal life and economic activities.<br />

In a study commissioned by BPR&D on Social,<br />

economic and political dynamics in extremist aff ected<br />

areas, ‘respondents in Left Wing Extremists aff ected<br />

areas, it is believed by majority of the respondents<br />

(Common People – 77.3%, Professionals – 66%) that<br />

orchestration of violence by the Naxalite groups is<br />

largely a result of the ineff ectiveness of peaceful<br />

methods of protest. In the opinion of experts, however,<br />

violence remains a key tool for attainment of the<br />

Naxalite objective of capturing the ‘state power.’ This<br />

perception is having serious bearing on not only on law<br />

and order but also on national culture of homogeneity<br />

and harmony.<br />

On analysis of the root causes of extremism,<br />

the expert group found that livelihood related<br />

factors including lack of land reforms, non regulated<br />

traditional rights on forest and agricultural produce as<br />

well as Social exclusion of certain section of population<br />

and lack of governance in the area are responsible for<br />

widespread discontent and unrest. In a country where<br />

58% of the Indian labour force is still engaged in<br />

agriculture and allied occupation, landlessness is still<br />

important root of cause poverty.<br />

Studies refl ects that wherever the masses get an<br />

opportunity to carry out assured economic activities<br />

for their subsistence, most of them opt for peaceful<br />

co-existence. Probably, the lawlessness and violence<br />

is product of poor human resource development. Left<br />

Wing Extremists especially progress their movement in<br />

fi ve stages from survey stage, struggle stage, Resistance<br />

stage, Guerilla stage to liberated stage. During the<br />

initial stages, they study and look for potential areas<br />

where there is abundance of socially and economically<br />

backward people. They become ‘readymade’ material<br />

for rebellions movements. This gets fl ared up because<br />

of absence of governance in such area. The second<br />

administrative Reforms commission in its seventh<br />

report titled. “Capacity building for confl ict Resolution:<br />

Friction to Fusion (2008)” opines – ‘It may be highlighted<br />

again that these causes are most glaring in forest areas<br />

predominantly inhabited by tribal population who<br />

thus become the main instruments and victims of left<br />

extremist violence’.<br />

Lack of development of Human resources has been<br />

trigger factors of extremism/terrorism. James Piazza<br />

said that if citizens are deprived of the right or means<br />

to fulfi ll their basic human needs and denied any<br />

possibility from reasonable economic opportunities,<br />

or o are directly aff ected by socioeconomic disparities,<br />

they t soon feel hopeless and exasperated and may<br />

perceive p violence as the ideal way to express their<br />

grievances g and affl iction.<br />

Left Wing Extremism has been violating human<br />

rights r of people, targeting democracy and rule of law.<br />

In I particular, the extremists have threatened right to<br />

life, l liberty, physical integrity and dignity of life. One<br />

person p from each family for the PLGA/Party cadre,<br />

forced f share from earnings, cultural restrictions and<br />

obstructing o<br />

governance are a few activities of left wing<br />

extremists e which has threatened the very existence of<br />

human h<br />

being in many pockets across the country. The


conditions are miserable in 90 districts in general and<br />

in Dandakarnya area in particular. This has an adverse<br />

impact on establishment of rule of law and undermines<br />

pluralistic society.<br />

Historically too, we are not learning from the<br />

message left wing extremism is putting forward.<br />

Telengana insurrection (1946-51) refl ected that<br />

seemingly helpless, resource less and illiterate<br />

people can be organised into a formidable force by a<br />

determined group. People could be fed and sustained<br />

on revolutionary promises of better future and if land<br />

policies are not drastically reformed and interest of<br />

peasants not protected, similar armed movements<br />

are bound to occur. However no concrete action<br />

was initiated to resolve the critical issues. In dealing<br />

with problems like left wing extremism, excessive<br />

preoccupation with peace and order, ignoring issues<br />

of social justice and law can prove expensive in the<br />

long run.<br />

The issue is that why internal security problems<br />

are becoming intractable? A few plausible solutions<br />

suggested are generally of the nature of police actions<br />

against extremists, political dialogue and perception<br />

management. However, there is one more positive<br />

strategy which can bring far reaching changes and<br />

that is development of Human resource (HR) in the<br />

aff ected areas. In these aff ected areas the basics of<br />

human resources are not available. The most important<br />

intervention in HR development would be to provide<br />

education to all for capacity building and providing<br />

employment to the people for enabling them socioeconomically.<br />

Majority of population are working<br />

either in unorganized sectors or sustaining themselves<br />

from forest produce. The extremists have additionally<br />

put burden on these poor people for their personal<br />

security too by unleashing a free rein to indiscriminate<br />

violence.<br />

The socio-economic parameters of the extremism<br />

aff ected or prone areas are having dismal human<br />

development records. Some data are pointer to this<br />

state of aff airs. Even today approximately 58% of the<br />

Indian labour force is engaged in agriculture and<br />

allied occupations. Thus landlessness is an important<br />

root of poverty. But still land reforms are not priority of<br />

central or state government. The situation is escalating<br />

towards nearby urban areas too. The national average<br />

of infant mortality rate in 2009 was 50 whereas it was<br />

65 in Orissa. The percentage of children with anaemia<br />

was 78 among SC, 79 among ST and 72 among OBC<br />

category of people. The estimated number of landless<br />

rural families in the country is 1.30 to 1.80 crores. One<br />

percent of tribals are not having suffi cient food in any<br />

month in a year, approximately 3-4% face food crisis<br />

for a few months in a year. In total, approximately<br />

6% tribal are still facing food crisis. It is pertinent to<br />

mention that the cadres of extremist groups are having<br />

feeling of being deprived and often fi nd themselves<br />

lacking opportunity to do something constructive for<br />

employment and hence they join the extremist rank<br />

and fi le.<br />

Creating employment is not an easy task.<br />

Government of India and State Government have<br />

already initiated many welfare oriented projects<br />

but the desirable impact is lacking. A few of them<br />

are National Rural Employment Guarantee scheme<br />

(NREGS), Scheduled Tribes and other traditional<br />

Forest Dwellers (Recognition of Forest Rights) Act<br />

2006, National Rehabilitation and Resettlement<br />

Policy (2007), Comprehensive Area development<br />

programme, Backward District Initiative which is<br />

fi nancing developmental projects in 55 naxal aff ected<br />

districts etc. Besides these schemes there are Area<br />

development programmes like Draught prone area<br />

programme and Rashtriya Sam Vikas Yojna etc.<br />

Numerous government policy initiatives exist. But<br />

pilferages and misplaced priorities at the local level<br />

has created obstacles in the path of achievement of<br />

the desired goal. Secondly, the macro level planning is<br />

not yielding enviable outcome. The solution requires<br />

being compatible with the problem of area causing<br />

discontent and confl ict. The requirement is to come<br />

up with specifi c plan for specifi c problem with focus<br />

on individual as well as social growth.<br />

For meeting above requirements the human<br />

resource of the area will have to develop competence<br />

in employment oriented skills. This can come from<br />

training people in various vocations like training in<br />

Sericulture, bee keeping, animal husbandry, pottery<br />

making, woodcrafts, handicrafts, traditional harnessing<br />

of irrigation, Para- medics, “Shiksha Karmis”(Teachers),<br />

Petty Mining activities, traditional house building<br />

training as well as training them to get employment<br />

in <strong>Police</strong>/CPMF and making them capable for Service<br />

sectors like Waste disposal, transport, Communication<br />

etc.<br />

Educated and economically empowered people will<br />

not opt for violent and vagabond life in jungles when<br />

civility can provide them wonderful opportunity for<br />

growth. Unfortunately human resource development<br />

perspective for tackling internal security challenges<br />

has never been deliberated upon as a viable policy.<br />

Though lots of research has to be carried out for<br />

meaningful implementation of such policies due to<br />

multi-veracity of local needs and inclination of people,<br />

nevertheless it would be certainly a great assistance to<br />

the poor people of the nation. An empowered human<br />

being is a force multiplier in fi ght against internal<br />

security threats and thus a great resource indeed!<br />

If aware and capable people are provided with<br />

employment or growth opportunity through various<br />

assistance programmes in economic activities for<br />

sustenance then obliviously fear will not prevail for<br />

longer period. The same group of people will not let<br />

There is an urgent need on to adopt a multipronged<br />

p strategy to tackle the extremism which<br />

up u of capabilities to improve intelligence gathering<br />

for f eff ective police action along with encouraging<br />

peaceful p local resistance; as well as encouraging peace<br />

fodder for de-stability and an invitation to the radical<br />

groups like left wing extremists to widen their appeal to<br />

challenge government and democracy. Now naxals are<br />

trying to reinforce the trend and the deprived classes<br />

are organized to use violence for societal change.<br />

The frequency and intensity of violence has led the<br />

internal security managers to belief that naxalism can<br />

be countered primarily by police action. Otherwise<br />

also the lethality of violence or the myth so created has<br />

made it inaccessible for government agencies to carry<br />

forward the progressive structured developmental<br />

work. Under such trying crisis the only hope is<br />

developing human resources in such aff ected areas by<br />

education, empowering socially through removal of<br />

Salute of the impressive contingent parade. Senior<br />

spectators witnessed this Grand and Colourful parade<br />

Recently, advertisement for the eligible persons of<br />

J & K State to apply for job of CRPF constable appeared<br />

in the media and thousands of unemployed youth<br />

applied. After scrutinizing, nearly 2800 or so were called<br />

at Anantnag, Srinagar and Baramulla respectively and<br />

approximately 950 candidates were called from the<br />

entire state for written examination.<br />

All the records were gone through and the profi les<br />

of participants analyzed. Nearly 350 or so were from<br />

Kashmir valley. At the start of this process, at Tral in<br />

Pulwama district at the HQ of 180 Bn CRPF, a youth<br />

mela was started and the applicants were helped to<br />

fi ll up the form. Shri B.N. Ramesh, IG (Ops.) Srinagar<br />

inaugurated the programme and even on a 'Bandh'<br />

day, which was called by Hurriat (G) group, nearly 200<br />

people turned up. Very few of the 200 applications<br />

were rejected. It may be pertinent to mention that, as<br />

per analysis, most of the applications were rejected<br />

because of silly mistakes committed by applicants.<br />

Many applications which reached after the cut-off<br />

date were rejected. Even then the applications were<br />

analysed and it was found that the prime cause of<br />

rejection of applications was just silly mistake. This<br />

only made the recruiting team to reaffi rm the belief<br />

that the applicants for jobs need managerial approach<br />

of vendor development and not the typical Weberian<br />

Addresses of all the valley based candidates were<br />

checked and verifi ed. A questionnaire was fi lled up by<br />

a sample of approximately 255 candidates from all the<br />

candidates to our mission whose main goal is to utilize<br />

recruitment in a predominantly unemployed region<br />

as the most appropriate instrument of an empathetic<br />

and emphatic instrument of Civil Action Programme.<br />

The responses were analysed by using an appropriate<br />

statistical package and the concerned recruiting teams<br />

are in the process of drawing lessons regarding the<br />

perception among youth about security forces and<br />

all centres of training, through e-mail. For the purpose<br />

of making such training centres accessible, it was<br />

decided that the criteria would be nearness of training<br />

of question bank and also free<br />

instructions were given to<br />

candidates. Mock examinations<br />

are being conducted 9 times in<br />

each day and strength/weakness<br />

areas of the candidates are being<br />

analysed, so that he/she can concentrate on the weak<br />

areas. In this customized approach, the candidate<br />

knows his points of concentration and he will be<br />

taught more in the areas of weaknesses.<br />

Parents of the candidates are also being consulted<br />

so that they are aware of the initiatives of the CRPF<br />

Kashmir (Operations) and become our ambassadors<br />

in their respective villages. Till now the experience<br />

has been overwhelming in that we are of immense<br />

help to our unemployed brothers and sisters. Their<br />

unemployment linked frustration increasingly makes<br />

them to loose faith in the concept of lawful state and<br />

they are prone to taking recourse towards narcotics or<br />

terrorism and worst of all, narco-terrorism.<br />

This experiment is important to serve as a guide<br />

in future for perfection in training of all unemployed<br />

youth of valley for all jobs, right from downloading<br />

forms from internet, fi lling up and training them for<br />

jobs, both of <strong>Central</strong>, State government units,<br />

autonomous bodies, private/nongovernmental<br />

organizations.<br />

A job for one saves a family and an honestly<br />

obtained job rekindles the hope in the minds of youth<br />

on the fairness of rule of law. India personifi es of rule<br />

of law. CRPF Kashmir contributes for consolidation of<br />

this faith.<br />

“CRPF Cup Football Tournament”<br />

“CRPF Cup” football tournament organised by<br />

Srinagar sector of CRPF, was inaugurated on 7 th June,<br />

2011 in a grand Inaugural Ceremony. The Chief Guest<br />

on this occasion was Shri Kuldeep Khoda, Director<br />

General of J&K <strong>Police</strong>. Shri Aniruddh Uppal, Special<br />

Director General, CRPF was the Guest Of Honour. This<br />

tournament was organized by CRPF in association with<br />

J&K football association. Twenty four teams of various<br />

youth clubs of Srinagar district participated in the<br />

tournament. Inaugural exhibition match was played<br />

between the teams of Food and Supply and ISAT Sr.<br />

Division in which ISAT Sr. Division won the match by<br />

one goal to zero. A total of 24 matches were played in<br />

the next ten days. On this occasion IGP, CRPF, Srinagar<br />

Dr. R.P. Mehrda welcomed the dignitaries and the<br />

audience present there. He said that CRPF has always<br />

About Hepatitis ‘B’<br />

Hepatitis ‘B’ is caused by Hepadna DNA virus which<br />

attacks liver and damages it causing jaundice (Acute<br />

Hepatitis), liver cancer and may ultimately cause early<br />

death.<br />

Magnitude of Problem<br />

India has the second largest population of Hepatitis<br />

‘B’ in the world. More so it is very common among force<br />

personnel.<br />

How it is Spread<br />

Mode of spreading is almost similar to HIV body<br />

fl uid (Example Saliva, Serum, semen) of infected<br />

persons containing the virus.<br />

1) Percutaneous Spread: a) Needle pricks and<br />

injections, b) Razor, c) Nail clippers and d)<br />

Transfusion<br />

the camp with an informative speech. Dr. R.K. Singh<br />

CMO 28 Bn made jawans aware of disease and its<br />

prevention. Leafl ets were distributed and a quiz was<br />

organised among jawans.<br />

Result<br />

Total 550 jawans were screened out of which 11<br />

personnel of 28 Bn detected positive and 2 personnel<br />

treatment. Incidence of Hepatitis ‘B‘ among jawans<br />

is found to be 2.2% which is in line with incidence of<br />

Hepatitis ‘B’ in India.<br />

Conclusion<br />

Hepatitis ‘B’ is a dreadful disease aff ecting liver,<br />

causing hepatitis, cirrhosis, cancer etc. Certainly<br />

prevention is better than cure hence education and<br />

proper vaccination is only answer to fi ght this silent<br />

killer.<br />

World Health Day Observed in<br />

Composite Hospital, Sindri, Dhanbad<br />

“World Health Day” was observed in Composite<br />

Hospital CRPF, Sindri, Dhanbad (Jharkhand). On this<br />

occasion, AIDS Awareness-cum-HIV Testing Camp was<br />

organized in the Composite Hospital. A huge gathering<br />

of Jawans and offi cers of Group Centre Sindri, 203<br />

CoBRA and Composite Hospital, Sindri, CRPF witnessed<br />

the Program. Dr T N Misra, DIG (Medical) C H Sindri,<br />

gave an introductory speech on the importance of<br />

World Health Day. He further delivered an elaborate<br />

lecture on the theme of World Health Day 2011 –<br />

“Combat Drug Resistance”. Speaking on this occasion<br />

he emphasized that the Drug resistance is becoming<br />

more widespread and many infections are no longer<br />

easily cured, leading to prolonged and expensive<br />

treatment and greater risk of death. He further<br />

advocated the WHO calls for urgent and concerted<br />

action by governments, health professionals, industry,<br />

civil society and patients to slow down the spread of<br />

drug resistance, limit its impact today and preserve<br />

medical advances for future generations.<br />

The Arjuna Award was<br />

instituted by Government<br />

of India in the year 1961 to<br />

recognize the outstanding<br />

achievements of<br />

sportspersons in the country.<br />

The award carries a cash prize<br />

of 5 Lacs, a Bronze statue of<br />

Arjuna and a scroll.<br />

Insp./ Mahila N. Laxmi of CRPF got Arjuna Award<br />

in the year 1992 for her excellent performance in<br />

Weightlifting. Born on 21st March, 1973, at village<br />

Voosavani Peta, in the district of Srikakulam (Andhra<br />

Pradesh), Ms. N. Laxmi is the 6th person of CRPF to<br />

get this coveted award.<br />

After a successful stint in All India <strong>Police</strong> Games<br />

and National Weightlifting Championship from<br />

1995 to 2001 by winning Gold medals, she made<br />

a mark in the International sporting events and<br />

secured Bronze medals in Asian Games and Asian<br />

Championship in 1994 and 1995 respectively. She<br />

also secured Gold & Silver medals in 1999 & 2002<br />

Commonwealth Championship and Silver & Bronze<br />

medals in World Weightlifting Championship in 1995<br />

& 1997 respectively.<br />

Hospital, Jharoda Kalan, New Delhi topped the PG<br />

( Radiology ) examination conducted by the Delhi<br />

University in 2010 and bagged the prestigious “Dr.<br />

Diwan Chand Memorial Gold Medal, 2010”, which is<br />

Shri J.C. Dabas, Special Director General of CRPF<br />

visited Indian FPU-II Zwedru, Liberia on 28 th of June<br />

2011. The FPU-II has been inducted for peace-keeping<br />

operations in Liberia on 24 th August 2010 as part of<br />

United Nations Mission in Liberia (UNMIL). He was<br />

accompanied by Dr Mehboob Alam, Inspector General,<br />

Rapid Action <strong>Force</strong>. The Special Director General also<br />

addressed a special Sainik Sammelan on the occasion.<br />

While addressing the troops, Mr. Dabas emphasized<br />

the role of a true soldier in the ever-changing national<br />

On 15th May, 2011 a team consisting of 9<br />

Indian FPU2 Offi cers led by Mr. K. Sonny Singh, Chief<br />

Operational Offi cer, conducted a joint patrol with<br />

Indian FPU Quells Ethnic Violence in Liberia<br />

On 20 th June, 2011, at 1100hrs.,<br />

received an emergent call from UNPOL<br />

offi cer that at about 0830 hours the<br />

Krahn County devil from Sowaken<br />

village together with disgruntled<br />

Krahn youths were attacking and<br />

looting shops of the Mano and Gio<br />

tribes hailing from Nimba County<br />

in Barteh Jam. The Indian FPU<br />

hurriedly organized a team and<br />

quickly responded to the situation<br />

even though all the platoons were<br />

committed in one or other operation.<br />

On arrival at scene, the FPU<br />

commander came to know that on<br />

17 th June 2011 evening, one of the<br />

victims Augustine Tokpah, male of<br />

Mano tribe, allegedly urinated in front<br />

of a Krahn fi re house in Barteh Jam,<br />

under infl uence of drugs which was<br />

totally unacceptable in tribe’s social customs. In no<br />

time the entire Krahn family came out and beat the<br />

victim in black and blue. However, the victim managed<br />

to fl ee to the <strong>Police</strong> Depot. But the depot police offi cer<br />

mentioned that the matter was not apprised to him<br />

that’s why he did not react to the situation on time.<br />

During the initial stage of riot the depot police offi cer<br />

was also thrashed but was reluctant to mention it. It is<br />

pertinent to mention that the entire Barteh Jam area is<br />

predominated by Krahn tribes.<br />

On 20th June morning, the Krahns brought a<br />

nearby n country devil in Barteh Jam Gold mining Camp<br />

and a insisted that the victim be handed over to the<br />

country c devil for ritualistic justice. Sensing danger, the<br />

victim v again sought refuge to the <strong>Police</strong> Depot, for<br />

protection. p<br />

When the country devil (witch craft) was<br />

not n obliged by the police, the entire Krahns fl ock, which<br />

are a half of the total population in the area, triggered<br />

by b Krahns witchcraft went on rampage and vandalized<br />

the t minority Gio and Mano people’s houses, looted<br />

their t shops and beat them up, severely.<br />

believed b to be perpetrators of violence and were real<br />

about the current situation, as the mob was ripe for<br />

conjecture and violence in view of lack of mobile or<br />

wireless network coverage.<br />

At 1300 hours the country devil and their fl ock<br />

blocked the only exit road leading to Zwedru and<br />

started threatening the minorities and security<br />

offi cials for dire consequences. Meanwhile Krahns<br />

from adjoining villages also joined the fray and their<br />

numbers swelled up. There were hundreds of people<br />

on the streets and it was chaotic. The mob was adamant<br />

to secure the release of all the suspects from police<br />

custody. The anarchist and criminals who were in riot<br />

appeared as same people and many were equipped<br />

with sticks and conventional Sharp-edged weapon.<br />

To ensure the safety of UNPOL offi cers, minority<br />

tribes and victims, necessary safeguards had been<br />

taken by Indian FPU-II team. In the given situation the<br />

Indian FPU-II team took the decision to carry out a<br />

swift operation, following intelligence received about<br />

criminal intent of the mob. But after initial tussle and<br />

bit of the nerves, a series of meetings were organized<br />

to amicably resolve the matter. It took time to quell<br />

the agitated mob, a task which could have been taken<br />

much less time and energy, had it been nipped in the<br />

bud itself. The safety of the suspects were guaranteed<br />

to buy the time and thereby secured that the road<br />

was opened. Thereafter, County Superintendent was<br />

Apart from this First Aid Courses were stated in all 21 Composite Hospitals of CRPF to train 50 executive<br />

men at each hospital for a period of one month. By the end of this calendar year 10,500 personnel will be trained in<br />

First Aid and each section will have to personnel trained in First Aid. Services of these personnel can be utilized<br />

in case of emergency. Moreover for better health care delivery system at unit level, all units were authorized with<br />

latest medical equipments worth Rs. one crore per Bn. as approved by MHA vide their letter No. IV/12017/01-2010<br />

-Prov-1 dated 9/2/2011 to be procured in 2 phases such as portable X- Ray machine, ECG, Pulse Oxymeter, Oxygen<br />

Concentrator, etc.
