Introduction
It is well known to everyone that since many decades
the "Amarnath Yatra" to the Holy Cave located at a
height of approximately 12,000 feet in the Anantnag
District of Jammu and Kashmir is organised by the
J&K Government every year during July-August
with the fi nal Pooja at the Holy Cave coinciding with
Rakshabandhan Day. During the olden days the 'Yatra'
used to start from Srinagar on Nagapanchami Day
and was limited to 10 days with handful of pilgrims
Amarnath Yatra of 1994 –
A Big Challenge
ebZ&twu 2011 2
– A.N. Srinivasan
IG (Retd) CRPF
who generally moved to the 'Cave' accompanying
the "Chharri Mubarak" (Holy Mace). Over the years the
"Amarnath Yatra" programme gained a lot of publicity
and large number of pilgrims started participating in
the "Yatra" which started commencing from Jammu
since 1990 where the pilgrims have to make required
registration before starting their long journey to the
"Holy Cave" using the traditional route via Anantnag,
Pahalgam, Chandanwari, Seshnag and Panchtarni.
(Another route is via Srinagar, Sonamarg and Baltal
but it is a very tough route with steep climbing).
The Challenge
The year 1994 saw a new challenge for the
organisers of the "Amarnath Yatra" and the Security
Forces, especially for the CRPF which had been playing
major role in the overall security of the "Amarnath
Yatra" in co-ordination with Jammu and Kashmir
Police. It was during 1994, for the fi rst time, the Militant
organisations in J&K announced that they would
cause disturbance/problem in the peaceful conduct
of “Yatra”. This announcement posed following
problems:-
Security for the Pilgrims needed to be augmented
right from Jammu upto the Holy Cave all along
the route of the Pilgrimage including covering the
Mountain Ridges.
Special Protection of the Holy Cave where the lce
Shiva Lingam (10 feet approximately) and snow
formations of Mata Parvati and Shri Ganesh are
available for worship. As the 'Holy Cave' is located
at a height of 12,000 feet approximately with
60 feet length, 50 feet height and lot of Glacier
formation exists around the cave area, ensuring
the safety of the Pilgrims who through the "Holy
Cave" in large number for "Darshan" was also of
paramount importance.
In view of the threat posed by the militants through
their announcement, various Trusts and Social
Organisations which used to arrange tentage
accommodation and food for the Pilgrims at various
halting places such as Pahalgam, Chandanwari,
Seshnag and Panchtarni showed their reluctance
to organise things as done in the previous years.
Therefore, the responsibility of providing tentage
accommodation and reasonable food and tea
to the pilgrims also fell upon the Jammu and
Kashmir Government which they delegated to
CRPF, BSF, J&K Tourism Department and J&K Police
earmarking the place one had to take care of.
Adequate Medical cover for the pilgrims.
Responsibility of CRPF
The responsibilities were distributed among Army,
CRPF, BSF, J&K Police and J&K Tourism department,
through the major player was CRPF as CRPF was
entrusted with the following responsibilities.
Ensuring safety of the Pilgrims who assembled at
Jammu for Registration and waited for their turn
to proceed further.
Planning at Short Notice
As time for the commencement of the "Yatra" was
nearing fast, a proper planning covering all aspects
was required to be made by the CRPF authorities in
consultation with the authorities of J&K Govt. At that
crucial time Shri D.D. Gupta, an IPS offi cer of 1964 Batch
of MP Cadre was functioning as IGP(Ops) CRPF for the
whole State of Jammu and Kashmir with HQ in Hari
Niwas, Srinagar. He urgently summoned DIG(Ops) CRPF
Srinagar and all the Commandants of the Bns deployed
in Kashmir Valley. An able and committed offi cer, Shri
D.D. Gupta discussed all issues threadbare. After a
lot of deliberations. I was detailed as Commandant
in charge to be placed at Chandanwari to take care
of security and other aspects from Pahalgham to the
"Holy Cave". I had joined detachment HQ of 94 Bn
CRPF at Srinagar only a few days back on repatriation
from Indian Oil Corporation where I had served in
the Vigilance department from October 1989 to June
MEMOIR
ebZ&twu 2011 4
1994. Though I had served in 50 Bn CRPF at Sopore
and Srinagar during 1975-76 for a few months, the
responsibility entrusted to me by Shri D.D. Gupta,
IGP(Ops), CRPF, J&K reposing lot of confi dence in me,
based on my reputation, was indeed a big challenge.
Shri P.M. Ramalingam (an offi cer of 1973 batch DAGO
of CRPF and now DIGP in the offi ce of the Addl. DG
CRPF Hyderabad) who was Second in Command of 32
Bn CRPF Srinagar was attached with me to assist me in
the task assigned. Some coys of 19 Bn CRPF and 95 Bn
CRPF were deployed for the "Amarnath Yatra" duty.
Site Visit
To begin with Shri D.D. Gupta, IGP (Ops) took all
the offi cers concerned to Chandanwari after some
brief halt and discussions at Awantipur, Anantnag and
Pahalgham. Pahalgham, one of the halting places was
wide spread and the establishments were scattered.
Providing security cover by the limited personnel of 19
Bn CRPF was a big challenge which was accomplished
without any incident/complaint. Comparatively,
Chandanwari had small area looking like a bowl
and covered by high ridges where movements of
militants could not be ruled out. Therefore, the threat
perception was quite high at Chandanwari. One Coy of
95 Bn CRPF commanded by Shri Bahuguna, AC (Now
Commandant) was positioned at Chandanwari. For
providing medical cover Dr. H.B. Mohanty (Now posted
as DIG (Medical) Composite Hospital. CRPF, Bangalore)
a Surgeon and a committed doctor was also placed
at Chandanwari. Shri D.D. Gupta IGP gave a detailed
briefi ng at Chandanwari.
Execution of Work
Despite his senior position as IG(Ops) CRPF,
J&K, Shri D.D. Gupta established his detachment at
Pahalgham from where he used to visit Chandanwari
frequently to review the security scenario and go back
to Srinagar after a few days so as to enable him to visit
Jammu, Jawahar Tunnel etc. Those days the manpower
provided for deployment was very limited and there
was no adequate time to issue elaborate instructions
as is being done now. Shri D.D. Gupta said "Srinivasan,
plan your own strategy so that there is not even a single
militant related incident during the "Yatra period". This I
had ensured to the utmost satisfaction of CRPF and J&K
Govt. in recognition, I was awarded a Commendation
Disc and letter by the DG CRPF Shri S.V.M. Tripsthi
IPS (UP Cadre 1961 Batch) on the occasion of CRPF
Anniversary Celebrations 1994. The administrative
competence, leadership qualities, meticulous coordination
and hard work was some of the aspects
for my selection later during 1995 for the post of Asst.
Director (Admn,) at Directorate General CRPF by Shri
S.V.M. Tripathi, DG after short listing a few names of
the Commandants of the whole Force (Subsequently I
had received three more Commendation Letters of DG
CRPF and the Golden Disc).
Provision of Accommodation
As mentioned by me earlier in the article we were
responsible for providing tentage accommodation for
1500 Pilgrims at a time at Chandanwari. In addition we
had to pitch tents for accommodating me, the medical
offi cer Dr. Mohanty and full coy of 95 Bn CRPF. Though
suffi cient number of EPIP and 180 Lb tents could be
pooled from the CRPF Bns deployed in J&K under the
orders of IGP(Ops) CRPF J&K, Srinagar, the limited open
space available at Chandanwari posed big problem
for pitching the tents. Transporting these tents from
Pahalgham to Chandanwari also was quite a tough
MEMOIR
job as the road from Pahalgham to Chandanwari was
very narrow and only 1 Ton vehicle could be used for
the purpose and that too by very slowly and carefully,
moving the light vehicles with proper road opening
,covering a stretch of 16 kms between Pahalgham
and Chandanwari. In Preparing the camp lay out
and erecting all the tents in a systematic manner
in record time, the help rendered to me by Shri P.M.
Ramalingam 2 I/C, 32 Bn. CRPF, Srinagar (now DIGP)
needs a special mention. A sincere and hardworking
offi cer Shri P.M. Ramalingam did not move from the
sport till the said Herculean Task was completed.
The IGP(OPS) CRPF J&K had given him the additional
responsibility of establishing and managing his Dett
offi ce as well as the Offi cers' Mess at Pahalgham also
which Shri Ramalingam carried out extremely well. As
Chandanwari was the Base Camp for the "Yatra" from
where the pilgrims used to start the journey by foot
or on pony upto the "Holy Cave" the concentration of
Pilgrims halting at Chandanwari was very high. When
the sudden heavy rains on a few days caused landslides
at a few places, excess number of pilgrims had forced
halt at Chandanwari which posed a big problem to us,
but we had handled the delicate issue by providing
some accommodation in the tents meant for me and
other CRPF personnel thereby spending the whole
night without sleep.
Provision of Food
The second important task before us was preparing
and supplying food and tea for approximately one lac
pilgrims halting at/passing through Chandanwari, it
was decided by the J&K Govt that CRPF should provide
5 ebZ&twu 2011
Poori, Potato Sabji and tea for the pilgrims for which
money required would be provided by J&K Govt. and
the procurement of stores should be managed by the
CRPF either from Srinagar or Jammu. As the items
required for the purpose would be cheaper in Jammu
as compared to Srinagar, Shri P.M. Ramalingam, 2I/C
deputed one Shri Vivekanand DC of 32 Bn CRPF (Retired
as Commandant) who had exhibited utmost sincerity
and brought the items in time at much cheaper rates
without compromising the quality. The happiness
which we all felt when the pilgrims appreciated and
thanked CRPF for the kind gesture after enjoying the
food provided by us was really immeasurable. Later,
when a secured atmosphere was created by CRPF
at Pahalgham and Chandanwari, the good news
spread everywhere and within a few days a few Social
Organisations, Charitable Trusts etc started arriving
at Pahalgham and Chandanwari without any fear of
militants and set up their establishments to provide
some eatables to the pilgrims. This had reduced our
work load to some extent.
Medical Care
Medical care of the pilgrims was a challenging
job. Though the J&K Govt had established a Medical
Centre at Pahalgham by pooling doctors from various
Organisations, Chandanwari, the critical place had
only Dr. H.B. Mohanty of CRPF placed with me. This
soft spoken and professionally sound doctor used to
treat/evacuate the patients with lightning speed and
there was no case of death or severe injury to any
one during the whole 'Yatra' of 1994 though during
the subsequent years there were fi ring incidents and
casualties due to inclement weather, torrential rains,
health hazards etc.
Charri Mubarak and My Journey to Holy Cave
Safe journey of "Chharri Mubarak" party from
Srinagar to Holy Cave and back and its security
at diff erent halting places was another delicate
responsibility entrusted to CRPF. A CRPF party headed
by an Asst. Comdt was moving with the "Chharri
Mubarak" party throughout the journey. After the
"Chharri Mubaraki" party left Chandanwari for the
"Holy Cave". I and Dr. H.B. Mohanty started our journey
to the "Holy Cave" to ensure the safe journey of 'Chharri
Mubaraks in the hilly foot track and to be present when
MEMOIR
ebZ&twu 2011 6
the Final 'Pooja' is conducted in the 'Holy Cave". After
walking 3 kms on a steep track, we crossed Pissutop at
a height of 3000 metres and then walked for another
5 Km along East Lidder river to reach Zoji Bal at a
height of 3350 meters. After 2 Kms walk from there, we
reached Nagakoti located at a height of 3500 metres.
Sheshnag, the next halting place was at a distance of
3 Kms from Nagakoti. Enroute I had interacted with
the Army Offi cers taking care of some vital high ridges
in the mountain area. At Seshnag, the J&K Tourism
department was taking care of accommodation and
food of the Pilgrims, but in a limited way. The lake of
Seshnag with a length of around 2 Kms and width of
around 1 Km and surrounded by Seshnag glacier was
indeed a wonder of Mother Nature. From Seshnag we
gradually reached a place called Mahagunstop located
at a height of 4500 meters which is the highest point
of the journey. While crossing this place some people
experience breathlessness due to defi ciency of Oxygen
at that point; in some cases there had been deaths
also during certain years. From there we tracked down
to Panchtarni (Height 3800 meters approximately)
located at a distance of 12 Kms from Seshnag. This is a
spacious place with facilities for helicopter landing etc.
Here BSF was taking care of the aff airs. From Panchtarni
to the Holy Cave, a distance of 7 km, the track was very
narrow and risky. The track via Baltal, also joined this
track at a particular point called "Sangam" at a height
of 4110 metres approximately. We then climbed down
gradually to reach the "Holy Cave" after crossing a
glacier and witnessed the smooth conduct of the Final
Pooja on the Rakshabandhan day.
Conclusion
Those who have been closely watching the
enormous arrangements being made for the "Amarnath
Yatra" every year and the threat the militants pose can
well appreciate the tough job we had handled during
1994 with limited man-power and other resources so
as to ensure an incident free "Amarnath Yatra". Proper
leadership, sincere hardwork, utmost devotion to
duty, meticulous planning and excellent co-ordination
at all levels had really paid dividends and helped us
to achieve the desired results enabling me to share
the "Success Story" with all the readers of "CRPF
Samachar".
Variety of political and socio- economic issues have
been at the core of internal security problems of
the nation. The menace of Left Wing Extremism, which
has grown-up menacingly, is posing the most serious
challenges. The spectrum of challenges that India
is facing is channelizing the best of the resources,
the nation is having, towards coping the security
threats. The country has to more often divert focus on
containing the violence than taking care of poverty
and inhuman socio - economic conditions prevailing
in a few pockets of the nation. Studies shows, that
widespread distrust and discrimination towards a
section of people for continuously long period have
ultimately made them extremists.
The Left Wing Extremism from last forty years
continues to have a large support base because of the
intellectual and philanthropic appeal of its ideology.
The quantum of violence in recent time has almost
given impression of complete “lawlessness” in few areas
of central India. The audacity of Left Wing Extremists of
considering Abujmaad as ‘Liberated’ and then in 2009
declaring “Lalgarh” as liberated area has caused ripples
across the various organs of administration. Panic,
fear and terror are unwritten permanent expression
of masses in area which the naxalites identifi es as
Compact Revolutionary Zone (CRZ).
Terrorism and violence must be seen as terrorism
only not withstanding any justifi cation or provocation,
but the Left Wing Extremism has put forth many
socio-economic questions before a nation which is
scaling new heights of economic development in
world scenario, year after year. However, the economic
disparity and scarcity of resources for majority of people
also coexist. Probably, the policy packages are creating
wide economic gap and basic needs of a large section
of population remain unfulfi lled. The expert group of
planning commission on “Development challenges in
extremist aff ected Areas (2008)” has opined; - ‘There is
VIEW
Developing Human Resources to Defeat
– Rakesh Kumar Singh
Comdt., CRPF Academy, Gurgaon
no denying that what goes in the name of “naxalisim” is
to a large extent a product of collective failure to assure
to diff erent segments of society their basic entitlements
under the constitution and other protective legislations.
There is no denying that the nation is now caught in a
vicious circle of violence and counter violence.’
The naxalism in recent times is having broader
spatial spread and linkages across various other terror
groups, making the networking lethal and dangerous.
The dynamics of confl ict zones created by extremists
are oriented towards mass or mass based actions. In
2010, the Left Wing Extremists caused death of 1003
7 ebZ&twu 2011
Security Force personnel and civilians. The movement
is spread over in almost 220 districts of 18 states and
has taken almost 40,000 Sq. Km. of area badly in their
grip. Violence has been consistently witnessed in 200
police stations of 90 districts. Extremists are focusing
their attacks on railways, mines and industries etc
paralyzing normal life and economic activities.
In a study commissioned by BPR&D on Social,
economic and political dynamics in extremist aff ected
areas, ‘respondents in Left Wing Extremists aff ected
areas, it is believed by majority of the respondents
(Common People – 77.3%, Professionals – 66%) that
orchestration of violence by the Naxalite groups is
largely a result of the ineff ectiveness of peaceful
methods of protest. In the opinion of experts, however,
violence remains a key tool for attainment of the
Naxalite objective of capturing the ‘state power.’ This
perception is having serious bearing on not only on law
and order but also on national culture of homogeneity
and harmony.
On analysis of the root causes of extremism,
the expert group found that livelihood related
factors including lack of land reforms, non regulated
traditional rights on forest and agricultural produce as
well as Social exclusion of certain section of population
and lack of governance in the area are responsible for
widespread discontent and unrest. In a country where
58% of the Indian labour force is still engaged in
agriculture and allied occupation, landlessness is still
important root of cause poverty.
Studies refl ects that wherever the masses get an
opportunity to carry out assured economic activities
for their subsistence, most of them opt for peaceful
co-existence. Probably, the lawlessness and violence
VIEW
ebZ&twu Z 2011 8
is product of poor human resource development. Left
Wing Extremists especially progress their movement in
fi ve stages from survey stage, struggle stage, Resistance
stage, Guerilla stage to liberated stage. During the
initial stages, they study and look for potential areas
where there is abundance of socially and economically
backward people. They become ‘readymade’ material
for rebellions movements. This gets fl ared up because
of absence of governance in such area. The second
administrative Reforms commission in its seventh
report titled. “Capacity building for confl ict Resolution:
Friction to Fusion (2008)” opines – ‘It may be highlighted
again that these causes are most glaring in forest areas
predominantly inhabited by tribal population who
thus become the main instruments and victims of left
extremist violence’.
Lack of development of Human resources has been
trigger factors of extremism/terrorism. James Piazza
said that if citizens are deprived of the right or means
to fulfi ll their basic human needs and denied any
possibility from reasonable economic opportunities,
or o are directly aff ected by socioeconomic disparities,
they t soon feel hopeless and exasperated and may
perceive p violence as the ideal way to express their
grievances g and affl iction.
Left Wing Extremism has been violating human
rights r of people, targeting democracy and rule of law.
In I particular, the extremists have threatened right to
life, l liberty, physical integrity and dignity of life. One
person p from each family for the PLGA/Party cadre,
forced f share from earnings, cultural restrictions and
obstructing o
governance are a few activities of left wing
extremists e which has threatened the very existence of
human h
being in many pockets across the country. The
conditions are miserable in 90 districts in general and
in Dandakarnya area in particular. This has an adverse
impact on establishment of rule of law and undermines
pluralistic society.
Historically too, we are not learning from the
message left wing extremism is putting forward.
Telengana insurrection (1946-51) refl ected that
seemingly helpless, resource less and illiterate
people can be organised into a formidable force by a
determined group. People could be fed and sustained
on revolutionary promises of better future and if land
policies are not drastically reformed and interest of
peasants not protected, similar armed movements
are bound to occur. However no concrete action
was initiated to resolve the critical issues. In dealing
with problems like left wing extremism, excessive
preoccupation with peace and order, ignoring issues
of social justice and law can prove expensive in the
long run.
The issue is that why internal security problems
are becoming intractable? A few plausible solutions
suggested are generally of the nature of police actions
against extremists, political dialogue and perception
management. However, there is one more positive
strategy which can bring far reaching changes and
that is development of Human resource (HR) in the
aff ected areas. In these aff ected areas the basics of
human resources are not available. The most important
intervention in HR development would be to provide
education to all for capacity building and providing
employment to the people for enabling them socioeconomically.
Majority of population are working
either in unorganized sectors or sustaining themselves
from forest produce. The extremists have additionally
put burden on these poor people for their personal
security too by unleashing a free rein to indiscriminate
violence.
The socio-economic parameters of the extremism
aff ected or prone areas are having dismal human
development records. Some data are pointer to this
state of aff airs. Even today approximately 58% of the
Indian labour force is engaged in agriculture and
allied occupations. Thus landlessness is an important
root of poverty. But still land reforms are not priority of
central or state government. The situation is escalating
towards nearby urban areas too. The national average
of infant mortality rate in 2009 was 50 whereas it was
65 in Orissa. The percentage of children with anaemia
VIEW
was 78 among SC, 79 among ST and 72 among OBC
category of people. The estimated number of landless
rural families in the country is 1.30 to 1.80 crores. One
percent of tribals are not having suffi cient food in any
month in a year, approximately 3-4% face food crisis
for a few months in a year. In total, approximately
6% tribal are still facing food crisis. It is pertinent to
mention that the cadres of extremist groups are having
feeling of being deprived and often fi nd themselves
lacking opportunity to do something constructive for
employment and hence they join the extremist rank
and fi le.
Creating employment is not an easy task.
Government of India and State Government have
already initiated many welfare oriented projects
but the desirable impact is lacking. A few of them
are National Rural Employment Guarantee scheme
(NREGS), Scheduled Tribes and other traditional
Forest Dwellers (Recognition of Forest Rights) Act
2006, National Rehabilitation and Resettlement
Policy (2007), Comprehensive Area development
programme, Backward District Initiative which is
fi nancing developmental projects in 55 naxal aff ected
districts etc. Besides these schemes there are Area
development programmes like Draught prone area
programme and Rashtriya Sam Vikas Yojna etc.
Numerous government policy initiatives exist. But
pilferages and misplaced priorities at the local level
has created obstacles in the path of achievement of
the desired goal. Secondly, the macro level planning is
not yielding enviable outcome. The solution requires
being compatible with the problem of area causing
discontent and confl ict. The requirement is to come
up with specifi c plan for specifi c problem with focus
9 ebZ&twu 2011
on individual as well as social growth.
For meeting above requirements the human
resource of the area will have to develop competence
in employment oriented skills. This can come from
training people in various vocations like training in
Sericulture, bee keeping, animal husbandry, pottery
making, woodcrafts, handicrafts, traditional harnessing
of irrigation, Para- medics, “Shiksha Karmis”(Teachers),
Petty Mining activities, traditional house building
training as well as training them to get employment
in Police/CPMF and making them capable for Service
sectors like Waste disposal, transport, Communication
etc.
Educated and economically empowered people will
not opt for violent and vagabond life in jungles when
civility can provide them wonderful opportunity for
growth. Unfortunately human resource development
perspective for tackling internal security challenges
has never been deliberated upon as a viable policy.
Though lots of research has to be carried out for
meaningful implementation of such policies due to
multi-veracity of local needs and inclination of people,
nevertheless it would be certainly a great assistance to
the poor people of the nation. An empowered human
being is a force multiplier in fi ght against internal
security threats and thus a great resource indeed!
If aware and capable people are provided with
employment or growth opportunity through various
assistance programmes in economic activities for
sustenance then obliviously fear will not prevail for
longer period. The same group of people will not let
VIEW
ebZ&twu 2011 10
the t tranquility to be disturbed and lawlessness to
prevail. p
There is an urgent need on to adopt a multipronged
p strategy to tackle the extremism which
should s include strengthening of the administrative
machinery m to redress grievances; improving delivery of
accelerated a
socio-economic development; promoting
employment e
opportunities; encouraging building
up u of capabilities to improve intelligence gathering
for f eff ective police action along with encouraging
peaceful p local resistance; as well as encouraging peace
initiatives i by aff ected State governments.
Individuals are not getting opportunity for growth.
As A it happened that in families people are waiting from
generations g
to secure economic growth and dignity
of o life. However, selective perception of development
resulted r
in mis-governance or no-governance in many
parts of the country creating social discontent and
unrest. Social discontent creates disgusted individuals.
Deprivation causes hopelessness. Disgusted and
hopeless person with his back to the wall is just the
fodder for de-stability and an invitation to the radical
groups like left wing extremists to widen their appeal to
challenge government and democracy. Now naxals are
trying to reinforce the trend and the deprived classes
are organized to use violence for societal change.
The frequency and intensity of violence has led the
internal security managers to belief that naxalism can
be countered primarily by police action. Otherwise
also the lethality of violence or the myth so created has
made it inaccessible for government agencies to carry
forward the progressive structured developmental
work. Under such trying crisis the only hope is
developing human resources in such aff ected areas by
education, empowering socially through removal of
discrimination, rights of self governance as mandated
through Panchayat Extension to Scheduled Areas
(PESA) Act 1996. The structure for rural development
and displacement of people or dispossession of land
of people be dealt from humanitarian angle taking
into consideration the livelihood factors of common
masses. That is why human resource development
through primarily by educating people and employing
them seems to be an evolutionary approach at initial
stage. The institutional structure which governs social
conduct and approach of administration need a relook
to have welfare orientation and human resource
development approach.

Recently, advertisement for the eligible persons of
J & K State to apply for job of CRPF constable appeared
in the media and thousands of unemployed youth
applied. After scrutinizing, nearly 2800 or so were called
at Anantnag, Srinagar and Baramulla respectively and
approximately 950 candidates were called from the
entire state for written examination.
All the records were gone through and the profi les
of participants analyzed. Nearly 350 or so were from
Kashmir valley. At the start of this process, at Tral in
Pulwama district at the HQ of 180 Bn CRPF, a youth
mela was started and the applicants were helped to
fi ll up the form. Shri B.N. Ramesh, IG (Ops.) Srinagar
inaugurated the programme and even on a 'Bandh'
day, which was called by Hurriat (G) group, nearly 200
people turned up. Very few of the 200 applications
were rejected. It may be pertinent to mention that, as
per analysis, most of the applications were rejected
because of silly mistakes committed by applicants.
Many applications which reached after the cut-off
date were rejected. Even then the applications were
analysed and it was found that the prime cause of
rejection of applications was just silly mistake. This
only made the recruiting team to reaffi rm the belief
that the applicants for jobs need managerial approach
of vendor development and not the typical Weberian
Addresses of all the valley based candidates were
checked and verifi ed. A questionnaire was fi lled up by
a sample of approximately 255 candidates from all the
centres. The purpose was to elicit the response of the
candidates to our mission whose main goal is to utilize
recruitment in a predominantly unemployed region
as the most appropriate instrument of an empathetic
and emphatic instrument of Civil Action Programme.
The responses were analysed by using an appropriate
A small group core activity was started which
prepared a question bank which was shared amongst
of making such training centres accessible, it was
decided that the criteria would be nearness of training
the following were identifi ed (a)
Tral (b) Kulgam (c) Kupwara (d)
Sopore (e) Baramulla as centres
for training. All these centres
are also notorious for maximum
occurrence of terrorist violence.
A Mahila training centre, run by
Mahila battalion/personnel is also
functional in Srinagar. However,
the response of female candidates
despite personal appeal was
negative.
Free stationery, free copy
of question bank and also free
instructions were given to
candidates. Mock examinations
are being conducted 9 times in
each day and strength/weakness
areas of the candidates are being
analysed, so that he/she can concentrate on the weak
areas. In this customized approach, the candidate
knows his points of concentration and he will be
taught more in the areas of weaknesses.
Parents of the candidates are also being consulted
so that they are aware of the initiatives of the CRPF
Kashmir (Operations) and become our ambassadors
in their respective villages. Till now the experience
has been overwhelming in that we are of immense
help to our unemployed brothers and sisters. Their
unemployment linked frustration increasingly makes
them to loose faith in the concept of lawful state and
they are prone to taking recourse towards narcotics or
terrorism and worst of all, narco-terrorism.
This experiment is important to serve as a guide
in future for perfection in training of all unemployed
youth of valley for all jobs, right from downloading
forms from internet, fi lling up and training them for
jobs, both of Central, State government units,
autonomous bodies, private/nongovernmental
organizations.
A job for one saves a family and an honestly
obtained job rekindles the hope in the minds of youth
on the fairness of rule of law. India personifi es of rule
of law. CRPF Kashmir contributes for consolidation of
this faith.
About Hepatitis ‘B’
Hepatitis ‘B’ is caused by Hepadna DNA virus which
attacks liver and damages it causing jaundice (Acute
Hepatitis), liver cancer and may ultimately cause early
death.
Magnitude of Problem
India has the second largest population of Hepatitis
‘B’ in the world. More so it is very common among force
personnel.
How it is Spread
Mode of spreading is almost similar to HIV body
fl uid (Example Saliva, Serum, semen) of infected
persons containing the virus.
1) Percutaneous Spread: a) Needle pricks and
injections, b) Razor, c) Nail clippers and d)
Transfusion
2) Non Percutaneous: a) Unprotected sex, b) Kiss, c)
Infected mother to Kid and d) Tooth brush etc.
How it is Detected
By screening HBsAG (Test is done in 5 minutes)
Prevention
Educating Jawans
Hepatitis ‘B’ – A Silent Killer
Vaccination is available. Gives 100% protection
(0,1,6 months interval).
What About Personnel Found Hepatitis ‘B’ +ve
During Screening
Has to undergo further invstigation example,
ELISA, viral load LFT etc.
– If needed treatment is given, otherwise they can
lead normal life.
– Should take precaution against its spread to
spouse and to collegues etc.
– Should not consume alcohol , tobacco fatty diet
etc.
– Should be followed up regularly by a doctor,
What W We Can Do in Our Force
1) 1 Educate ourselves and each other
2) 2 Vaccination to all force personnel including family,
children
3) 3 Taking precaution regarding safe sex, transfusion,
educating barber in unit
4) 4 Organising screening camps of hepatitis ‘B’
These jawans were given assurance and referred to
composite hospital, BSF for further investigation and
treatment. Incidence of Hepatitis ‘B‘ among jawans
is found to be 2.2% which is in line with incidence of
Hepatitis ‘B’ in India.
Conclusion
Hepatitis ‘B’ is a dreadful disease aff ecting liver,
causing hepatitis, cirrhosis, cancer etc. Certainly
prevention is better than cure hence education and
proper vaccination is only answer to fi ght this silent
killer.
Indian FPU Quells Ethnic Violence in Liberia
On 20 th June, 2011, at 1100hrs.,
Zwedru Indian FPU-II contingent
received an emergent call from UNPOL
offi cer that at about 0830 hours the
Krahn County devil from Sowaken
village together with disgruntled
Krahn youths were attacking and
looting shops of the Mano and Gio
tribes hailing from Nimba County
in Barteh Jam. The Indian FPU
hurriedly organized a team and
quickly responded to the situation
even though all the platoons were
committed in one or other operation.
On arrival at scene, the FPU
commander came to know that on
17 th June 2011 evening, one of the
victims Augustine Tokpah, male of
Mano tribe, allegedly urinated in front
of a Krahn fi re house in Barteh Jam,
under infl uence of drugs which was
totally unacceptable in tribe’s social customs. In no
time the entire Krahn family came out and beat the
victim in black and blue. However, the victim managed
to fl ee to the Police Depot. But the depot police offi cer
mentioned that the matter was not apprised to him
that’s why he did not react to the situation on time.
During the initial stage of riot the depot police offi cer
was also thrashed but was reluctant to mention it. It is
pertinent to mention that the entire Barteh Jam area is
predominated by Krahn tribes.
On 20th June morning, the Krahns brought a
Indian FPU Officers Offi cers in discussion with their local counterparts Cauldron of crisis
their involvement in the criminal acts. There had been
rumors circulating through the popular witchcraft
about the current situation, as the mob was ripe for
conjecture and violence in view of lack of mobile or
wireless network coverage.
At 1300 hours the country devil and their fl ock
blocked the only exit road leading to Zwedru and
started threatening the minorities and security
offi cials for dire consequences. Meanwhile Krahns
from adjoining villages also joined the fray and their
numbers swelled up. There were hundreds of people
on the streets and it was chaotic. The mob was adamant
to secure the release of all the suspects from police
custody. The anarchist and criminals who were in riot
appeared as same people and many were equipped
with sticks and conventional Sharp-edged weapon.
To ensure the safety of UNPOL offi cers, minority
tribes and victims, necessary safeguards had been
taken by Indian FPU-II team. In the given situation the
Indian FPU-II team took the decision to carry out a
swift operation, following intelligence received about
criminal intent of the mob. But after initial tussle and
bit of the nerves, a series of meetings were organized
to amicably resolve the matter. It took time to quell
the agitated mob, a task which could have been taken
much less time and energy, had it been nipped in the
bud itself. The safety of the suspects were guaranteed
to buy the time and thereby secured that the road
was opened. Thereafter, County Superintendent was
informed and was requested to send a team of Elders
to the incident site as quick as possible to address the
grievances of the people. The Team comprised of (1)
(3) Joway Jardah who is the acting Commissioner for
Gboleken Town and (4) Fred V. Henson who is the
Public Relations Offi cer from the Ministry of Internal
Aff airs.
Before the Indian FPU-II team left the area with
UNPOL offi cers at around 1800 hours, there was
uneasy calm among minority people although security
personnel repeatedly assured and elaborated fool
proof security measures in and around the area.
Many people of the Mano and Gio tribes did not
come out to report their loss due to fear of being
victimized later and some were leaving the Gold mine
camp. One of the victims, who was bold to make a
report to the police, is Marshal K. Yantee, male, age 26,
of Gio tribe and resident of Barteh Jam whose house
was damaged and looted.
The ERU offi cers remained at the Gold Camp for
patrolling during the night. LNP Deputy Commander
Lasana Konneh is investigating the case and likely to
bring out real culprits before the law and also to those,
all who were involved in this case. The act perpetrated
at Barteh Jam were not traditional but very criminal
in nature. Frequent area patrolling and regular peace
committee meetings are need of the hour to restore
faith of common people as well as of police personnel
in the rule of law than to accept the hegemony of
country devils.
