For more than 60. years
Ocean City has been
operating under the Commission
form of government
in which three elected city
commissioners conducted the
business of the municipality.
Voters in special election opt
for council form of government
Next-year Ocean City will
be governed by a sevenmember
council and a mayor
who will legislate directions
for a salaried city manager.
Ocean City voters in a special
election, this winter opted in
New convention hall
by '79 a city dream
Several years ago the
Ocean City Boardwalk
Convention Hall was
destroyed by fire and ever
since a quonset hut structure
has been serving in its place.
A new civic center by the
time Ocean City celebrates its
centennial in 1979 is one of the
capital improvement projects
listed by the city government.
There are several centers of
activities in Ocean City, most
popular of which is the
boardwalk Music Pier. But
the need for a new center with
more facilities has increased
as the community continues
to grow and progress.
The Ocean City convention
hall at 6th st. and the boardwalk
burned down. A temporary
metal building is
presently used for some
°ocial. p n t t i t d
athletic activities. But the
temporary facility is
inadequate, and the convention
hall would have been
outdated by now anyway.
The committee of citizens
who planned the bicentennial
celebration are also planning
Ocean City's centennial anniversary
two years hence.
The new civic center is a
major item on the program of
accomplishments the committee
has established for
itself.
The cost of the new center
will be raised through a
combination of public
soliciation and, hopefully,
Federal and State funds
designated for such projects.
The City government will
provide the land upon which
the center will be built.
favor of the change df
government. •
. The commission form of
government is gradually
being dismissed in many of
New Jersey's municipalities.
That trend has come to the
Jersey shore. While several
seaside communities in Cape
May County and in neighboring
Atlantic County still
function: under elected
commissioners, the Cape-
Atlantic area seems to be
inclined in this direction.
Since 1911, three elected
commissioners governed the
affairs and directed the
destinies of Ocean City. The
commissioners, for the most
part, worked parttime at their
municipal duties, and were
forced, by economic
pressures, to maintain and
work at private business and
professional operations.
Because-the growing community
has year after
year placed heavier and
heavier demands on these
"parttime" commissioners,
the job has become almost full
time. Because the commissioners
must work almost
full time at City Hall, many
people were discouraged from
running for public office.
The council-mayor form of
government relieves this
A family Funeral Service, such as ours, has a priceless heritage - a
reputation for the highest integrity and professional ethics. But
.while we continue to uphold this gift from the past, we strive to merit
a respected place in the community by keeping up with the times,
upgrading our facilities as our new foyer addition shows.
Acknowledging our debt to the past, we live in the present and
Pieparo for the future.
••.'•-'••• ••'•"'•.'•• . . .ivi.;>',. ,•*•'.••'
This year we complete our 27th year of service to the community. It
is with a deep sense of gratitude that we make mention of this.
These have been good years - to our many friends and associates
who have made this possible. With nearly a century of Wimjberg
Family Service, here and in nearby communities, we look forward to
your continued trust.
situation. With seven councilmen,
a mayor and a dry
manager io legislate and
operate the business of the
city, parttime off ice holding is
more reasonable. The work
load is more., widely
distributed and consequently
lighter ton each.
Under the new form of
government, which is to take
place in July this year, one.
councilman will be elected
from each of the city's four
political, wards. Three
councilmen will be at-large.
The mayor will be at large.
The city manager will be
employed and will be at city
hall on a full time basis.
As important as the
streamlining of legislative
and administrative responsibilities,
. is the cost of
government. The I960 federal
census is expected to report
the population of Ocean City
at more than 12,000. This
would require expansion of
the city commission from
three to five. This 1 would add
about 936,000 to the commission
salary expense. In
New Jersey, the average
salary of a councilman is
about $2,000. Simple arithmetic
discloses that seven
councilmen will come less
expensively as would five
commissioners.
has a beach replenishment
program, but it is different
and much more constant than
similar programs in" other
The villain- is erosion. This
Several years ago the
Ocean City government
designed Ito maintain the
resort's bathing beach at the
The program is operated by
the city, using city equipment
and city work crews. State
agencies are invited to help
with the cost of the operation.
The city purchased a huge
The dredge has teen moved
north to_ the 5th st. area. A
huge pipeline is installed
under the streets crosstown
A 3,000-foot-long discharge
NEW BEACH — Material pumped from the bottom of the bay and transported
across the island to the beachfront gushes from the pipeline to, hopefully build
new bathing beaches. This is an off-season operation. Summer visitors wont see
it in operation.
The ideal image of a
bathing beach is freedom in
the sand, sun and surf, but
people and circumstances put
a strain on these natural
resources. To maintain these
wonderful bathing beaches,
tons of rock jetties must be
built and expensive equipment
kept on hand and
maintained to fight the
constant battle of erosion of
the beach by sea tides and
storms.
In addition, a corps of
people must be employed to
maintain the beach, keep it
clean and free of health
hazards, and provide
especially trained people to
protect the lives of those
thousands who each summer
enjoy the sand and the surf at
this popular Jersey resort.
For years, since 1879, in
fact, the people of Ocean City
maintained the cost of these
maintainance and protective
forces. However, the rising
cost of modern society and the
growth of Ocean City as a
popular sand-sun bathing spa
Beach fees help fund upkeep
of beach and boardwalk
Jersey seaside resorts where
entrance fees to the bathing
beaches are required. The
bicentennial summer brought
fees to Ocean City beaches: It
should be understood that the
fees collected from this
source are dedicated to the
cost of maintaining a force to
enforce the beach fee law and
also the monies thus obtained
are dedicated to the maintenance
costs of the beaches.
The fee is is mining and
reasonable. Season beach
