population in movement, for a
rupture with old institutions,
and for the application of
techniques brought from other
regions "to achieve: an accelerated
rate of development."
"Latin America, particularly
in portions of Brazil, Argentina,
Colombia and Mexico, still
possesses large zones of
relatively isolated, underpopulated
and unexploited
