Cafiero is on Senate Committee probing pollution in coast water
New Jersey Senate
Republican Minority. Leader
James S. Cafiero has been
appointed to a special Senate
Committee to investigate
pollution of the New Jersey -
New York coastal waters.
Cafiero, who represents the
First Legislative District of
Cape May and Cumberland
Counties, will join three other
Senators on the panel. They are
Herbert Buehler (D-
Monmouth) Dr. Joseph
McGahn (D-Atlantic), and
Barry T. Parker (R-
Burlineton).
The four were appointed by
the Senate President pursuant
to provisions of Senate
Resolution No. 36, sponsored by
Senator Buehler and passed by
the Upper House on February
7th.
. Cafiero reported that the
Committee will work in concert
with an existing Assembly
Committee currently meeting
with members of the New York
Assembly to formulate
recommendations appropriate
to the elimination of the fouling
and pollution of ocean waters.
"The Legislature of both
states recognizes that the
seriousness of these pollution
problems calls for a
cooperative legislative effort to
develop approrpiate
safeguards. The combination of
legislators will provide the
necessary legislative
representation without in
anyway detracting from, or
otherwise interfering with, the
work underway by so many
other groups, individuals and
organizations," Senator
Cafiero stated.
He noted that all members of
the panel recognise that the
New Jersey - New York region,
from Cape May to Montauk
Point is not only the heart of the
most densely populated an
most heavily industrialized
section of the United States, but
also contains hundreds of miles
of magnificent white, sandy
beaches.
"The drawing power of these
beaches is the foundation of the
tourist business which benefits
both states and provides
recreational opportunities and
enjoyment for millions of
residents and visitors to the
region. The fouling and
pollution of these Atlantic
Ocean waterways and the
potential closings of the
numerous beaches in both
states present a clear and
present danger not only to the
public health, safety and
general welfare, but to the
economy of the shore area,"
Cafiero emphasized.
"It is essential that a
thorough investigation be
undertaken into the causes of
House panel OKs Hughes'
ocean dump ban amendment
WASHINGTON, D.C.-An
amendment offered by
Congressman William J.
Hughes (D-NJ) to ban ocean
dumping of sewage sludge after
1981 has been approved by the
House Merchant Marine
Subcommittee on
Oceanography.
If -Hughes' amendment
survives review by the House of
Representatives, it would put
the force of law behind the
shaky 1981 deadline now set by
the Environmental Protection
Agency (EPA) under administrative
regulations. •
"It has become increasingly
clear that those who are doing
the dumping are not taking the
cut-off date seriously,'' Hughes
said. "Unfortunately, according
to a recent report by
the General Accounting Office,
the trend is towards more
ocean dumping instead of less.
"Yet, the work in developing
alternative methods of sludge
disposal is lagging way
behind," Hughes added.
Hughes' amendment was
tacked onto the 1978
authorization measure for
funds to carry out the Marine
Protection, Research, and
Sanctuaries Act, which the
Congress passed in 1972 to
regulate the practice of ocean
dumping. Hughes' amendment
states that no permits for
sewage sludge dumping in the
ocean can be issued after.
December 31, 1981.
Hughes asserted that, if he
had a choice, he would prohibit
ocean dumping immediately,
but pointed out that alternative
means of disposal do not
presently exist.
"We have to. show the people
who are doing the dumping that
we mean business," Hughes
said. "My amendment serves
notice that the days of ocean
dumping are-strictly num^_
bered, and that we expect
substantial progress from the
EPA and the dumpers in
developing alternative means
of sludge disposal.
"We can no longer afford the
old 'out of sight - out of mind'
attitude about sludge and other
hazardous substances that are
being dumped into the ocean
where they can damage the
quality of our water, our fishing
industry, and our shoreline,"
Hughes stated.
Hughes said that the EPA's
administrative deadline was
"bulging at the seams." With
more and more sewage
treatment plants coming on
line, and alternative disposal
technologies far from proven,
against opening a new ocean
