The Governor's State budget
for fiscal 1978 proposes State
aid authorizations totaling
$1,288.6 million in the General
State Fund section and $929.5. '
million in the newly created
Property Tax Relief Fund.
Total budgeted State aid of
$2,218.1 million represents
more than 55 percent of the $4
billion in total recommended
State spending from the two
funds, notes -the New Jersey
Taxpayers Association.
State aid consists mainly of
monies paid by the State (l) to
local governmental units for
assistance 1 according to
distribution formulas or to
carry out local activities on
behalf of local governmental
units, and (2) for expenses
incurred bya State department
or agency on behalf of a local
governmental unit. Ap-
proximately 70 separate line-
item State aids are proposed to
be administered by eight
executive departments and the
Judiciary.
Recommended increase in
total State aid for fiscal 1978 is
$480.8 million or 27.7 percent.
General Fund State aid is up
$102.3 million of 8.6 percent,
mainly because of a change in
budget format shifting $108.2
million in business personal
property tax replacement
payments from a non-budgeted
item to a budgeted State aid
item. It does not actually
represent a new additional coat
to the State.
Property Tax Relief Fund
State aid in fiscal 1978 financed
from the dedicated personal
income tax is $3785 million
more than the current year.
The 68.7 percent increase is doe
to full year appropriations for
revenue snaring , and
homestead exemption
programs funded for only six
month since fiscal 1977, and
replacement of repealed
business tax revenue. In-
creases to finance various aids
in the public education law of .
1975 total $131 million.
The Department of
Education with $1,259.7 million
has (fae largest proposed State
aid appropriation - $754.7
million in the General Fund and
$505.0 million in the Property
Tax Relief Fund. Total increase
in State aid to education is
$121.9 million. Major program
increases incfpde current
expense equalimtion aid, up
$55.3 million, and com-
pensatory aid, up $24.0 million,
and $28.7 million more for the
Teachers' Pension and Annuity
Fund.
The Department of the
Treasury has total State aid
appropriations of $545 million,
$120.5 million in the General
Fund and $424.5 million in the
Property Tax Relief Fund, an
overall increase of $340.5
million reflecting the full year
funding of aid to local govern-
ments, direct rebates to
homeowners, replacement of
repealed tax revenues and the
budgeting of business personal
property tax replacement
payments as State aid.
Other departmental in-
creases are in Human Services,
$17.9 million, primarily for
welfare aid, and Higher
Education, $5.2 million, for aid
to county colleges. Major
departmental decreases were
in Health, $3.0 million and
Transportation, $1.6 million.
State aid represents the.
major portion of the Budget not
subject to the State Ex-
penditures Limitations law.
Since the recommended 1978
State Budget is less than $1
million under the "cap"
limitation, the State aid section
is the only one in which the
Legislature's Joint Ap-
propriations Committee has
discretion to make significant
increases, suggests NJTA
