The polishing pond should be the first priority. If Rio Pluma or the City want to try the enzyme, this may help on the<br />

Bill just left you a voicemail regarding this recommendation. At this point, Alvin has sufficient documentation to believe<br />
Rio Pluma has violated their discharge permit in the following two major ways:<br />
~ changing the TSS sampler code and accessing the TSS sampler; and<br />
~ collecting and storing TSS samples themselves versus the permit requirement that only the City and certified lab<br />
control the chain of custody<br />
Thus, the data from Rio Pluma is not reliable or valid, as documented in City acquired grab sampling. Routinely, Rio<br />
Pluma has exceeded their discharge limit of 200 mgll for TSS. This week the City has again locked down the sampling<br />
equipment and has taken control of their chain of custody.<br />
In order to protect the City from potential violations of the City's discharge permit and possible fines, we recommend that a<br />
Notice of Violation be issued to Rio Pluma as soon as possible. This will serve three main purposes:<br />
