Introduction
The current state of the athletic training facility at Ithaca High School has demonstrated to be ineffective
based on our evaluation of the athletic training room, as well as with our experience as athletic training
students during the spring semester of 2009 of managing the large number of athletes that it serves.
Ithaca High School has a student body of approximately 1,600 students. There are about 1,300 athletic
participants between the middle school and high school athletes. Ithaca High School currently has five
contact sports that its students and middle school students can participate in. These sports include
football, boys and girls ice hockey, wrestling, and boys lacrosse. Other sports that both boy and girl
student athletes can partake in include soccer, golf, swimming, tennis, cross country, basketball, and
track and field. Girls lacrosse and volleyball, softball, and baseball are also available at Ithaca High
School.
Due to the much needed renovations, New York State has provided the Ithaca City School District with
the funding necessary to renovate the present, main school building and also has provided financial
support for a new athletic facility, health center, and auditorium. A new turf field that opened in the
spring of 2009 was also paid for by this state bond project.
We plan to contribute to this new renovation by proposing a design of a more appropriate athletic
training room facility that the student athletes, Ithaca College athletic training students, and the head
athletic trainer for Ithaca High School will benefit from. The new athletic training room will be moved to
an existing exercise room and will include many items from the preexisting athletic training room.
The current athletic training room is a small, 12-feet in width and 20-feet in length space equipped with
two medical evaluation tables, one taping table, a large trash can, an ice machine and ice bag dispenser,
and a hydroculator. The office area within the athletic training room consists of a small bookshelf, chair,
and a desk with an internet accessible computer. Ithaca High School Athletics currently has
approximately 40 water coolers, three small ice chests, a backboard, one AED, three small hard kits for
storing supplies, and a golf cart. All of these items are non-expendable and therefore will be carried over
for daily operation of practices and games on the athletic fields and courts. Rehabilitation supplies that
currently exist in athletic training room include: one Bosu ball, one Dyna Disc, two physio balls, one
round foam roller, a set of medicine balls, an aerobics step, variety of Thera-bands, toe box, two sets of
lightweight dumbbells, and a set of weight cuffs. This current inventory of supplies are all in good
condition and will be included in the design of the new athletic training room; therefore these items will
not need to be included in the initial budget.
Ithaca High School is allotted a $5,000 budget for athletic training supplies each year, which comes out
of the athletic funds for the school. This money is specifically used for operational items only. If any
capital items are requested, these need to be approved and are purchased by funds compiled separately
from the athletic budget. At Ithaca High School, a capital item consists of a purchase over $500. Any
other construction or labored work that is performed on the development of the new athletic training
room will be compensated from the separate, state bond project.
Gym Tiles
3
$1807.79 Rubber
Flooring Inc.
Rationale
Taping Bench- One taping bench; this bench will run along one wall in the new athletic training
room and be used specifically for taping. This bench will allow for athletes to efficiently move
through the athletic training room in an orderly fashion and will ease the congestion that
typically occurs in the middle of the room. Cabinets and drawers will also be located beneath
the bench for storage space. A separate taping space is one of the top needs requested by the
current athletic trainer. Currently the taping area and evaluation space is combined, which
causes disorganization and congestion within the athletic training room Having this separate
bench will allow for a distinguish, larger space, to easily get through pre-practice procedures.
Evaluation Table- One evaluation table will be added to the athletic training room to be
specifically used for the assessment and evaluation of athletic injuries. Currently there are two
evaluation tables that are serving dual purposes of taping tables and evaluation tables. This
extra table will allow for more space for athletes to be examined, as well as contribute to better
flow in the athletic training room.
Rubber Floor Mats- 42 interlocking tiles (4’ x 4’) will be placed on the floor of the new athletic
training room. Currently the flooring is tiled, resulting in a very slick surface when water or ice is
spilled, which can result in a hazardous working environment. This was one of the main
complaints of the current athletic trainer and requested some sort of rubber flooring to prevent
falls, as well as provide better comfort under her feet. The rubber mats will cover 30 feet in
length of the new facility, leaving a ten foot space of tiles reserved for a wet area. These mats
will also provide for a more ergonomic working environment for the athletic trainer reducing
the forces transmitted from the floor. These rubber mats will also be accommodating to athletes
that are wearing cleat shoes since it will provide more traction and they will not have to remove
their footwear before entering the athletic training room. The durability of the rubber mats will
allow for this flooring to last many years before replacing.

Second Year Capital Item Request List
In the event that the capital budget items from the first year are not approved, they will be put back on
the list in the same rank order and requested again. The following capital items will be requested for the
second year:
Priority Item Number Product Name Quantity Dimensions Price Company
1 71973 Whirlpool 1 15" x 28"L x 18"D $3,487.00 Whitehall
2 10729465 4 Shelf Cubby 3 16.26"x11.61"x46.
54"
4
Extremity
$59.99 ea. Target
Rationale
Whirlpool- The addition of one whirlpool will allow for the effective treatment of many athletic
injuries. This whirlpool is the appropriate size for most high school athletes to fit one extremity
in at a time. This particular whirlpool has the option for mobility allowing it to be easily moved
and properly placed in conjunction with another modality unit.
Cubby Units- Three large shelf cubby units will line a wall of the athletic training room to
provide for an efficient storage area of rehabilitation supplies or other treatment equipment.
Currently, the organization of rehabilitation equipment is very poor and the items are stored in
any available space possible. This is another main request from the current athletic trainer;
therefore purchasing these shelves would be very beneficial for the organization and space of
the new athletic training room. These shelves will span about four feet across one wall leaving
enough room for other equipment or furnishings to be placed in the athletic training room.

1 bottle 32 oz $19.95 Cramer
Rationale
Hand Sanitizer- one, 1.5 L wall mount dispenser and one, 1.05 gallon refill bottle; hand sanitizer
is needed to prevent germs from spreading via human contact with other people, equipment,
and hard surfaces.
Hard Surface Cleaner- Sizes: one, 32 oz bottle and one, one gallon bottle; disinfectant cleaner is
needed in order to prevent communicable diseases from spreading on taping and evaluation
tables and countertops. The cleaner kills MRSA and is a virucidal, tuberculocial, bactericidal, and
fungicidal cleaner. The 32 oz is a spray bottle, which is used for easy application onto hard
surfaces and the one gallon bottle will be used for refilling the spray bottle. The custodial staff of
the high school cleans the floors, hence one refill bottle should last an entire school year for
three evaluation tables, a bench, and countertop.
262163 Sam Splint 1 18” $12.45 Sam Splint
Rationale
Arm Sling- Sizes: one small and one large; a total of two arms slings will be purchased to
accommodate any size athlete to be fitted to stabilize an upper extremity injury during
transportation to a medical facility. These slings will add to the current supplies and will be
reused from year to year.
Brite-Light- one pen light; this pen light will be used for evaluating pupil reaction to light and
neurological function. One light is being purchased to add to one of the kits, for it is an item that
can easily be misplaced.
9

Crutches- Sizes: one, 5’2”-5’10” and one, 4’6”-5’2”; a total of two pairs of crutches will be
purchased to fit varying heights of athletes from the modified levels up to the varsity athletes.
Only two pairs will be bought because the crutches will be used only for immediate emergency
transportation, and therefore will need to be returned ASAP. Crutches are also available in the
nurse’s office.
Emergency Shears- An emergency shear is needed for quick removal of a face mask from a
helmet if an athlete is in need of CPR. One emergency shear is being purchased because a power
drill is currently being used to remove face masks. This could potentially fail in an emergency
situation or the battery not be charged.
Sam Splint- one, 18” splint; this splint can be applied to support any traumatic forearm or lower
leg injury in need of transportation to a medical facility. Only one will be purchased for it is
reusable.
significant ankle sprains or injuries requiring protective padding. Thicknesses of the felt are
1/16”, 1/8”, and ¼”.
High Density Foam-24 sheets total; many different thicknesses of foam will be used for
protection of injuries and can be cut for custom insoles.
Mole Skin- One, 25 yard roll of mole skin will be sufficient because it is rarely used and reserved
for injuries requiring extra stability, thin padding, or small donuts.
39001M Tongue Depressors 100/box 5.5" x .63" $4.65 Puritan
Rationale
Alcohol Prep pads-Two boxes totaling 400 pads; alcohol pads will be used for the immediate
care of any injury requiring cleaning and disinfecting. These pads will only be used out on the
field away from the Athletic Training Room where Betadine can be easily used; hence 400
alcohol pads will be adequate for the entire school year.
Bacitracin Zinc Ointment- Three, 4 oz tubes; this is used for the prevention of infection of any
wound to the skin. This ointment can be applied sparingly to the skin and still provide protection
from infection and aid in the healing process.
Betadine- One, 8 oz bottle and one, one gallon refill; this will be used for cleaning wounds, and
sterilization of coolers and water bottles. This 8 oz bottle will be reused by refilling it with the
gallon supply of Betadine. The gallon supply will be sufficient for an entire year since it should be
used sparingly with each use.
Biohazard Bags- 250, 33 gallon bags; these bags will be used for potentially infectious human
waste. The large size of the bags allows for multiple uses before disposing, hence 250 should
suffice for the entire year.
Cotton Tip Applicators- One box of 1000 applicators; used for application of topical ointments
for precise treatment over a cut or laceration. These are infrequently used and therefore should
last an entire year.
Elastic Bandages- 20 bandages of different lengths; these are used for compression of muscular
strains and sprains of joints. These are items that can be washed and re-used, and therefore will
14

e available for many years. These new bandages will replace some of the current ones due to
overuse/age.
Eye Wash- one bottle; this bottle will be used for clearing the eye of any contaminants and
reducing irritation of the eye. This bottle will be used sparingly throughout the year, only for
sports related injuries or eye irritation.
Gauze Sponge (Non-Sterile) - 5 bags totaling 1,000 gauze pads; these pads will be used for
absorption of blood and dressing of wounds. 1,000 pads will be sufficient if used in moderation
throughout the year.
Gloves (Nitrile Powder-free)- 400 gloves; Gloves used for protection against pathogens when
dealing with potentially contaminated bodily fluids. This amount of gloves should be sufficient
for the athletic trainer to use for one year.
Nasal Plugs- 300 plugs; these plugs will most commonly be used for bloody nose injuries or
application of topical ointment. If 300 plugs do not last the entire year, gauze pads or felt cut to
size can be used.
Second Skin- One jar, 200 pads; this will be used specifically for coverage of blisters and to
reduce friction and irritation of the skin. These will most commonly be used quite frequently in
the beginning of sports seasons and then the use of this item will significantly decrease. Skin
lube or donuts will be also used to decrease friction and therefore diminish the overall use of
this product.
Steri-Strips- One box, totaling 150 strips; these strips will be used for deep lacerations of the
skin that require secure closure to promote healing and prevent infection. In the event a deep
laceration occurs, Steri-strips will be initially used until the athlete receives further care of
stitches or staples.
Tongue Depressors- 100 sticks; this item is rarely used, therefore 100 depressors will be
sufficient for one year operation in the Athletic Training Room. Tongue depressors will be used
for applying skin lube to make heel and lace pads, as well as evaluation of jaw fractures and
examining the throat.
00201 Tape Cutter 1 N/A $5.25 Mueller
88140 Tuning Fork 1 N/A $10.45 Medco
Rationale
Bandage Scissors- Two scissors; these scissors will be used for cutting some types of athletic
tape. These scissors are heavy duty and are built for durability; therefore two pairs of scissors
16

are sufficient. One pair can be left in the athletic training room and the other can be stored in
the travel supply kit that the athletic trainer will carry.
Fingernail Clippers- One pair; used for clipping nails. These clippers can be kept in the travel
supply kit and used primarily by the athletic trainer to ensure that they are not lost or stolen.
Neurological Hammer- One hammer; this hammer will be used to assess neurological function.
This hammer serves a dual purpose with reflex testing, as well as a brush and pin. Only one
hammer is needed to equip the athletic training room.
Splinter Forceps- One pair; used for removal of small objects from the skin or other parts of the
body that precise accuracy. These will be left in the travel supply kit to ensure that they are not
lost or stolen.
Suture & Staple Removal Kit- One kit; Used for the removal of sutures and staples. This is not
typically a responsibility of a high school athletic trainer; however one kit may be stored in the
event this may occur.
Tape Cutter and Replacement Blades- One tape cutter, 10 replacement blades; the tape cutter
will be used for fast removal of athletic tape. This will always be with the athletic trainer either
in the athletic training room or in the supply kit. This will ensure that it is not lost or stolen. The
10 replacement blades should be plenty to last for a few years.
Tuning Fork- one tuning fork; a tuning fork will be purchased in order to help determine if an
athlete has a possible fracture. Only one will be purchased for it is rarely an occasion when more
than one athletic trainer/athletic training student would need to use it at the same time.
3501 Moist Heat Pack 1 10" x 12" $15.95 Tropic Pac
Rationale
Classic Wrap- Three cases totaling 18 rolls; this wrap will allow for the application and
compression of ice to the body. This wrap will be reserved for athletes that do not have the time
to sit and ice in the athletic training room or out at the field with the use of a reusable ace
bandage and ice bag. This will allow for the amount of wrap to last all year.
18

Flexi wrap Handle- 2 rolls of 4” wrap and handles; the primary purpose of this purchase is for
the obtainment of the two handles. There is currently no device to ease the application of flexi
wrap on an athlete.
Hot Pack Covers- One set of three covers - two squares and one cervical; these covers will be
used to surround the hot packs to prevent burning. These are durable and will be reused year to
year.
Ice Bags- Three rolls of 1500 bags; this constitutes to about 140 ice bags each week, which will
be satisfactory for the number of student athletes that receive treatment while in-season.
Moist Heat Pack- Two large packs and one cervical pack; this will allow for the treatment of
three athletes at one time in the athletic training room. These new heat packs are in addition to
the previous three heat packs and will provide for less waiting time for athletes since this
modality is frequently used.
Rationale
Cover Roll- Five rolls of 2” by 10 yards; this product is specifically reserved for covering skin
during McConnell taping of the knee. Since this taping procedure is rare, five rolls will be
adequate for the amount of student athletes.
Elastic Tape – 10 cases totaling 240 rolls; this tape will be used to cover Band-Aids, elastic
wraps, and some forms of support taping for different areas of the body. This type of tape is
usually used for covering or securing purposes and therefore a smaller amount is used in
comparison to white tape, hence 240 rolls will last the year.
Elastikon- Five cases totaling 240 rolls; This tape will also be used in moderation for any athlete
requiring knee taping, ankle taping, or any other specific taping procedure that requires extra
stability.
Heel & Lace Pads- Three boxes of 2,000 pads; these boxes will provide for about 3,000 ankles to
be taped. Taking into account the size of the school and the large number of athletes this should
be sufficient.
Leuko Tape- 10 rolls, 1.5” by 15 yards; this tape is reserved for McConnell taping of the knee.
This tape will be used in moderation and for severe cases, hence 10 rolls will be adequate for
the entire year.
Pre-Wrap- 5 cases totaling 240 rolls; this product will be used under most forms of taping on
any part of the body. This amount will provide about 7.5 rolls a week, which will be satisfactory
for the year. If it runs out then taping will be applied directly to the skin.
Quick Dry- 12 cans per case; purchasing one case was more inexpensive to buy than individual
adhesive cans at a time. These cans will be used one at a time and the others will be stored
away to prevent them from being lost or stolen.
Skin Lube- One, 25 pound drum; this drum will be used for making heel and lace pads. This one
drum provides enough skin lube to last many years, therefore this item does not need to be
purchased the second year.
Stretch Tape- 10 cases of 3” rolls, totaling 160 rolls; this tape will be used in moderation for
covering bandages or securing an elastic bandage. This tape can also be cut down the center if a
smaller size is needed.
White Tape- 1.5” rolls, 25 cases totaling 800 rolls of tape; this tape will be the primary tape used
for all injuries requiring tape support. The 1.5” width of tape suits the smaller body parts of
younger athletes. Also, if taping is needed for smaller areas, such as fingers, the tape can be
ripped to fit the exact size. This amount of tape would be averaging the use of 5 rolls a day,
hence its use will only be on athletes who require additional support.
21

Second Year Budget
In the first year, almost the entire allocated budget was spent on operational items for the athletic
training room, totaling $4,967.53. Attributable to the non-expendable items, supplies purchased in
the Emergency Care and Instruments categories, as well as a few other products, will be completely
eliminated for the second year budget, since they do not need to be bought again. The nonexpendable
items contributed to a $249.71 gain for the second year. However, due to a 5% inflation
rate on consumer products for the second year, a total of $248.38 (5% of the budget spent in the
first year) needs to be cut out of the first year budget for the second year purchases. Hence, this
gain allowed for the consequence of inflation.
scrapes or lacerations. These dressings will be specifically reserved for large wounds that the
knuckle dressings or bandage strips cannot cover, hence 225 bandages should be sufficient for
the year.
Bandage Strips-Five boxes of 100 per box; these provide coverage for any skin irritation or
laceration. These 500 Band-Aids will be sufficient to last the entire school year for they will be
specifically reserved for open skin wounds leaking any body fluids.
Knuckle Dressing- Five boxes of 100 per box; these bandages will be specifically used for finger,
toes, or larger body parts that are around joints. These provide for movement of a joint without
High Density Foam-24 sheets total; many different thicknesses of foam will be used for
protection of injuries and can be cut for custom insoles.
These are items that can be washed and re-used, and therefore will
28

e available for many years.
Stretch Tape (2”)- 10 cases, totaling 120 rolls; this tape will be used for covering bandages,
securing an elastic bandage, or to quickly cover any cuts/lacerations during a game.
Stretch Tape (3”)- 10 cases of 3” rolls, totaling 80 rolls; this tape will be used for covering
bandages or to quickly cover any cuts/lacerations during a game.
White Tape (1”)- 144 rolls; this tape will be used for taping jobs that require smaller tape, such
as arch taping, or smaller body parts, such as the fingers. This size tape is not used as frequently
as the 1.5”, hence the 144 rolls should be sufficient for the year.
White Tape (1.5”)- 25 cases totaling 800 rolls of tape; this tape will be the primary tape used for
all injuries requiring tape support. The 1.5” width of tape suits the smaller body parts of younger
athletes. This amount of tape would be averaging the use of 5 rolls a day, hence its use will only
be on athletes who require additional support.
