■ complete the training of staff in strategic planning<br />
and priority setting; and<br />
■ codify the methods in the ES training and procedural<br />
manuals, with an annual planning cycle<br />
s p e c i f i e d .<br />
Over the l o n g - t e r m, a commitment is made to evaluate<br />
the effectiveness of the procedures in time for the<br />
next generation of the SPCS, in 1998, and to modify<br />
the procedures appropriately following the evaluation.<br />
Environment & Land Use Planning Processes<br />
In the next three years, a commitment is made to:<br />
■ design a land use planning process and give it<br />
legal status in the NWFP Environment Act;<br />
■ design an integrated resource management<br />
process and give it legal status in the NWFP<br />
Environment Act;<br />
■ undertake pilot land use planning projects; and<br />
■ undertake pilot integrated resource management<br />
processes.<br />
Over the l o n g - t e r m, a commitment is made to<br />
evaluate and modify the processes, and to replicate<br />
them if they prove valuable.<br />
Environmental Impact Assessment Processes<br />
In the next three years, a commitment is made to:<br />
■ include a mandate for EIA in the NWFP<br />
Environment Act;<br />
■ design a detailed environmental assessment<br />
process including monitoring mechanisms, and<br />
put it in the regulations of the Act;<br />
■ include in such a process the following:<br />
– a requirement to assess the impacts of infrastructure<br />
projects and other sector,<br />
– a requirement to assess the impacts of policy<br />
and financial decisions of Government,<br />
– a requirement that the results of EIAs be acted<br />
upon,<br />
– preparation of EIA guidelines for each<br />
s e c t o r ,<br />
– identification and protection of ecologically<br />
sensitive areas where projects should not<br />
occur, and<br />
– a cumulative effects assessment;<br />
■ develop procedural manuals to help the private<br />
sector undertake EIAs;<br />

■ undertake a public awareness campaign about<br />
environmental impact.<br />
State of the Environment Reporting<br />
In the next three years, a commitment is made to<br />
revise the environmental profile of the NWFP and<br />
where possible establish trends in key environmental<br />
indicators.<br />
Over the l o n g - t e r m, a commitment is made to<br />
update the report every five years.<br />
Environmental Research<br />
In the next three years, a commitment is made to:<br />
■ create and maintain a three-member<br />
Environmental Research Board to synchronize<br />
and coordinate environmental research in the<br />
N W F P ;<br />
■ assess the feasibility of and establish an independent<br />
institute for social research;<br />
■ mandate colleges, technical institutes, and universities<br />
to do research in environment and other<br />
emerging fields; and<br />
■ seek transfer of the PCSIR to provincial control.<br />
Institution-strengthening Initiatives<br />
In the next three years, a commitment is made to:<br />
■ accelerate the existing institution-strengthening<br />
initiative, particularly for the new Wildlife<br />
D e p a r t m e n t ;<br />
■ place a major effort on expanding institutionstrengthening<br />
initiatives to include cultural heritage,<br />
biodiversity, parks and protected areas,<br />
fisheries, and soil conservation;<br />
■ twin the NWFP with British Columbia in Canada;<br />
■ explore twinning relationships with an African<br />
country (e.g. Zimbabwe), an Andean state (e.g.<br />
northern Peru or Ecuador), and a Central Asian<br />
Republic (e.g. Kirghizstan); and<br />
■ maintain/strengthen the present relationships<br />
with donor agencies in Switzerland, the Nordic<br />
countries, Canada, the Netherlands, and<br />
G e r m a n y .<br />
In the l o n g - t e r m, a commitment is made to<br />
explore opportunities for establishing partnerships<br />
with the administration of different types of<br />
c o u n t r i e s .
