THE SPCS GOAL<br />
The fundamental goal of the SPCS is to secure the economic,<br />
social, and ecological well-being of the people<br />
of the NWFP through the conservation and sustainable<br />
development of the province’s natural resources.<br />
This goal was presented to the people of the NWFP<br />
in the 1993 Inception Report. It was seen as valid during<br />
the village, district, sectoral, and governmental<br />
consultations. This is particularly important because<br />
most people regarded the strategy as being about sustainable<br />
development rather than just about the environment<br />
sector.<br />

THE SPCS OBJECTIVES 1995-98<br />
The SPCS objectives are:<br />
■ treatment of the fundamental social problems<br />
that are the underlying cause of environmental<br />
d e g r a d a t i o n ;<br />
■ conservation, rehabilitation, and sustainable development<br />
of natural resources such as forests, water,<br />
soil, and wildlife;<br />
■ protection of the living environment from air, water,<br />
and soil pollution;<br />
■ development of high-quality environmental protection<br />
mechanisms including appropriate legislation,<br />
development planning mechanisms, environmental<br />
quality standards, and participatory and regulatory<br />
institutional arrangements;<br />
■ improvement of the institutional and financial capacity<br />
of the NWFP Government to achieve sustainable<br />
development of the province’s natural resources;<br />
■ protection and conservation of the cultural heritage<br />
of the NWFP;<br />

■ improvement of community and individual involvement<br />
in decision making about natural resources<br />
and the environment; and<br />
■ raising of public awareness and understanding<br />
of conservation and sustainable development<br />
issues.<br />

PRINCIPLES FOR THE SPCS 1995-98<br />
Commonly referred to as principles, the public and<br />
other reviewers were supportive of the following ‘code<br />
of practice’, which will guide the implementation of the<br />
SPCS 1995-98:<br />
■ the conservation and sustainable development of<br />
the NWFP’s resources are essential for human<br />
s u r v i v a l ;<br />
■ essential ecological processes and life-support systems<br />
must be maintained;<br />
■ the genetic and biological diversity of plants, animals,<br />
and ecosystems should be conserved and<br />
p r o m o t e d ;<br />
■ economic development and environmental management<br />
must be designed together;<br />
■ community and development organizations as<br />
well as the private sector are essential in finding<br />
solutions to sustainable development problems in<br />
the NWFP;<br />
■ religious and cultural values must be respected and<br />
used as a resource in the design and implementation<br />
of the SPCS;<br />
■ each individual citizen has a responsibility to the<br />
environment and can have a positive impact on<br />
environmental conservation; and<br />
■ the NWFP has a role to play in national and international<br />
efforts to ensure that sustainable development<br />
is effectively implemented and that global<br />
environmental problems are solved.<br />
The principles as well as the goal and objectives<br />
will be codified in the new legislation that the NWFP is<br />
committed to introduce in an effort to strengthen environmental<br />
protection and sustainable development<br />
throughout the province. Providing legal cover is an<br />
important step in moving from policy statements to<br />
effective action.<br />
