SPCS, THE FIVE-YEAR PLAN,<br />
& THE ANNUAL DEVELOPMENT<br />
PROGRAMME<br />
Pakistan’s Five-Year Plans and Annual Development<br />
Programmes (ADPs) are the main tools for implementing<br />
development programmes. The challenge for the<br />
<strong>Sarhad</strong> <strong>Provincial</strong> <strong>Conservation</strong> <strong>Strategy</strong> is to ‘green’<br />
these two Government plans.<br />
The Eighth Five-Year Plan (1993-98) for the<br />
North West Frontier Province was drafted a few<br />
years ago. For the first time, a full chapter on environment<br />
was added. The plan drew heavily on the<br />
input of the SPCS Unit and the SPCS Inception<br />
Report. The main objectives of the (draft) plan were:<br />
■ completion of the formulation of the SPCS, by<br />
October 1995;<br />
■ implementation of the SPCS; and<br />

■ strengthening and development of institutions necessary<br />
for SPCS implementation.<br />
According to the plan, priority will be given to<br />
legislation, environmental education, and institutionstrengthening,<br />
as well as action projects in each<br />
area identified above. The programme will be<br />
phased, build on existing initiatives, and complement<br />
sectoral programmes. To overcome financial<br />
constraints, community and private-sector contributions<br />
will be encouraged, the polluter pays principle<br />
will be followed, and in time donor support will be<br />
harnessed. The programmes of environmental<br />
awareness, health and education, population control,<br />
household waste disposal, and energy conservation<br />
will focus on women. Much of the latter is<br />
implemented through the Social Action Programme<br />
(SAP), which is now considered part of the SPCS.<br />
The targets set for achievement during the Eighth<br />
Plan are summarized in Table 17.1.<br />

5. Kabul river clean-up – Studies completed<br />
– Cleanup project formulated<br />
