DISTRICT DEVELOPMENT BOX<br />
ADVISORY COMMITTEES<br />
The Advisory Committee in each District consists of:<br />

The composition and functions of the different committees<br />
need to be rationalized to remove duplication<br />
and to provide clear mandates. Since the major advisory<br />
role has now been assigned to the round tables,<br />
the institutional mechanisms inside the Government<br />
should predominantly focus on policy development<br />
and overseeing implementation of the SPCS commitments.<br />
The approval of individual projects and programmes,<br />
so long as they are consistent with the<br />
approved policy, will be left to the respective sectors<br />
and departments according to the existing mandates.<br />
Consequently, existing environmental committees<br />
will need to be amalgamated as described here.<br />
<strong>Provincial</strong> Environment Protection Council<br />
The <strong>Provincial</strong> Environment Protection Council will be<br />
headed by Chief Minister of the NWFP. (The composition<br />
of the Council is given in Box 16.6.) The<br />
Chairman may co-opt other ministers or persons from<br />
the general public to be members of the Council. A<br />
focal point for the Council shall be set up in the Chief<br />
Minister’s Secretariat. It will not only provide necessary<br />
secretarial support to the council, but will also<br />
ensure that the council remains active.<br />
The TOR for the new Council will be to:<br />
■ frame environmental policies and monitor<br />
i m p l e m e n t a t i o n ;<br />
■ oversee the SPCS development, approve the<br />
SPCS recommendations, and review their<br />
i m p l e m e n t a t i o n ;<br />

■ all the members of the <strong>Provincial</strong> Assembly from the<br />
district concerned;<br />
■ other elected representative, as the Government may<br />
specify, taken on as co-opted members; and<br />
■ such heads of attached departments at the district<br />
level as may be co-opted by the Committee for their<br />
expert opinion.<br />
The DDACs make basic decisions about development priorities<br />
in the districts.<br />

■ establish priorities for actions for the SPCS;<br />
■ monitor enforcement of environmental legislation<br />
and determine the need for any amendments or<br />
additional legislation;<br />
■ require and evaluate the annual work plan of<br />
activities of the EPA, the Environment Section, and<br />
the SPCS Unit;<br />
■ commission and approve periodic state of the<br />
environment reports;<br />
■ ensure adoption of the SPCS recommendations by<br />
the respective sectors, and see that inter-sectoral<br />
linkages are established and that the round tables<br />
are functioning;<br />
■ develop and establish a system of incentives and<br />
participatory law enforcement to ensure conformity<br />
with environmental laws and environmental<br />
quality standards;<br />
■ deal with inter-provincial environmental issues;<br />
■ review the SAP in relation to the SPCS to ensure<br />
that the programmes remain complementary; and<br />
■ take any other steps that may be necessary to<br />
improve the environment of the NWFP.<br />
Steering Committee<br />
The Steering Committee for the SPCS will continue,<br />
although it will be reconstituted, and will also act as<br />
an Executive Committee for the <strong>Provincial</strong> Environment<br />
Protection Council for the NWFP. The PE&D
