Committee is provided in Box 16.2, and the current<br />
composition of the full and the Executive Committee is<br />
given in Boxes 16.3 and 16.4. The SPCS Steering<br />
Committee and its Executive Committee have met a<br />
few times to review the progress on the SPCS, but<br />
other matters in the TOR remain largely unattended.<br />
There is an obvious overlap between the different<br />
committees. For some, the TORs have not been<br />

Short-term<br />

■ Seek and oversee the enforcement of existing laws<br />
regarding environmental protection and pollution<br />
control, through the concerned government departments.<br />
Improving traffic flow, stopping the use of<br />
pressure horns, proper tuning of motor vehicles, use<br />
of silencers in rickshaws, prevention of fake engine<br />
oil manufacturing, and other such issues shall be the<br />
areas of immediate attention.<br />
■ Review existing environmental laws and suggest<br />
provincial legislation for the protection and improvement<br />
of the environment.<br />
■ Commission a baseline survey and oversee its development<br />
to define environmental issues requiring<br />
immediate attention.<br />
■ Determine priorities of the NWFP environmental programme<br />
for the 8th Five-Year Plan.<br />
■ Recommend specific projects for public investment<br />
and donor assistance in environmental protection<br />
and improvement.<br />
Long-term<br />
■ Work as the Steering Committee of the <strong>Sarhad</strong><br />
<strong>Provincial</strong> <strong>Conservation</strong> <strong>Strategy</strong> and perform the following<br />
functions<br />
i) Deliberate and take action on environmental<br />
issues.<br />
ii) Facilitate the work of various study groups<br />
engaged in the implementation of the SPCS.<br />
iii) Guide SPCS development and monitor its<br />
progress.<br />
■ Consider and approve various proposals and studies<br />
submitted to it by the secretariat of the SPCS.<br />
■ Evolve innovative mechanisms to encourage compliance<br />
with various environmental regulations.<br />
■ Guide and monitor the environmental protection and<br />
improvement programmes undertaken with public<br />
funds or donor assistance.<br />
■ Take any other steps that may be useful to improve<br />
the environment of the NWFP.
