Focal Points and Round Tables.<br />
The purpose of the round tables is to allow the<br />
sustainable development process to benefit from the<br />
intellectual resources available in the line departments,<br />
academia, research institutions, citizen<br />
groups, private organizations, and individuals outside<br />
the Government. The round table for each SPCS<br />
theme will be constituted from among stakeholders<br />
representing Government, NGOs, and the general<br />
public. They will further develop and refine the<br />
respective component strategies of the SPCS, and<br />
will assist in their implementation. To ensure that<br />
they do not remain marginal to decision making, the<br />
SPCS round tables will have a role in, and be represented<br />
on, the decision making bodies of the<br />
G o v e r n m e n t .<br />
To assist the round tables, staff persons acting as<br />
focal points will be hired for each key SPCS theme.<br />
These individuals will become the secretariats for<br />

the round tables, allowing the round tables to concentrate<br />
on strategic issues. The focal points will<br />
have funds to host the round tables. They will be<br />
networked among themselves through the PE&D<br />
Department as well as with the proposed focal point<br />
of the <strong>Provincial</strong> Environment Protection Council<br />
housed in the Chief Minister’s secretariat (see section<br />
16.5.2). The focal points are Government entities<br />
housed in the respective Administrative<br />
Departments; while the round tables are outside<br />
government. The only exceptions to this rule are the<br />
communication and NGO round table focal points,<br />
who are the <strong>IUCN</strong> communication officer and NGO<br />
coordinator. This will continue until the SPCS review<br />
in 1998, when the arrangement might be revised.<br />

The coordination and decision making in the<br />
Government with respect to the environment is still<br />
too fragmented. This is partly due to the evolution of<br />
the environmental programmes of the NWFP in different<br />
steps at different times and with different motivations.<br />
With the creation of the EPA in 1989 under the<br />
instructions from the Government of Pakistan, two<br />
coordination structures were established—the<br />
Executive Council and Executive Committee. The notification<br />
did not specify terms of reference (TOR) for<br />
either body, although by implication they would look<br />
after pollution control and preservation of environment.<br />
The present composition of these two groups is<br />
indicated in Box 16.1.<br />
The original SPCS planning workshop, held in<br />
January 1992, laid out the broad parameters for<br />
SPCS development and recommended the creation of<br />
a steering committee to guide and monitor the<br />
process of SPCS development. In February 1992, in<br />
a meeting regarding environmental protection held<br />
by the Chief Minister of the NWFP, the decision to<br />
constitute an SPCS steering committee was con-<br />
