■ approve implementation of the Palas <strong>Conservation</strong><br />
and Development Project;<br />
■ facilitate a series of workshops on conservation<br />
and biodiversity, with a significant public awareness<br />
campaign;<br />
■ complete and implement an NWFP Biodiversity,<br />
Parks and Protected Areas Action Plan in collaboration<br />
with the development of a national<br />
Biodiversity Action Plan;<br />
■ initiate legislation for biodiversity protection, using<br />
both statutory instruments but respecting customary<br />
l a w ;<br />
■ identify priority national park and other protected<br />
areas study sites, assess them and establish more<br />
protected areas, begin management planning,<br />
and then implement management plans;<br />
■ focus in particular on:<br />
– enlarging the existing wildlife sanctuaries so<br />
that sufficient habitat protection is available for<br />
the entire range of species,<br />
– enlarging the Chitral Gol National Park and<br />
improving access to its cultural heritage sites,<br />
– creating a large new national park in the core<br />
of the Hindu Kush around Tirich Mir,<br />
– evaluating Buni Zom as a national park,<br />
– evaluating the Thui peaks for national park status,<br />
– evaluating the upper Swat Valley for a national<br />
park contiguous with the Shandur/Handrup<br />
region in the Gilgit Agency,<br />
– evaluating the Falaksir/Mankial area of the<br />
Swat Valley for a new recreational trail system,<br />

– improving tourism facilities of the trail system in<br />
the Kaghan Valley and particularly around<br />
Malika Parbat, and<br />
– creating a biodiversity reserve in the Upper<br />
Siran Valley linked to similar sites in the<br />
Kaghan and Palas Valleys;<br />
■ seek significant new GEF II funding for the biodiversity,<br />
parks, and protected areas programme;<br />
■ implement the Action Programme for the<br />
<strong>Conservation</strong> of Wetlands in South and West<br />
A s i a ;<br />
■ collaborate with the SPCS NGO and Communication<br />
programmes in public awareness about<br />
biodiversity;<br />
■ participate in the Chitral District <strong>Conservation</strong><br />
<strong>Strategy</strong> process;<br />
■ participate in the design and implementation of<br />
new land use planning laws and process; and<br />
■ participate in ex situ plant genetic resource programmes.<br />
Over the long-term, a commitment is made to:<br />
■ continue implementation of the Biodiversity Action<br />
Plan, then review it;<br />
■ continue the institution-strengthening programmes;<br />
■ implement successful GEF II proposals;<br />
■ establish a number of national parks and protected<br />
areas to a minimum of 10% of the provincial<br />
land base, representing all the ecoregions of the<br />
province; and<br />
■ establish a programme for the collection of traditional<br />
ecological knowledge.<br />
