ered too luxurious in the NWFP, even though they<br />

play a very important role in human development<br />

and the strengthening of civil society.<br />

With well-defined, effective, community-based<br />

land development control measures, many land-related<br />

issues can be addressed and the required space<br />

for basic services can be achieved. This will improve<br />

the quality of life of the people in urban areas and<br />

reduce the negative impacts on the natural environment<br />

and on human health.<br />

No uniform policy at the provincial level can suit<br />

all circumstances, since the socio-economic context<br />

varies from one region to another in the province.<br />

Nevertheless, an effort should be made to develop an<br />

urban land policy for the NWFP based on new initiatives<br />

such as charges for services, land improvement<br />

taxes, and public-sector participation in land acquisition<br />

and development. The urban development institutions<br />

should prepare long-term development plans<br />

based on rational land use patterns and the introduction<br />

of development planning controls in urban areas.<br />

C O M M I T M E N T S<br />

In the next three years, a commitment is made to:<br />

■ clearly define roles and responsibilities and areas<br />

of jurisdiction of various departments for urban<br />

environmental management;<br />

■ establish urban environment committees in each<br />

city, including representatives of all concerned<br />

organizations and of citizens;<br />

■ create an urban archive to keep better land<br />

records;<br />

■ do management reviews of city administrations<br />

and organizations dealing with urban environment<br />

and undertake an institution-strengthening<br />

programme;<br />

■ subject all development projects approvals to an<br />

environmental impact assessment;<br />

■ revive and support local Government institutions<br />

to raise funds to address environmental problems,<br />

especially solid waste disposal, sewerage, and<br />

the supply of clean drinking water;<br />

■ enforce existing available laws regarding environment<br />

protection, with deterrent penalties;<br />

■ train staff of various urban institutions, with the<br />

help of educational institutions, in urban environmental<br />

management;<br />

■ review/amend Urban Planning Ordinance, 1978<br />

to provide more legal power to urban authorities;<br />

■ approve and implement the already prepared<br />

development plans for seven cities by the respective<br />

urban institutions;<br />

■ prepare and implement more infrastructure<br />

improvement programmes for service-deficient<br />

areas in cities and towns;<br />

■ prepare infrastructure improvement and economic<br />

development programmes for secondary and<br />

small towns;<br />

■ include land use planning and zoning regulations<br />

in the proposed new environmental legislation;<br />

■ facilitate the development of vehicular tuning<br />

stations in the private sector;<br />

■ assess the feasibility of a mass transport system<br />

for Peshawar, including the option of reactivating<br />

the Peshawar-Hayatabad railway;<br />

■ introduce lead-free fuel and catalytic converters<br />

technology for vehicles;<br />

■ develop and implement transport plans in each city;<br />

■ ban pressure horns and the misuse of loud speakers<br />

in public places;<br />

■ initiate programmes for the greening of open<br />

spaces and for urban forestry;<br />

■ promote cleaner brick kiln technology introduced<br />

under a German development agency (GTZ)<br />

support project;<br />

■ consider shifting the Peshawar Airport outside the<br />

residential area;<br />

■ complete implementation of the SUDP;<br />

■ put the World Bank Community Infrastructure<br />

Project (CIP) into operation;<br />

■ increase the availability of clean and waste water<br />

treatment in the urban areas;<br />

■ based on experience with the SUDP action plan<br />

for Peshawar, undertake similar programmes for<br />

waste disposal in other towns;<br />

■ protect water bodies such as the Kabul River from<br />

pollutants;<br />

■ carry out studies on water quality and quantity,<br />

and on the solid waste generation rate;<br />

■ initiate programmes for handling special waste;
