proposes that the existing curriculum in relevant university<br />

departments in the NWFP be amended to include<br />

recent concepts in community participation and NGO<br />

work such as participatory rural appraisal, social organizing,<br />

and primary environmental care, together with<br />

case studies of successful NGO work in Pakistan and<br />

the region. This course should be developed in partnership<br />

with key NGO personnel in Pakistan, and the<br />

teaching faculty should include people with solid NGO<br />

experience. In addition, a number of short-term courses<br />

(two to three weeks) on the role of NGOs in development<br />

should be developed and conducted in the<br />

Pakistan Academy for Rural Development, with the<br />

assistance of experienced NGO personnel.<br />

C O M M I T M E N T S<br />

In the next three years, a commitment is made to:<br />

■ establish a Government-NGO partnership for sustainable<br />

development;<br />

N O N - G O V E R N M E N T A L O R G A N I Z A T I O N S 8<br />

■ establish the FRC;<br />

■ establish the FSD with initial seed funding of<br />

Rs. 20 million;<br />

■ improve the environmental management capacities<br />

of NGOs and CBOs;<br />

■ establish the NGO cell in the PE&D Department;<br />

■ improve human resources with the assistance of<br />

NGOs and educational institutions; and<br />

■ reorganize and strengthen the NGO support<br />

mechanisms in the Social Welfare Department.<br />

In the long-term:<br />

■ improve participatory approaches towards development<br />

involving NGOs and community-based<br />

organisations;<br />

■ involve NGOs in decision making at all levels of<br />

the Government;<br />

■ improve NGO-Government coordination at both<br />

the provincial and district levels;<br />

■ evaluate and reform the NGO <strong>Strategy</strong>; and<br />

■ expand NGO strengthening mechanisms, both<br />

governmental and non-governmental.<br />
