The preparation of the Sarhad Pro v i n c i a l
Conservation Strategy has spanned a period
of four years, necessitated by the extensive
process of consultation.
The fact that the document has no one author
lends the greatest legitimacy to the SPCS. The
t rue authors of the SPCS are the people of the
N W F P, re p resented by more than 3,000 men
and women participating in the consultation
p rocess, who generously shared their concern s
and contributed recommendations for solutions.
The SPCS team of IUCN-The Wo r l d
C o n s e rvation Union and their counterparts in
the Government of North West Frontier Pro v i n c e
worked hard, with patience and commitment, to
reflect the priorities generated by the public
c o n s u l t a t i o n s .
The IUCN-SPCS Unit team of technical writers
and authors who interpreted and organised the
ideas include (listed alphabetically): Stephan
F u l l e r, Chief Technical Advisor; Hameed Hassan,
C o o rdinator; Fayyaz Ahmed Khan,
Communication Officer; Saddiq Ahmed Khan,
NGO Coordinator; Dr. G.M. Khattak, Senior
Advisor; Mohammed Rafiq, Programme Dire c t o r ;
Nasir Ajmal Khattak, IUCN volunteer; and Stella
Jafri, Group Head, NGO and Aw a reness Gro u p .
They were supported by the managerial and
s e c retarial staff of IUCN in Peshawar, Karachi
and Islamabad.
The NWFP is the first province in Pakistan, to
have developed and implemented a sustainable
development strategy. This has not been by accident.
An enlightened bureaucratic and political
leadership has consistently inspired and supported
the SPCS process, which has survived several
changes of government during the years of its
development. During this time the strong support
of the NWFP’s Chief Ministers, Mr. Mir Afzal
Khan, Mr. Pir Sabir Shah, and Mr. Aftab Ahmed
Khan Sherpao, deserve special mention. Thanks
a re due to Mr. Khalid Aziz, Additional Chief
S e c re t a ry, NWFP who provided the vision and
commitment, without which the SPCS might not
have been realized. The members of the SPCS
Steering Committee, who made valuable contribution
to the Strategy’s development, are also
gratefully acknowledged.
The IUCN Country Office, under the leadership
of Aban Marker Kabraji, has pro v i d e d
d i rection and support. The eff o rt and contribution
of Linda Starke, the editor of the NCS and
of the IUCN’s Communication Unit—Saneeya
Hussain and Dhunmai Cowasjee—in editing
the final SPCS document merit special
re c o g n i t i o n .
The Swiss Agency for Development and
Cooperation funded IUCN’s assistance to the
development of the SPCS. Their contribution and
consistent support are greatly appreciated.
