parallel filing systems: the Central File and Special File. The
Special File was established to maintain especially sensitive
materials and was administered by politically loyal White House
staffers. The Central File which is the normal filing system for
the White House is run by professional civil service personnel.
All of H. R. Haldeman's files were kept either in Mr.
Haldeman's office or the Special File.
The Annotated News Summaries series of the President's
Office Files renamed the Daily News Summaries Annotated
by the President, 1969-1973 has been reproduced for this
publication. The documents are arranged chronologically.
Researchers should refer to the Index by Subjects and Names
portion of this printed publication to locate documents on a
particular subject.
UPA has microfilmed this entire series.
cession number for reference purposes in the Bibliography and
Index sections and is keyed directly to the location of the docu-
ment within the companion microfiche collection. The first
element of the accession number indicates that the document
on White House, the middle element identifies the number of
the first microfiche card on which the document may be found,
and the third element pinpoints the exact frame (01-96) on the
microfiche where the document begins.
The first and second elements of the accession number are
eye visible on each microfiche card; the third element (frame
