WHEN A POLICE OFFICER sheds his uniform at the end<br />

of his watch, he doesn't shed his responsibility as a<br />

policeman along with it. He is "on-duty" 24 hours<br />

a day. Two recent incidents in which officers risked their<br />

lives are dramatic illustrations of this.<br />

Off-duty Officer Hutchie T. Moore, 10th District, was in<br />

a gas station about 0045 hours on 14 January, talking with<br />

the attendant and an attendant's friend. A man walked in,<br />

used the telephone, looked around and stepped out. Immediately<br />

two other men entered. One of them drew a revolver<br />

and said, "This is a stickup," and ordered them to the rear<br />

of the station.<br />

Just then, two customers, unaware of the robbery, entered<br />

the station. The gunman fired two shots into the floor and<br />

ordered them to join the others.<br />

While one of the robbers held all five at gunpoint, a second<br />

went through the attendant's pockets and took $35. Then he<br />

started to go through Officer Moore's pockets. Moore grabbed<br />

the man, using him as a shield, and as they struggled, the<br />

other robber opened fire. He hit both his ac<strong>com</strong>plice and<br />

Moore. Moore was wounded in the lower body; the ac<strong>com</strong>plice<br />

was hit three times, once in the center of the forehead.<br />

The gunman and first suspect fled. The wounded robber died<br />

a few hours later at Cook County Hospital. Moore was taken<br />

to Mt. Sinai Hospital in critical condition.<br />

The dead man's identification was found in his pockets,<br />

along with papers listing names and addresses of friends.<br />

Through these, detectives from Area #4 Robbery and<br />

Homicide/Sex traced the other two suspects. Both of these<br />

men were arrested the same day and have been charged with<br />

murder, attempted murder and armed robbery.<br />

Two weeks after the shooting, Officer Hutchie Moore<br />

is in good condition and displays good spirits in the<br />

hospital.<br />

OFF-DUTY POLICEMAN Gary Hettinger, 17th District, was<br />

in a lounge with his fiancee on 21 December when two<br />

robbers entered, brandished guns and announced a holdup.<br />

The customers, including Hettinger, surrendered their wallets<br />

and the bartender emptied the cash register.<br />

The two men grabbed the money and were about to leave<br />

through the rear when Hettinger motioned the customers<br />

aside and opened fire. One robber collapsed immediately.<br />

The second turned around and started shooting at Hettinger.<br />

Both men emptied their guns; the officer then' rushed the<br />

robber, struggled with him and finally struck him on the head<br />

with the butt of his gun.<br />

The first holdup man was pronounced dead on arrival at<br />

Northwest Hospital. The second, according to investigating<br />

detectives, has been arrested 13 times since 1961.<br />

Hettinger was unscathed, but his gun was ruined; WBBM­<br />

TV presented him with a new one for his heroic action. *<br />

Officer Casimer Grzeskiewicz,Traffic­<br />

Safety Education Section, receives an<br />

award from Governor Otto Kerner at a<br />

Scouting Pageant, 29 January. Grzeskiewicz<br />

was chosen one of the top<br />

Scout leaders in IUinois.<br />

Award s are nothing new to Grzesk<br />

iewicz : in 1965 he was chosen the<br />

outstanding Scout leader in the statethe<br />

highest award he has thus far won.<br />

H e is also Chairman of hi s Scout<br />

district's Health and Safety Committee;<br />

he is the Department's representative<br />

at Scouting functions; and he is Scout<br />

leader of Troop 48, which this year is<br />

being sponsored by Amvets Police Post<br />

21st District: The stork ended 1965<br />

on a happy tone for the Blanton<br />

"Buddy" Sutton family. Barbara<br />

and Blanton were blessed with<br />

twins: Bernard Michael and Bernadine<br />

Michelle, on 29 December 1965.<br />

21st has maintained its undefeated<br />

season thus for. Congratulations to<br />

Giltmier has announced his engagement<br />

to Pat Kovaka over the<br />

holidays. Their big day is set for 22<br />

August. Congratulations to you,<br />

rohn and Pat . . . On 20 December<br />

'65, at about 0230 hours, OHicers<br />

McClain, Fekete and Regan effected<br />

an on-view arrest of four suspicious<br />

men. The officers observed the men<br />

near parked cars in the parking lot<br />

at 2222 South State Street. Officers<br />

McClain, Fekete and Regan gave<br />

chase and apprehended the offenders.<br />

Investigation disclosed that<br />

these four men were removing a<br />

large quantity of cigarettes, meats<br />

and groceries from three parked<br />

cars in the lot. The subjects were<br />

arrested and transported into the<br />

21st District for processing and interrogation.<br />

It was learned that<br />

these four men had burglarized the<br />

A 6. P store at 2328 1z W . Roosevelt<br />

Road on 20 December '65. It was<br />

also learned that a fire was initiated<br />

to cover the burglary at the store,<br />

and that the property stolen was<br />

valued at $2,000. A search of the<br />

cars produced an acetylene torch,<br />

cutting equipment, and burglary<br />

tools. From the description of the<br />

case, Officers Regan, Fekete, and<br />

McClain did one helluva job. Congratulations<br />

to these officers for<br />

their fine performance . . . Congratulations<br />

to Commander Eg an<br />

on being awarded a "pilot" program<br />

which consists of the plexiglass<br />

vehicles and instituted on a<br />

theory basis for crime reduction.<br />

This program and its merits reflects<br />

the tremendous job being done by<br />

the beat man in the field, and it<br />

further reflects the supervision of<br />

the staff. Congratulations -.to Commander<br />

Egan a nd the fine men at<br />

Intra-Department Basketball League<br />

Did you ever wonder how much<br />

ground is covered by players during a<br />

season's play? This crossed our minds<br />

too, and as close as we can figure, our<br />

fellows logged 1,200 miles, scoring<br />

3,738 points in 39 games during the<br />

first round of play. Incidentally, each<br />

game is played in four 8-minute quarters,<br />

so our guys traveled at 148 M.P.H.<br />

Not bad for a bunch of flatfoots!<br />

If you've been missing this fast action,<br />

you had better make plans to take the<br />

wife and kids to our championship<br />

games starting on Sunday, 7 March, at<br />

Foster Park, 8400 South Loomis Avenue.<br />

The way the league is stacking up,<br />

it's anybody's guess as to what four<br />

teams will join the 7th, 11 th, 20th, and<br />

21 st Districts (First Round Champs)<br />

in the Quarter Finals. Remember, it's<br />

your rooting that will route your boys<br />

to victory.<br />

Matches<br />

In a two-day shoot-off of champions<br />

from our Intra-Departmental Competitive<br />

Pistol Matches on the Headquarters<br />

Range, 22 shooters won special awards<br />

or trophies for bettering other shooters<br />

in their own classification. Topping all<br />

men was Joe Celovsky, with a 573 out<br />

of a possible 600 score. This is "twobulls<br />

and a 7" away from a perfect<br />

score. I understand you're adding a<br />

room to hold your trophies, Joe. Well,<br />

that's the price of success. And thanks<br />

again for giving us something to shoot<br />

for.<br />

years ago, and today, 83-year old Mr.<br />

Boyle is still active in his "retirement<br />

job".<br />

One of Mr. Boyle's hobbies is writing<br />

poetry. For years, his verses have<br />

amused and informed fellow workers in<br />

Record Inquiry as well as delighted his<br />

other friends and family (two daughters,<br />

one son, grandchildren and great-grandchildren.)<br />

WHAT LIES AHEAD in 1966 for the Police Department?<br />

Following is a list of projects slated for development<br />

this year.<br />

• Develop standard operating procedures for obtaining<br />

and broadcasting information on injured crime suspects.<br />

• Develop control form for use in conjunction with writs<br />

and subpoenas originating in Juvenile Court and served by<br />

Youth Division Personnel.<br />

• Complete cross-index of registered bicycles to facilitate<br />

recovery and restoration to owners.<br />

• Develop new cadet uniform suitable for outside wear.<br />

• Evaluate portable police transistor radio receiver for<br />

potential use by patrol and other field personnel.<br />

• Develop new procedures for towing vehicles, relieving<br />

field personnel of current requirement of waiting for tow<br />

trucks.<br />

• Publish new procedures for seizing and impounding<br />

vehicles used in the <strong>com</strong>mission of criminal offenses.<br />

• Conduct roll call training in all districts and areas on<br />

use of mobile relay and radio microphone techniques.<br />

• Complete feasibility study of pedestrian jay-walking enforcement<br />

program.<br />

• Begin roll call sound-slide presentations and install equipment<br />

in districts and units.<br />

• Develop a system for accepting and forwarding telephonic<br />

reports of additional losses in previously reported<br />

burglary cases.<br />

• Inaugurate in-service training program for detectives in<br />

preparation of case reports and court presentations.<br />

• Develop a Juvenile Field Interview Report together with<br />

procedures for its use by Youth Division personnel.<br />

• Establish an improved system for review and classification<br />

of crime reports.<br />

• Inaugurate teletype service to 33 separate state police<br />

agencies in Law Enforcement Teletype System (LETS) .<br />

• Procure and place into service 70 new Handi-Talkies.<br />

• Install potassium bromide press and infra-red beam condenser<br />

in Crime Laboratory.<br />

• Publish Handbook for Crossing Guards.<br />

• Revise medical roll and injury on duty procedures.<br />

• Complete screening and selection of cadet candidates<br />

for 1966 appointments.<br />

• Replace present facsimile equipment with newer and<br />

faster facsimile transmitters and receivers.<br />

• Institute procedures for rapid processing of <strong>com</strong>mon<br />

drunks, eliminating court appearances where feasible.<br />

• Develop a check-list guide for performance ratings.<br />

• Install air conditioning equipment in four prisoner vans.<br />

• Install devices on all microphones using City-Wide I to<br />

eliminate open key problems.<br />

• Submit draft of Rules and Regulations to Police Board<br />

for consideration.<br />

• Complete study to determine feasibility of extending<br />

use of Notices to Appear in lieu of arrest warrants for certain<br />

categories of minor offenses.<br />

• Develop a field instrument for restoring obliterated or<br />

changed motor numbers on vehicles.<br />

• Complete research project in conjunction with Army<br />

Ordnance personnel on possible identification of explosive<br />

mixtures recovered at bomb and arson scenes.<br />

• Install two generators to supply power for <strong>com</strong>munications<br />

in emergencies.<br />

• Prepare Standard Operating Procedure Manual for Detective<br />

Area operations.<br />

• Publish a Guide Book for sworn personnel.<br />

• Revise procedures for investigation and disposition of<br />

traffic accidents involving Department personnel.<br />

It was exam time again for many <strong>Chicago</strong> patrolmen Satur·<br />

day 29 January marked another Sergeants' Exam-the first in<br />

two and one.half years-and 5072 officers turned out in the<br />

sub·zero weather. Lane Tech (see pictures), Wells and Senn<br />

High School served as testing centers. There were 1SO questions<br />

on the morning civil service exam; officers were given two and<br />

one·half hours in which to answer them. The Sergeants' List<br />

will be posted by Civil Service in the near future.<br />
