Rowland Heights is not a city, but an unincorporated area.<br />

The <strong>County</strong> of <strong>Los</strong> <strong>Angeles</strong> is responsible for providing your<br />

municipal services including law enforcement, fire<br />

suppression, libraries, road maintenance, and recreation.<br />

The <strong>Los</strong> <strong>Angeles</strong> <strong>County</strong> Board of Supervisors serves as<br />

your “City Council” and is responsible for making policies<br />

that affect you. The majority of Rowland Heights is located<br />

within the Fourth District, however, a portion located north<br />

of Colima Road and west of Nogales Street is located within<br />

Community Updates & Improvements<br />

New Electronic<br />

Monument Sign Installed<br />

You may have noticed the new electronic sign<br />

welcoming motorists into Rowland Heights on<br />

the south side of Colima Road east of Nogales<br />

Street. The construction of the sign that includes<br />

a community message board, was recently<br />

completed and will help enhance the dissemination<br />

of important <strong>County</strong> information to passing<br />

motorists in your community.<br />

Graffiti Tracker Catches<br />

Vandals in the Act<br />

A high-tech system designed to curb graffiti is<br />

credited for an arrest of a local man accused of<br />

several incidents of graffiti vandalism in the<br />

Rowland Heights area. <strong>Los</strong> <strong>Angeles</strong> <strong>County</strong><br />

Sheriff’s Deputies, using documentation<br />

obtained from the “Graffiti Tracker” program,<br />

recently arrested one of the most active graffiti<br />

vandals in Rowland Heights. The suspect was<br />

arrested and charged with multiple misdemeanor<br />

counts of vandalism, and is currently awaiting<br />

trial. Since then, there have been criminal filings<br />

against two additional suspects.<br />

Before the “Graffiti Tracker,” an arrest like this<br />

would not have been possible because there was<br />

no way of determining which vandals were doing<br />

the most damage or how much damage they<br />

were actually responsible for. The “Graffiti<br />

Tracker” system was created to capture and store<br />

graffiti data. The system gives law enforcement<br />

personnel real-time, street-level intelligence that<br />

allows them to not only focus on the worst graffiti<br />

offenders and their damage, but also to monitor<br />

potential gang violence that is associated with<br />

the graffiti.<br />

Rowland Heights Military Recognition<br />

Banner Program<br />

To honor the dedicated service of Rowland Heights<br />

residents proudly serving in the United States Armed<br />

Forces, the Board <strong>Office</strong> and the San Gabriel Valley<br />

Regional Chamber of Commerce began displaying<br />

recognition banners along major streets of the community.<br />

The “Heights Military Recognition Banner Program”<br />

seeks to honor active military personnel by having a banner<br />

in their name prominently displayed on utility and light<br />

poles. Residents of Rowland Heights who are on active<br />

duty are eligible to participate in the program and receive<br />

a banner. The first group of approximately 54 banners was<br />

installed last year and will be left up indefinitely. In Rowland<br />

Heights they can be found on Fullerton Road, Nogales<br />

Avenue, Pathfinder Road and Colima Road. For more<br />

Training to be Offered to Food Retail Owners<br />

and Operators<br />

The Environmental Health Division of the Department of Public<br />

Health is planning a “Restaurant Summit” for all retail food<br />

operators of the Rowland Heights area. The objective is to<br />

provide education, training and information on Public Health<br />

requirements to assist establishments and to continue to protect<br />

the public’s health. All retail food owners/operators in the area<br />

will be notified.<br />

New Bus Stop Benches and Trash Receptacles<br />

New wrought iron advertising benches will soon be installed to replace the existing wooden<br />

ones in Rowland Heights. In addition, the new wrought iron benches will include the<br />

community name of Rowland Heights. New wrought<br />

iron trash receptacles are also planned for every bus<br />

stop in Rowland Heights. Advertising bench companies<br />

anticipate completing the installation of new wrought<br />

iron advertising benches by Summer 2008. The<br />

Department of Public Works anticipates to complete<br />

installation of wrought iron trash receptacles in Fall<br />

2008. The is all part of the <strong>County</strong>’s continued effort<br />

to enhance the aesthetic of streets in the unincorporated communities. If you see a bus stop<br />

A grand opening ceremony was held on March 7th to celebrate the new Digital Learning<br />

Center at Jellick Elementary School. A $132,000 grant from the <strong>County</strong> of <strong>Los</strong> <strong>Angeles</strong> will<br />

enable students and their families to access 20 laptop computers and a variety of software.<br />

All computers have access to the Internet and printers. A Community Laptop Program allows<br />

residents to check out a computer after completion of 12 hours of computer training. At the<br />

ceremony, Jellick kindergarteners performed for the crowds and members of the community<br />

read to students in celebration of Read Across<br />

America Week.<br />

The grant also funded an extensive multilingual<br />

book section for the school’s new Wonder of<br />

Reading Library, where adult and children’s books<br />

are available in English, Spanish, Korean and<br />

Chinese. According to Jellick Principal Helene<br />

Zimmerman, “Being literate is more than the<br />

ability to read and comprehend a book; it is<br />

the ability to access and share information in<br />

our global world.”<br />

Upgrades to Your Local Parks<br />

Grand Opening Held for<br />

Carolyn Rosas Park<br />

Community Fitness Center<br />

A grand opening celebration was held in March<br />

2008 to commemorate the completion of the<br />

new 2,500-square-foot facility constructed<br />

adjacent to the existing community building.<br />

New to the park is a fitness room, kitchen,<br />

restrooms, storage areas, and an office. The<br />

project complements the existing outdoor<br />

activity areas with a new, 1,700-square-foot outdoor exercise area and landscaping for tai-chi<br />

and other aerobic activities. Drop by and take advantage of this new community resource.<br />

Schabarum <strong>County</strong> Park Project<br />

The 589-acre Schabarum Regional <strong>County</strong> Park will undergo three refurbishment projects in<br />

2008. Look forward to the new rest area for equestrians along the multi-use trail on the east<br />

end of the park in Summer 2008. The rest area will be landscaped and include hitching posts<br />

and watering stations. Also, new play area equipment is scheduled to be installed in early<br />

Summer 2008. Pedestrian bridges along with two vehicle bridges will also be refurbished<br />

and are scheduled to be completed early Winter 2008.<br />

Managing Local<br />

Traffic Signals Will<br />

Offer Smoother<br />

Traffic Flow<br />

Rowland Heights will add 34 traffic signals<br />

on Nogales Street, Fairway Drive, Colima<br />

Road, and Fullerton Road to the <strong>County</strong>’s<br />

central traffic management system. The<br />

traffic management system will allow the<br />

traffic engineers to analyze troubled<br />

areas for timing improvements and alert<br />

maintenance staff to intersection<br />

malfunctions for faster response.<br />

Additionally, the Nogales Street Traffic<br />

Signal Synchronization Project will include<br />

design and construction of synchronization<br />

improvements on Nogales Street. Traffic<br />

signals will be upgraded to include a<br />

vehicle detector in the pavement that will<br />

detect the presence of vehicles, coordinate<br />

the timing of the signals between<br />

intersections, and automatically adjust<br />

the signals to move vehicles through<br />

the intersections more efficiently.<br />

Construction will begin in 2009.<br />

Bill Blevins Park<br />

Children of all ages will enjoy the new playground<br />

equipment scheduled for installation at Blevins<br />

Park. The construction is expected to be completed<br />

early Summer 2008.<br />

Rowland Heights Park<br />

New playground equipment was installed that<br />

now meets the standards of the American with<br />

Disabilities Act. One structure was built for kids<br />

ages 2 to 5 years and a larger structure for kids<br />

ages 5 to 12 years. The new playground equipment<br />

features a 12-foot slide, a galaxy structure for<br />

upper body strength and a spinner.

July parade celebrating our country’s founding.<br />

The parade route travels from Stimson Avenue<br />

and Colima Boulevard and proceeds north on<br />

Stimson Avenue ending at Steinmetz Park.<br />

The 39th Annual Buckboard Day Family Festival<br />

is held annually at Rowland Heights Park in<br />

October. The popular event is co-sponsored by<br />

the <strong>County</strong> of <strong>Los</strong> <strong>Angeles</strong> Department of Parks<br />

and Recreation. In addition to live music, this<br />

year’s Festival will also include activities for children.<br />

Non-profit organizations from the community<br />

are invited to participate by sponsoring an information,<br />

crafts, food, or game booth. There is no charge<br />

for participating, but space is limited. For additional<br />

New Law Regarding Cell Phone Use in<br />

California Takes Effect July 1, 2008<br />

The <strong>Los</strong> <strong>Angeles</strong> <strong>County</strong> Department of Public Health reminds<br />

you that effective July 1, 2008, California law will:<br />

• Prohibit the use of “hand-held” cell phones among drivers<br />

18 years and older, except for emergency calls to law<br />

enforcement and public safety agencies, and for certain<br />

commercial vehicles for which the law’s effective date is<br />

July 1, 2011.<br />

• Prohibit a driver under the age of 18 years from using ANY<br />

wireless device, even if equipped with a hands-free or<br />

mobile service device, except during an emergency.<br />

Digital Television<br />

In less than a year, the country will change the way it sends<br />

television signals. Your TV signal is switching to “digital.” After<br />

February 17, 2009, most of the old analog signals will be gone<br />

and most of the stations will use only the new digital signals.<br />

What does this mean to you?<br />

• If all of your TVs are hooked up to cable or satellite, you will<br />

continue to get your TV after the switch. Check with your<br />

cable or satellite company to be sure.<br />

• If you have digital TV, you are ready for the switch. If your<br />

TV is more than 10 years old it probably is not digital. If it<br />

is less than 10 years old, ask the manufacturer if your TV<br />

is “analog-only.”<br />

• If you have an analog-only TV with a roof top antenna or<br />

“rabbit ears,” you will need to purchase a converter box.<br />

Brush Clearance<br />

On Tuesday, August 21, 2007, the <strong>Los</strong> <strong>Angeles</strong> <strong>County</strong> Fire Department<br />

responded to a brush fire in Hacienda Heights. Approximately 100 acres<br />

burned and over 300 firefighters responded. Fortunately, there were no<br />

injuries or loss of property.<br />

The <strong>Los</strong> <strong>Angeles</strong> <strong>County</strong> Fire Department will begin annual residential<br />

brush inspections, starting May 1, 2008. Please follow these simple tips:<br />

• Remove flammable vegetation and other combustible growth within<br />

30 feet of any structures.<br />

• Landscape using drought-tolerant and fire-resistant plants.<br />

• Space trees and shrubs a minimum of 15 feet apart (or three times<br />

their diameter) from other shrubs.<br />

• Remove dead branches, leaves and all stacks of combustible materials.<br />

• Stack wood at least 30 feet from structures.<br />

• Remove flammable vegetation within 10 feet of wood piles.<br />

Coyotes are often sighted in Rowland Heights. There are important<br />

precautions to take to discourage coyote visits to your property:<br />

• Never leave small children unattended in areas where<br />

coyotes are known to be, even in your yard.<br />

• Keep small pets indoors. Keep pet food indoors or promptly<br />

remove dishes when pets complete their meal outside.<br />

• Outdoor lights with motion sensors may keep coyotes<br />

from your property at night.<br />

• Clear brush and dense weeds from around your property;<br />

this deprives rodents of shelter and reduces cover for<br />

coyotes who search for rodents for food.<br />

• Maintain trash cans with secure lids that will not open if<br />

tipped over. Put trash out the morning of pick-up.<br />

• Do not feed or provide water for coyotes or other wildlife.<br />

It is against the law to feed coyotes.<br />

Adopt a Pet<br />

Adoption fees for first time adoptions are $33 for cats and $38 for<br />

dogs. Fees include the pets’ initial vaccinations, spay/neutering<br />

costs, and microchips.<br />

Every Pet Owner is Required to Follow These Laws:<br />

• The Leash Law - it is not permitted to let your dog run loose day<br />

or night, with or without a license.<br />

• Rabies Vaccination Requirements - rabies vaccinations must be<br />

kept current for all dogs and cats.<br />

• Annual Licensing Requirements - a license tag must be purchased<br />

annually for dogs and cats and secured to their collar.<br />

• Provide Animals Proper Shelter - animals must have access to<br />

shelter from rain and sun at all times.<br />

• Provide Animals Food and Water - failing to provide an animal<br />

with adequate food or water is punishable by the State Penal Code.<br />

• Transportation of Animals - it is not permissible to transport any<br />

dog in the back or bed of any open truck or other open vehicle<br />

while traveling on a <strong>County</strong> road, street, highway, lane or alley.<br />

• Anti-Tethering - With few exceptions, no person shall tether,<br />

fasten, chain, tie, or restrain, a dog to a tree, fence, dog house<br />

or any other stationary object.<br />

• Mandatory Spay/Neuter & Microchip Ordinance - All dogs must<br />

be spayed or neutered and microchipped unless the pet is<br />

qualified for an “exemption.”<br />

New Program in Place to Prosecute Animal Cruelty Cases<br />

A new program is in place to ensure uniformity throughout the<br />

county in prosecuting animal cruelty cases and to let the public<br />

know abuse of an animal will not be tolerated. Deputy District<br />

Attorney Deborah Knaan will serve as the <strong>Los</strong> <strong>Angeles</strong> <strong>County</strong><br />

Animal Cruelty Case Coordinator. As a result of this new program,<br />

prosecutors and law enforcement officers throughout <strong>Los</strong> <strong>Angeles</strong><br />

<strong>County</strong> will be better trained to investigate and<br />

prosecute animal abuse cases and all<br />

branch offices will designate a specific<br />

deputy district attorney to prosecute<br />

2. Check with Regional Planning to verify whether<br />

there are any zoning violations in the center.<br />

Regional Planning cannot accept or approve<br />

your application until all violations have been<br />

abated at the location.<br />

3. Verify that there is sufficient parking in the<br />

center and whether your business will require<br />

additional parking. If the parking needs from<br />

existing legal businesses already reach or<br />

exceed the number of parking spaces allowed,<br />

you need to obtain additional approvals from<br />

Regional Planning.<br />

Any of these issues may delay opening your<br />

business even if you have already signed your<br />

lease with the property owner. To protect your<br />

interests, contact Regional Planning before you<br />

The Department of Public Works (DPW) administers the street lighting program which<br />

is funded through property tax assessments. Southern California Edison (SCE) installs<br />

the street lights and responds to maintenance calls. Upon receipt of a street lighting<br />

request, DPW will:<br />

• Determine if your area is part of an existing <strong>County</strong> Lighting District.<br />

• If you are not in the district, DPW will prepare a petition for a community member<br />

to circulate among the affected property owners. Annual assessments are $5 per<br />

single-family homes, with higher rates for other land uses.<br />

• Once the petition is signed by at least 60% of the property owners and verified by<br />

DPW, an engineer’s report and a formal ballot proceeding is initiated. The ballots are<br />

then sent out to the property owners within the petition area. If a majority of the<br />

weighted ballots are returned in opposition to being part of the district, then the<br />

proceeding is terminated. Otherwise, the territory becomes part of the lighting district<br />

and street lights are generally installed by SCE within 4 to 6 months.<br />
