Transfers responsibility of PCSR to ISD,<br />
eliminating time associated with PCSR reviews by<br />
departments.<br />
Elimination of Brown Act requirement, reducing<br />
the time required to post notices and make<br />
notifications.<br />
Reduces cost to departments of convening a<br />
<strong>County</strong> Review Panel (CRP). Currently,<br />
departments are paying for the participation of<br />
multiple 120-day employees to review<br />
documents and attend CRP meeting.<br />
Reduces the time that panel members spend<br />
reviewing documents, preparing questions, and<br />
making preliminary determinations.<br />
Eliminates the need to involve <strong>County</strong> Counsel in<br />
CRP paper reviews, consulting with CRP<br />
members, representing departments at CRP<br />
meetings and attending CRP meetings.<br />
Eliminates the legal fees that vendors are<br />
incurring when they seek legal representation at<br />
the CRP meetings.<br />
Retains vendor’s opportunity to protest under<br />
