In common with traditional telecommunications networks, cellular radio in most<br />

European countries is run by the Post, Telegraph and Telephone organizations (PTTs) on a<br />

monopoly basis. The main exception is the United Kingdom, where two network<br />

operators compete for market penetration. There is also limited competition in Sweden.<br />

France has licensed a second cellular radio operator whose NMT-450 network was<br />

scheduled to begin service in March 1989.<br />
