Greetings <strong>Iowa</strong> District Tennis Members,<br />
This past year, I was asked to serve again as <strong>Iowa</strong> District President, and did so. My<br />
previous terms were 1991-1994, and 1997-1998. I would like to say that this will definitely<br />
be my last term. That being said, quite a few changes have occurred, including three<br />
National logos, the most recent, a shield, above. In addition, <strong>com</strong>puters have entered every<br />
phase of the sport: for rankings, for ratings (NTRP), for websites, and for publications,<br />
among other facets of this gem, the <strong>USTA</strong>.<br />
My goals are as follows:<br />
• To find and secure my replacement<br />
• To encourage play<br />
• To encourage volunteerism within the organization<br />
• To expand <strong>com</strong>munication among members<br />
I would hope that tennis, which is growing nationally, will also grow in <strong>Iowa</strong>. Please call<br />
or e-mail me and other ITA officials (that information is on a separate page) if you have<br />
questions or suggestions, and if possible try to attend the annual and semi-annual meetings<br />
to familiarize yourself with the organization and the processes, and to be<strong>com</strong>e involved in<br />
some way.<br />

IOWA DISTRICT TENNIS HALL OF FAME<br />
The appointed Hall of Fame Committee gathers, accepts, or procures nominations and<br />
supporting data regarding candidates and evaluates the merits of each. At the fall meeting of<br />
the <strong>Iowa</strong> Tennis Association, the Committee presents its re<strong>com</strong>mendation for new members,<br />
if any. A secret ballot by those entitled to vote at the meeting determines whether or not<br />
the re<strong>com</strong>mended candidate(s) is/are approved. Approval by 50%+ of eligible voters at the<br />
meeting is required for selection to the Hall of Fame.<br />
SELECTION CRITERIA --- GUIDELINES<br />
It seems appropriate to select 1, 2, or 3 nominees each year, although special circumstances might dictate<br />
none or 4+ on special occasions.<br />
The ITA Hall of Fame is meant to honor those few individuals who have made outstanding contributions<br />
to tennis in the <strong>Iowa</strong> District. They may have contributed as administrators, players, directors, coaches, or<br />
by other forms of service, and over a <strong>com</strong>paratively long period of time.<br />
We recognize good players with annual rankings and Player of the Year awards. A Hall of Fame player<br />
would be unusually talented and successful over a long period of time.<br />
We make a group of annual awards to honor special achievements in specific categories such as Adult<br />
Player, Junior Player, Recreational Player, Family, Facility, Tournament, Official, Community Service, and<br />
Outstanding Contribution to <strong>Iowa</strong> Tennis.<br />
The Hall of Fame takes note of special qualities of leadership, longevity, wisdom, etc. Being an officer of<br />
the ITA is valuable service to tennis and may be a factor, but should not be considered an automatic road<br />
to selection.<br />
The Committee is expected to consider persons of various ages, varying periods of activity, a variety of<br />
types of service, and from all areas of the state. This summary of criteria should be published periodically<br />
in the <strong>Iowa</strong> <strong>Net</strong> <strong>News</strong>.<br />
Proper recognition of a selection should be given at the spring meeting of the ITA or at an appropriate<br />
event in the selectee’s home area.<br />

NEW DOUBLES DIVISIONS FOR <strong>2013</strong><br />
The Super Six Series idea came from the template of the US Open Series in the professional ranks.<br />
The ITA wants to provide an incentive to play additional tournaments<br />
during the year with a <strong>com</strong>petitive year end championship.<br />
These tournaments will be used to determine the “Super Six” year end ranking.<br />

Junior Rankings and Standings Regulations<br />
I. Year End Ranking Requirements- Year end rankings are the final<br />
ranking of players for any given calendar year. A singles player or doubles<br />
team may achieve a year end <strong>Iowa</strong> District Ranking by participating in<br />
a minimum of 4 tournaments in the <strong>Iowa</strong> District with one (1) win.<br />
Year end rankings are calculated on players’ best five (5) tournaments,<br />
and a minimum of 4 tournaments. Doubles will follow the same ranking<br />
requirements of 4 tournaments and it will be an individual doubles ranking.<br />
Only the points in a specific age group will count towards your ranking.<br />
Any tournament played in the <strong>Iowa</strong> District will count towards your year<br />
end ranking.<br />
II. ITA Standings list- Standings are the current order of players at any<br />
given time of calculation. Singles and doubles standings will be posted<br />
weekly at www.iowa.usta.<strong>com</strong>. Standings will include all players who have<br />
accumulated at least one (1) ranking point. Standings are calculated on a<br />
player’s best five (5) tournament results during the previous twelve (12)<br />
months. The <strong>Iowa</strong> District Standings list will only include tournaments<br />
played in the <strong>Iowa</strong> District. Points earned in higher age divisions will count<br />
towards your standing in a lower age group. Player records should be<br />
checked periodically throughout the year. Corrections may be sent to the<br />
ITA office at any time, but must be received no later than December 10. A<br />
standing cannot be appealed.<br />
III. Standings and Ranking Considerations:<br />
A. Year end rankings and current standings will be calculated on the<br />
basis of the points per round system. Ranking points are those<br />
points that are awarded based on the points per round table in this<br />
book and published on the <strong>Iowa</strong> District website.<br />
B. The ITA will yearly review the points per round table to determine<br />
which tournaments shall be included in the standings and rankings,<br />
the relative levels of the tournaments to be included, and the<br />
number of points to be assigned per round for each tournament<br />
level.<br />
C. Points earned during the entire calendar year will be included in<br />
determining year end rankings. Points earned during the previous<br />
twelve (12) months will be included in determining current<br />
standings.<br />
D. Players earn points for wins in each round of a tournament,<br />
determined in accordance with the points per round table.<br />
E. If a player advances in the first round due to a default and loses the<br />
next round, the player will receive points for the first round win.<br />
F. Byes do not qualify as wins.<br />
G. Withdrawals, defaults, walkover, and retirements qualify as wins for<br />
the advancing player and points are earned for that round.<br />
H. A player who is defaulted from a tournament for code violations for<br />
misconduct forfeits any points accumulated during the tournament.
<strong>2013</strong> <strong>Iowa</strong> Endorsement Procedure<br />
An <strong>Iowa</strong> endorsement tournament (<strong>Iowa</strong> District Closed) will be played in each age<br />
division. The objective is to determine the one (1) player in each age division that will be<br />
endorsed to play the <strong>USTA</strong>/MV Segment II Supers and to determine who will represent the<br />
<strong>Iowa</strong> District in the 10’s, 12’s and 14’s Team Events.<br />
The Endorsement tournaments will be limited to 16 players and will utilize the Missouri<br />
Valley Standings list to determine the participants based on entries received and the seeding<br />
for the events. Players must be current <strong>Iowa</strong> District <strong>USTA</strong> members to participate. It<br />
is mandatory that the player who earns the endorsement spot must participate in at least<br />
one of the 2011 Segment II Supers events in the same age division that they earned the<br />
endorsement spot. Players who fail to do so will lose all points accrued at the endorsement<br />
tournament and forfeit the right to play the following year’s endorsement tournament.<br />
Segments I and III endorsement spot will be based on the most current Missouri<br />
Valley standings list at the time of entry. The <strong>Iowa</strong> District Junior Competition Committee<br />
(IDJCC) reserves the right to review wildcard applications for segments I and III. Please<br />
submit your application via email to phil-iatennis@hotmail.<strong>com</strong> 30 days prior to the Super<br />
tournament deadline.<br />
*Please note that starting in 2011 each district will now receive 1 endorsement spot for<br />
each segment.<br />

AGE ELIGIBILITY - The Process of Entering a Tournament<br />
(and what this really means)<br />
ALL JUNIOR PLAYERS, <strong>com</strong>peting in <strong>USTA</strong> sanctioned events, you may play an age division<br />
until the month in which you age up, or, in other words, until your birthday month. This means that<br />
players who are 12, 14, 16 or 18 years old may continue, to play in their 12, 14, 16 or 18 age division<br />
until the month in which they turn 13, 15, 17 or 19, respectively.<br />
For example: A player who turns 15 in October, may play in the 14-and-under age up to and through<br />
September 30. Starting October 1, this player must play in the 16-and-under age division.<br />
As in the past, you may also elect to play in an older age division before you are required to do so.<br />
However, it is IMPORTANT that you consult your Section’s rulings to be certain of your eligibility<br />
in more than one age division before making this choice.<br />
<strong>Iowa</strong> Team Events<br />
The Missouri Valley Section holds team events in the 10’s, 12’s & 14’s age groups. The <strong>Iowa</strong> District<br />
Teams will be determined by the order of finish in the Endorsement Tournaments for each age group.<br />

Each year the <strong>Iowa</strong> Tennis Association honors the volunteers, associations and programs that have<br />
done an outstanding job to promote the sport of tennis. If you know of a person, an association or<br />
program that should be recognized, send in a nomination. A detailed description about the person,<br />
association or event, press releases, and photos will assist the awards <strong>com</strong>mittee. After giving out<br />
awards at the ITA level, we may submit up to 3 nominations per category to the <strong>USTA</strong>/Missouri<br />
Valley Awards Committee for consideration. If more than one nomination for a category is forwarded,<br />
please indicate the preference of rank first through third. Six of the Sectional awards will be forwarded<br />
to the United States Tennis Association to be considered for the national award, in the respective<br />
categories (denoted by an asterisk). (Please submit ITA Awards by August 27, <strong>2013</strong> Nomination forms<br />
can be downloaded from the <strong>Iowa</strong> District website, clicking on the Awards tab)<br />
COMMUNITY SERVICE EXCELLENCE (award for an individual only)<br />
Community service awards are given for recent significant contributions made to tennis development by<br />
individuals actively involved in teaching tennis through <strong>com</strong>munity centers, schools and parks, inner city or<br />
suburban programs.<br />
Criteria to consider when nominating are:<br />
A. Scope of program.<br />
B. Depth of involvement in <strong>com</strong>munity, i.e., impact on <strong>com</strong>munity’s overall recreational picture.<br />
C. New and innovative features resulting from candidate’s activities.<br />
D. Inspirational and motivational work with adult or juniors,<br />
E. Involvement of other recreation organization such as the YMCA/YWCA, Boy Scouts, Girl<br />
Scouts, etc., in the establishment of a <strong>com</strong>munity oriented program, association with the<br />
<strong>USTA</strong>/ Missouri Valley Section and / or District.<br />

Distinguished Service Award recognizes performance, dedication and ac<strong>com</strong>plishment of an individual’s effort<br />

TENNIS FAMILY OF THE YEAR* (award for a family only)<br />
This award is made annually to the family who in recent years has done the most to promote amateur tennis<br />
– primarily on a volunteer basis. Ideally all members of the family should participate in some way, either as<br />
a player or by offering their services in promoting tennis by directing programs and tournaments and helping<br />
with Junior Development from the beginning stages through the college level.<br />

Recognition of an Adult player (4.0 and below) who participates in <strong>USTA</strong> League Tennis or Team Tennis<br />
(adult) on a regular basis AND recognition of a junior player who participates in Jr. Team Tennis (youth) on a<br />
regular basis. Both recipients should demonstrate good sportsmanship and a lover for the game.<br />
OUTSTANDING CONTRIBUTOR TO <strong>USTA</strong> YOUTH PROGRAMS<br />
(award for an individual only)<br />
This person(s) has made significant contributions to <strong>USTA</strong>/Missouri Valley/<strong>Iowa</strong> Tennis Association 1) junior<br />
recreational programs, including <strong>USTA</strong> School Tennis, NJTL, Jr. Team Tennis and junior novice events or<br />
2) adaptive/wheelchair/special populations programs. Efforts may include CTA development, fund raising,<br />
equipment repair and distribution, summer tennis, special events, pro assistance, and education.<br />

Part-time or full-time reporter, writer, editor, etc. who provides extensive media support for the sport of tennis<br />
and its related activities. Criteria include coverage of <strong>USTA</strong>/Missouri Valley/ITA programs and events,<br />
frequency and depth of coverage and overall involvement in the tennis field.

This person(s) has done the most to advance the High Performance/Competitive Training Center program.<br />
Has assisted in searching for new talented junior players, administration of Competitive Training Center(s) and<br />
/or coaching team events.<br />

This person(s) has made significant contributions to <strong>USTA</strong> League Tennis Program. Has participated<br />
on teams, assisted in the promotion of the program, assisted in the administration of the leagues and/or<br />
volunteered at sectional championships.<br />
DONNA FARLEY OUTSTANDING OFFICIAL (award for an individual only)<br />
The Donna Farley Outstanding Official award is based upon high standard of officiating, proper control of a<br />
match and for providing appropriate leadership, both on and off court in the pursuit of umpiring in the <strong>USTA</strong>/<br />
Missouri Valley Section. This award was renamed in 2009 as a tribute to the dedication and service Donna<br />
Farley has contributed over the many years to this profession.<br />
OUTSTANDING HIGH SCHOOL COACH (award for an individual only)<br />
Recognition of a high school coach who meets the following criteria:<br />
High School team had a record of success in win-loss and/or in improvement in players during the season;<br />
develops his/her players’ physical, mental and emotional abilities during the season and helps promotes<br />
development throughout the rest of the year; maintains high ethical and sportsmanship standards; promotes a<br />
passion for tennis in his/her team, school and <strong>com</strong>munity; supports and promotes <strong>USTA</strong> programs.<br />
FACILITY OF THE YEAR* (award for an organization only)<br />
Recognition will be awarded to outstanding tennis facilities under the jurisdiction of:<br />
A. A parks and recreation department.<br />
B. An educational institution.<br />
C. An industrial <strong>com</strong>plex/convention center.<br />
Criteria to consider when nominating a facility are:<br />
A. Overall layout and adaptation to site.<br />
B. Excellence of court surface and lights.<br />
C. Ease of maintenance.<br />
D. Ac<strong>com</strong>modations – players, spectators, press/officials.<br />
E. Aesthetics – graphics, use of signs, landscaping, etc.<br />
F. Amenities – casual seating for spectators, food services and social areas.<br />
10 and UNDER TENNIS PROVIDER AWARD (award for an individual only)<br />
The 10 and Under Tennis Provider Award is given to a person who is providing a full-service 10 and Under<br />
Tennis program. The ideal candidate meets the following criteria:<br />
A. Program is registered on 10andundertennis.<strong>com</strong><br />
B. Program includes clinic and <strong>com</strong>petition progression (red to orange to green to yellow)<br />
C. May be a Kid's Tennis Club<br />
D. Host Play Days<br />
E. Includes Jr. Team Tennis<br />
F. Hosts tournaments<br />
G. Must be a <strong>USTA</strong> organization member<br />
MEMBER ORGANIZATION OF THE YEAR* (award for an organization only)<br />
Recognition of outstanding service by clubs and other member organizations. It also represents a standard in<br />
which all member organizations can strive to achieve.<br />
The criteria listed below are general guidelines that can be used in the selection process for the Sectional Organization<br />
of the Year award. An organization is not required to satisfy all of the suggested criteria in order to qualify.<br />
A. Service to the tennis <strong>com</strong>munity.<br />
a. Donating facilities for amateur tournaments of all types.<br />
b. Giving courts for free clinics for the general public.<br />
c. Giving facilities for interscholastic play.<br />
d. Giving facilities for league and interclub play.<br />
e. Allowing promising non-member juniors the use of the courts<br />
f. Taking active role in Sectional or District affairs.<br />
g. Allowing use of facilities for Sectional or District events.<br />
h. Prompt payment of <strong>USTA</strong> annual dues.
B. Service to organization members.<br />
a. Maintaining an active tennis program including:<br />
i. Tennis ladders.<br />
ii. Tournaments in various categories.<br />
iii. Encouraging, promoting, and participating in league and interclub play.<br />
b. Maintaining effective systems for keeping membership informed of <strong>USTA</strong><br />
Sectional and District tournaments and activities and of pertinent changes in <strong>USTA</strong><br />
and sectional rules and regulations.<br />
c. Encouraging and assisting junior players.<br />
C. General service to the game of tennis.<br />
a. Activities which promote and strengthen the game of tennis within the member<br />
organizations and in the <strong>com</strong>munity.<br />
Activities promoting the benefits of individual membership in the <strong>USTA</strong>.<br />
OUTSTANDING JUNIOR TOURNAMENT<br />
Criteria is tournament organization, knowledge of players records and ranking to effect proper seeding,<br />
fair and equitable scheduling, adequate staffing for tournaments, i.e. Referees, Umpires, Amenities such as<br />
barbeque, baseball tickets, towels and information dissemination.<br />

OUTSTANDING COMMUNITY TENNIS ASSOCIATION*<br />
(award for an organization only)<br />
A <strong>USTA</strong> Community Tennis Association (CTA) defined as: “Any incorporated, geographically defined,<br />
not-for-profit, volunteer-based tennis organization that supports or provides programs, which promote and<br />
develop the growth of tennis.” All CTAs nominated must be registered with the <strong>USTA</strong> and be a current <strong>USTA</strong><br />
organization member.<br />
Criteria include: CTA History, Strong Leadership, Mission Statement, Strategic Plan, Organization Structure,<br />
Program offerings, Volunteer recruitment, Community Relationships, Fundraisings, Marketing and PR Plans,<br />
Staff positions, Special Recognitions, Registered CTA, <strong>USTA</strong> Organization member.<br />
EVENT OF THE YEAR<br />
Recognition of an event, other than a tournament (i.e. Regional Rally, membership parties, training workshops,<br />
fundraisers, WTT, etc.) that brought tennis to the forefront in the <strong>com</strong>munity. This event mobilized <strong>com</strong>munity<br />
resources.<br />
PRESIDENT’S AWARD<br />
To be defined and selected by the ITA District President annually.<br />
GRIEVANCE PROCEDURES<br />
a. Composition. At the Fall Meeting, the Board of Directors shall appoint a Grievance Committee<br />
<strong>com</strong>posed of a Chairperson and two Individual Members of the ITA. No member of the Board of<br />
Directors may serve on the Grievance Committee.<br />
b. Powers. The Committee shall be responsible for enforcing the Articles of Incorporation,<br />
By-Laws, and Standing Orders of the ITA, MVTA, and <strong>USTA</strong>. It shall also enforce the Rules of Tennis,<br />
and the <strong>USTA</strong> standards of conduct, fair play, and good sportsmanship. The Committee shall have<br />
jurisdiction over any <strong>USTA</strong> member participating in any District event regardless of the member’s<br />
residence. The Committee shall have jurisdiction over ITA members participating in events beyond the<br />
geographical limits of the <strong>Iowa</strong> District.<br />
The Grievance Committee shall not have jurisdiction over any incidences which may arise from<br />
participation in the <strong>USTA</strong> League Programs, including the <strong>USTA</strong> Adult League Program, the <strong>USTA</strong><br />
Senior League Program, the <strong>USTA</strong> Mixed Doubles Program, or similar <strong>USTA</strong> sponsored programs which<br />
have a formal grievance procedure.
Grievance Procedures - continued<br />
The Committee may take such action to resolve a grievance as it, in its absolute discretion, deems<br />
appropriate. The Committee may impose fines and suspensions. If the Committee finds that the<br />
ITA or one of its <strong>com</strong>mittees did not follow <strong>USTA</strong>, MVTA, or ITA rules and regulations, it may<br />
order the ITA and its <strong>com</strong>mittees to take specific corrective actions.<br />
c. Filing a Written Complaint. All <strong>com</strong>plaints must be written and filed with the<br />
Chairperson of the Committee. The <strong>com</strong>plaints should explain how a person or <strong>com</strong>mittee<br />
violated the Articles of Incorporation, By-Laws, or Standing Orders of the ITA, MVTA, or <strong>USTA</strong>.<br />
If applicable, the <strong>com</strong>plaint should explain how the Rules of Tennis or the <strong>USTA</strong> standards of<br />
conduct, fair play, and sportsmanship were violated.<br />
d. Notice of Complaint. The Chairperson shall send a copy of the <strong>com</strong>plaint to the accused<br />
person or <strong>com</strong>mittee. If the accused person is eighteen years of age or younger, the Chairperson<br />
shall also send a copy to at least one parent.<br />
e. Decisions by the Chairperson and the Vice-Chairperson. Upon receiving a <strong>com</strong>plaint, the<br />
Chairperson, acting alone, may take action on the basis of such investigation as the Chairperson, in<br />
his or her absolute discretion, deems appropriate. The Chairperson, before taking action, shall not<br />
be required to hold any hearing but may consult with other members of the Grievance Committee.<br />
The Chairperson may take any action authorized by this Article, including the imposition of a fine<br />
of up to $500.00 and the suspension of a person for such period as the Chairperson, in his or her<br />
absolute discretion, deems appropriate.<br />
In the Chairperson’s absence, or at his or her request, the Vice-Chairperson shall have the same<br />
powers as the Chairperson to resolve the grievance, including the power to fine or suspend a person.<br />
The Chairperson or the Vice-Chairperson shall promptly notify the person accused of a violation<br />
of his or her decision by mail. The notification shall state the Chairperson’s reasons for his or her<br />
decision. If the person accused is eighteen years of age or younger, a copy of the decision shall also<br />
be sent to at least one parent.<br />
f. Appeal to Grievance Committee. Within thirty days after the person penalized receives<br />
the written notice of decision, the person penalized may appeal the decision by addressing a<br />
written request to the Chairperson for a hearing before the Grievance Committee.<br />
g. Grievance Committee Hearing. The Chairperson shall promptly fix a time and place for<br />
the hearing and shall give the person charged at least eight days written notice. Telephone hearings<br />
are authorized. The person charged shall have the right to appear in person or by telephone, with<br />
one representative, to present testimony and evidence and to cross-examine witnesses.<br />
A majority of the Grievance Committee members shall constitute a quorum. The Committee may<br />
affirm, modify, or reject the prior decision. It may impose any additional penalties (including<br />
assessing the costs of the hearing) that it deems appropriate. The Committee shall promptly<br />
prepare a written finding of facts. The Committee shall promptly notify the person charged of its<br />
decision by mail and shall include its findings of facts.<br />
h. Original Hearing before the Grievance Committee. The Chairperson, instead of acting<br />
on a <strong>com</strong>plaint under paragraph “e”, may hold a hearing before the full Committee and have it<br />
render a decision.<br />
The hearing shall be held in accordance with the provisions of paragraph “g”. The Committee may<br />
take any action authorized by this Article, including the imposition of a fine of up to $1000.00 and<br />
the indefinite suspension of a person.<br />
i. Appeal to Executive Board. Within thirty days after the person penalized receives the<br />
written notice of the decision of the Grievance Committee, the person penalized may appeal the<br />
decision by addressing a written request to the President of the ITA for a review of the Grievance<br />
Committee’s decision by the Executive Board.
Grievance Procedures - continued<br />
After receiving the written request for such a review, the Executive Board shall promptly review<br />
the findings of fact and the decision of the Grievance Committee. The Executive Board shall not<br />
be required to hold any hearing and its decision may be based entirely on the finding of fact of the<br />
Grievance Committee. However, the Executive Board may hear further testimony and receive such<br />
further evidence as it, in its absolute discretion, deems appropriate. The Executive Board shall have<br />
the power to affirm, modify, or reject the decision of the Grievance Committee, but may not impose<br />
any harsher penalties.<br />
Following its review, the Executive Board shall promptly notify the person penalized of its<br />
decision by certified mail. The decision of the Executive Board shall be final and binding, unless<br />
the penalized person is granted an appeal before the MVTA or <strong>USTA</strong> Grievance Committees, and<br />
the penalty imposed under the ITA Grievance Procedures is modified or reversed by the MVTA or<br />
<strong>USTA</strong> Grievance Committees.<br />
j. Emergency Grievance Procedure. Complaints that the Chairperson deems to require<br />
immediate action may be filed by telephone. Until a written <strong>com</strong>plaint is received, the Chairperson<br />
may decide only that portion of the matter that the Chairperson deems urgent. The Chairperson<br />
shall act on the basis of such investigation as the Chairperson, in his or her absolute discretion,<br />
deems appropriate. The Chairperson shall act as soon as possible. The Chairperson may notify the<br />
parties involved of his or her decision by telephone. In the Chairperson’s absence, or at his or her<br />
request, the Vice-Chairperson shall have the same power to act.<br />
Any person aggrieved by the Chairperson’s action may appeal to the Emergency Grievance<br />
Appeal Board. This Board is <strong>com</strong>posed of the President of the ITA and two of the Vice-Presidents<br />
of the ITA. Two members of the Emergency Grievance Appeal Board shall constitute a quorum.<br />
The aggrieved person may appeal to the Board by telephone to the President of the ITA. If the<br />
President is unavailable, then the aggrieved person may appeal by telephoning any member of the<br />
Emergency Grievance Appeal Board. The Board may meet in person, by telephone conference call,<br />
or by a series of telephone calls. The Board shall act on the basis of such investigation as it, in its<br />
absolute discretion, deems appropriate. The Board shall have the power to modify, affirm, or reject<br />
the Chairperson’s decision. The Decision of the Board shall be final.<br />
k. Effective Date of Disciplinary Action. Actions taken under the Emergency Grievance<br />
Procedure shall be effective as soon as the decision of the Chairperson, or in the case of an appeal,<br />
the decision of the Emergency Grievance Appeal Board, is rendered.<br />
All other penalties imposed by the Chairperson, the Grievance Committee, or the executive Board<br />
shall be effective on the thirtieth day following the mailing of the written decision to the penalized<br />
person, unless that person utilizes the appeal procedure.<br />
l. Fines. All fines shall be payable to the ITA.<br />
m. ITA’s Right to Appeal. The ITA, its officers and its <strong>com</strong>mittees shall have no right to<br />
appeal.<br />
Exhaustion of Administrative Remedies<br />
By participating in any activity authorized by or within the jurisdiction of the ITA, a person agrees to<br />
follow the Articles of Incorporation, By-Laws, Standing Orders, and rules and regulations of the ITA, and<br />
to exhaust all administrative remedies provided in these ITA documents in each controversy and <strong>com</strong>plaint<br />
involving participation in ITA activities.
