<strong>Standard</strong> <strong>Bus</strong> <strong>Procurement</strong> <strong>Guidelines</strong><br />
Organization<br />
The SBPG are organized in 5 parts. The first part is presented in two alternative versions for use in<br />
<strong>com</strong>petitive negotiations (Request for Proposals) or sealed bidding (Invitation for Bids), respectively.<br />
The remaining four parts can be used in either method of procurement, with options to be designated<br />
based on the method of procurement. The sections of the document are:<br />
1. Request for Proposals, Offer, and Award (to be used in <strong>com</strong>petitive negotiation)<br />
1. Solicitation, Offer, and Award (to be used for sealed bids)<br />
2. General Contractual Provisions<br />
3. Quality Assurance Provisions<br />
4. Warranty Provisions<br />
5. Technical Specifications (under development)<br />
Part 1 contains the instructions to the manufacturers and other information relating to the<br />
procurement process. It also contains standard forms to be submitted by the offerors, including an<br />
offer (proposal or bid) form, which is section 1.2, and an award form to be used by the procuring<br />
agency (section 1.3). An appendix to the first version of Part 1, “Request for Proposals, Offer, and<br />
Award,” contains an illustrative evaluation process to be used in evaluating <strong>com</strong>peting proposals.<br />
Part 2 begins with definitions which apply throughout the SBPG and contains general <strong>com</strong>mercial<br />
terms including contract modification and dispute resolution, delivery and product support, payment,<br />
bonding and other risk provisions, and policy provisions consisting primarily of those issues that<br />
must be addressed in a contract as a condition of the use of Federal funds for the contract. An<br />
appendix to Part 2 contains guidelines on setting the rate of liquidated damages, which is to be<br />
inserted in Part 2 as part of the solicitation of offers.<br />
Part 3 contains quality assurance provisions, including the planned incorporation of ISO/QS 9000<br />
standards as of January 1, 1999. Testing provisions that reflect the technical specifications are to be<br />
inserted at the end of Part 3. The New <strong>Bus</strong> Manufacturing Inspection <strong>Guidelines</strong> are incorporated in<br />
an appendix to Part 3.<br />
Part 4 contains warranty provisions.<br />
<strong>Standard</strong> technical specifications, which will <strong>com</strong>prise Part 5 are under development.<br />
How To Use<br />
While the SBPG provides a standard starting point, transit bus procurements should differ from each<br />
other not only in the number and use of buses purchased, but with delivery and other terms that serve<br />
the specific transit operation. Furthermore, each procuring agency must thoroughly review the SBPG<br />
to make modifications and additions required by local law or particular purposes of the agency. The<br />
SBPG will be available in hard copy, and in electronic form. The electronic versions can be obtained<br />
by mail, or may be down-loaded from the APTA World Wide Web site. The steps required to use the<br />
SBPG to issue a solicitation are:<br />
