3.2 INSPECTIONS<br />

3.2.1 INSPECTION STATIONS<br />

Inspection stations shall be at the best locations to provide for the work content and characteristics to<br />

be inspected. Stations shall provide the facilities and equipment to inspect structural, electrical,<br />

hydraulic, and other <strong>com</strong>ponents and assemblies for <strong>com</strong>pliance with the design requirements.<br />

Stations shall also be at the best locations to inspect or test characteristics before they are concealed<br />

by subsequent fabrication or assembly operations. These locations shall minimally include<br />

underbody structure <strong>com</strong>pletion, body framing <strong>com</strong>pletion, body prior to paint preparation, water test<br />

before interior trim and insulation installation, engine installation <strong>com</strong>pletion, underbody dress-up<br />

and <strong>com</strong>pletion, bus prior to final paint touchup, bus prior to road test, and bus final road test<br />

<strong>com</strong>pletion.<br />

3.2.2 RESIDENT INSPECTOR<br />

3.2.2.1 RESIDENT INSPECTOR ROLE<br />

The Procuring Agency shall be represented at the Contractor's plant by resident inspectors. They<br />

shall monitor, in the Contractor's plant, the manufacture of transit buses built under the procurement.<br />

The presence of these resident inspectors in the plant shall not relieve the Contractor of its<br />

responsibility to meet all of the requirements of this procurement. The Procuring Agency shall<br />

designate a primary resident inspector, whose duties and responsibilities are delineated in "Pre-<br />

Production Meetings" (Section 4.2.2.2); "Authority" (Section 4.2.2.3); and "Pre-Delivery Tests"<br />

(Section 4.3.2). Contractor and resident inspector relations shall be governed by the guidelines<br />

included as Attachment A to this Part 4. "Quality Assurance" Provisions.<br />

3.2.2.2 PRE-PRODUCTION MEETINGS<br />

The primary resident inspector shall participate in design review and pre-production meetings with<br />

the Procuring Agency. At these meetings the configuration of the buses and the manufacturing<br />

processes shall be finalized, and all contract documentation provided to the inspector.<br />

No less than 30 (thirty) days prior to the beginning of bus manufacture, the primary resident inspector<br />

shall meet with the Contractor's quality assurance manager and shall conduct a pre-production audit<br />

meeting. They shall review the inspection procedures and finalize inspection checklists. The<br />

resident inspectors may begin monitoring bus construction activities two weeks prior to the start of<br />

bus fabrication.<br />

3.2.2.3 AUTHORITY<br />

Records and data maintained by the quality assurance organization shall be available for review by<br />

the resident inspectors. Inspection and test records for this procurement shall be available for a<br />

minimum of one year after inspections and tests are <strong>com</strong>pleted.<br />
