used for re conciliation. This allows for more direct reconciliation between<br />
the TCS and<br />

The settlement date is added<br />
to the transaction at the CCH. It is the current<br />
operating<br />
date on the CCH system. This is the date used to perform daily CCH financial<br />
operations related to distribution <strong>of</strong> funds.<br />

As <strong>of</strong> the production date <strong>of</strong> this report, no response<br />
has been received from the<br />
owners’ <strong>of</strong> this specification.<br />
4.8 ERG APTA SPECIFICATIONS<br />
4.8.1 Description <strong>of</strong> the Specification<br />
ERG APTA Sepcifications consist <strong>of</strong> 3 documents which are based on the evolution <strong>of</strong><br />
the TransLink rk in Hong Kong, Rome, Las Vegas<br />
and Singa<br />

® specification and ERG’s similar wo<br />
pore. These documents provide information<br />
on message specifications from<br />
level to regional system.<br />
The first document, APTA-001 , “Device to Higher Level Computer Data Elements/Messaging<br />
Specifications”, provides the APTA WG4 equivalent transaction definitions. The second<br />
document, APTA-002 “APTA Base Types Re<strong>com</strong>mendation”,<br />
defines data types for the<br />
message content and <strong>com</strong>pliments<br />
the APTA-001. The third document, APTA-003<br />
APTA T ransaction and CD Security,<br />
defines the requirement for the "security"<br />
mechanisms to be implemente d in the message exchange between the devices and the<br />
backend systems.<br />
The ERG Business Model is based on the principle that there exists a contract between<br />
system s participants and the regional scheme manager. The contact represents a<br />
registration to the scheme and regulates rights, business rules and obligations <strong>of</strong> the<br />
respective participants. The transit operators, as participants, accept fare payment from<br />
valid cards <strong>of</strong> the scheme at face value and clear<br />
and settle the transaction data through<br />
the regional central<br />
clearinghouse.<br />
4.8.2 Applicability to UTFS<br />
Effort<br />
ERG APTA specifications have been based on ERG’s implementations <strong>of</strong> smart card<br />
based fare collection systems around the world. The specifications provide a wide<br />
variety <strong>of</strong> data elements designed to en<strong>com</strong>pass the most fare product types <strong>of</strong>fered<br />
in<br />
the transit industry. Though th e documents do not support the “System and Device<br />
