Exhibit 3-2 illustrates the standards or specifications that are deemed relevant to the
UTFS effort by passing the first project screening criteria. However, attempts to contact
project sponsoring organizations to obtain the necessary documentation were either
unsuccessful (as of December, 2004) or permission for APTA’s use was not granted.
Therefore, these documents failed the second screening criteria.
