US In<strong>format</strong>ion Superhighway: Architecture and Applications<br />

It is a misconception that the <strong>in</strong><strong>format</strong>ion superhighway will develop like the federal highway project. While<br />

the roads were primarily funded by the federal government, the government is not go<strong>in</strong>g to <strong>in</strong>ject the f<strong>in</strong>ancial<br />

resources for the <strong>in</strong><strong>format</strong>ion superhighway. Instead, the government will change the ground rules for the<br />

<strong>in</strong>dustries to lead the National In<strong>format</strong>ion Infrastructure (NII).<br />

A bill passed early this year will br<strong>in</strong>g broad changes <strong>in</strong> the telecommunications area. For example, long<br />

distance phone service will also be provided by regional Bell phone companies, which could lead to lower long<br />

distance rates. At the same time, local phone markets will be open to traditional long distance as well as cable<br />

TV firms. S<strong>in</strong>ce they need to pay local phone companies <strong>in</strong> order to connect <strong>in</strong>to the exist<strong>in</strong>g network, local<br />

rates may rise. Cable rates will go up due to the lift<strong>in</strong>g of rate regulation. National TV station ownership cap<br />

will be raised. Also, cross ownership between cable and telephone companies will be allowed so that new<br />

alliances will emerge.<br />

In this sett<strong>in</strong>g, the primary driv<strong>in</strong>g force beh<strong>in</strong>d the NII is not the new technology nor new regulation. It is the<br />

demand for new products and services. Namely, the government is not really lead<strong>in</strong>g the NII effort except <strong>in</strong><br />

several public areas. Rather, the market is shap<strong>in</strong>g the NII amid the short term <strong>in</strong>efficiencies and the<br />

deficiencies <strong>in</strong> nationally visible showpiece monumental outcomes.<br />

Furthermore, by the year 2000, over twenty percent of all Internet access devices will be non-microcomputer<br />

mach<strong>in</strong>es. This is another misconception that the NII is always related to PC's and its compatibles. Consumer<br />

demands and citizen's expectations are the core guidel<strong>in</strong>e of the direction of the <strong>in</strong><strong>format</strong>ion superhighway.<br />

Expectations can be met and also demand can be created. To satisfy this assertion, capital should be<br />

consumed. However, the <strong>in</strong>dustry will not move without be<strong>in</strong>g conv<strong>in</strong>ced that the <strong>in</strong><strong>format</strong>ion superhighway<br />

will guarantee be<strong>in</strong>g the profit center for the participants. In other words, bus<strong>in</strong>ess applications are the most<br />

critical area that will motivate the <strong>in</strong>dustry.<br />

2. Prospects<br />

After witness<strong>in</strong>g the rise and fall of somewhat <strong>in</strong>tended hypes, consumers and the <strong>in</strong>dustry clearly see the real<br />

challenges and the opportunities that lie ahead on the path of construct<strong>in</strong>g NII: an understand<strong>in</strong>g that the<br />

<strong>in</strong><strong>format</strong>ion superhighway has been less a bluepr<strong>in</strong>t and more an <strong>in</strong>kblot test of multiple architects from<br />

different firms.<br />

Highways are a particular th<strong>in</strong>g that has been designed to fulfill a clear need to l<strong>in</strong>k dist<strong>in</strong>ct po<strong>in</strong>ts. On the<br />

other hand, NII will not be built on the blue pr<strong>in</strong>t. It will evolve through the practical merg<strong>in</strong>g of the<br />

hardware, software, circuits, and applications. The results will be an <strong>in</strong>visible, seamless, and dynamic web of<br />

networks, and <strong>in</strong><strong>format</strong>ion resources. Naturally, this may lead to the technological <strong>in</strong>compatibilities <strong>in</strong><br />

eng<strong>in</strong>eer<strong>in</strong>g, opaqueness <strong>in</strong> application transparencies for consumers, and short term economic <strong>in</strong>efficiencies<br />

<strong>in</strong> resource allocation and utilization. For <strong>in</strong>stance, cruis<strong>in</strong>g the <strong>in</strong><strong>format</strong>ion superhighway versus crawl<strong>in</strong>g the<br />

road exemplifies an eng<strong>in</strong>eer<strong>in</strong>g goal the <strong>in</strong>ternet has to achieve. In addition, an acid test that questions<br />

whether the <strong>in</strong>ternet changes the nature of everyth<strong>in</strong>g, or it is a new way to do the same old stuff symbolize the<br />

way the <strong>in</strong>ternet is to aim at.
