The effective development of web-based <strong>in</strong>structional materials is also critical to the successful<br />

implementation of educational experiences provided over the Web. While this development process for<br />

traditional <strong>in</strong>structional materials may <strong>in</strong>clude a number of different processes and media <strong>format</strong>s, it is<br />

somewhat limited for Web-based delivery to text, graphics, audio and video presentations.<br />

The development of these materials should <strong>in</strong>clude:<br />

1. the utilization of several specific job skills <strong>in</strong>clud<strong>in</strong>g HTML programm<strong>in</strong>g, audio and video<br />

production techniques for software applications available for Web-based dissem<strong>in</strong>ation, and<br />

generic cross-platform computer skills for evaluat<strong>in</strong>g the effectiveness of the materials on several<br />

different computer systems.<br />

2. comprehensive evaluation strategies for assess<strong>in</strong>g the functionality of the materials <strong>in</strong> multiple<br />

computer environments, primarily W<strong>in</strong>dows and Mac<strong>in</strong>tosh, and<br />

3. significant pilot test<strong>in</strong>g of the materials due to the wide variety of computer skills <strong>in</strong> the potential<br />

learners for a given program.<br />

Suggestions for the Delivery of Web-Based Instruction<br />

F<strong>in</strong>ally, the delivery of educational materials over the Web <strong>in</strong>cludes a number of factors based on the<br />

unique characteristics of this medium. These <strong>in</strong>clude:<br />

1. dissem<strong>in</strong>ation of the availability of the <strong>in</strong>struction (e.g., registration with Web-based search<br />

eng<strong>in</strong>es) for those educational experiences design for more general audiences,<br />

2. the availability for download<strong>in</strong>g materials that may be helpful to <strong>in</strong>dividual learners (e.g., graphic<br />

files, outl<strong>in</strong>es, etc.), and<br />

3. placement of the materials on a server that permits high speed access for multiple learners.<br />

Summary<br />

Web-based <strong>in</strong>struction is ga<strong>in</strong><strong>in</strong>g <strong>in</strong>creas<strong>in</strong>g attention as a potential medium for the delivery of high<br />

quality educational materials to a diverse audience. While this medium does have great potential for the<br />

effective presentation of <strong>in</strong>structional materials, the overall process must <strong>in</strong>clude effective design,<br />

development, and delivery strategies for the materials delivered <strong>in</strong> this manner. It is hoped that the above<br />

suggestions will help all <strong>in</strong>structional personnel <strong>in</strong>terested <strong>in</strong> this new methodology for the delivery of high<br />

quality courseware.
