It became obvious that WWW is not enough for an <strong>in</strong>ternational broadcaster and that an <strong>in</strong>tegration of<br />

different value-added services like email, FTP and WAIS was urgently needed to fulfil the needs of the<br />

Deutsche Welle and its audience. A properly def<strong>in</strong>ed bus<strong>in</strong>ess model, a guaranteed quality of service level and<br />

a secure access to Internet was as crucial s<strong>in</strong>ce the service start as statistics. The approach chosen proved<br />

feasible for other <strong>in</strong>stitutions and companies start<strong>in</strong>g, sometimes as co-operation partner of GMD, with<br />

Internet and WWW.<br />

Author In<strong>format</strong>ion<br />

Manfred Bogen has been active <strong>in</strong> the area of group communication, X.400 development, and X.400 standardisation s<strong>in</strong>ce<br />

1983. In 1987 he became head of the VaS group be<strong>in</strong>g responsible for the provision of value-added services. He studied<br />

computer science at the University of Bonn and is co-author of two books about X.400 and distributed group<br />

communication. At present, he is the convenor of the TERENA work<strong>in</strong>g group on quality management for network<strong>in</strong>g<br />

(WG-QMN) and a member of the TERENA Technical Committee and the Internet Society.<br />

Michael Lenz received his masters degree <strong>in</strong> <strong>in</strong><strong>format</strong>ics (computer science) from the university of Bonn. He is work<strong>in</strong>g at<br />

GMD <strong>in</strong> the Department for Network Eng<strong>in</strong>eer<strong>in</strong>g s<strong>in</strong>ce 1993. His major topics are value-added services, security and
