European Economic Area agreement. SOCRATES is to be seen <strong>in</strong> the broader context of promot<strong>in</strong>g lifelong learn<strong>in</strong>g <strong>in</strong><br />

response to the challenge of address<strong>in</strong>g the constant educational needs result<strong>in</strong>g from technological change, quicken<strong>in</strong>g<br />

obsolescence of knowledge, and the role of education <strong>in</strong> enabl<strong>in</strong>g people to fulfill their <strong>in</strong>dividual potential. Education<br />

and tra<strong>in</strong><strong>in</strong>g are of central importance to Europe's economic and social future. In the <strong>in</strong>creas<strong>in</strong>gly competitive and global<br />

marketplace, high quality human resources and the effective production, transfer and shar<strong>in</strong>g of <strong>in</strong><strong>format</strong>ion are of<br />

paramount importance.<br />

The overall aim of SOCRATES is to help improve the quality and relevance of education for children, young people and<br />

adults, by enhanc<strong>in</strong>g European cooperation and <strong>in</strong>creas<strong>in</strong>g access to a range of learn<strong>in</strong>g opportunities available across<br />

the Union. It seeks to provide learners of all ages and social groups with <strong>in</strong>sights <strong>in</strong>to the European dimension of the<br />

subjects which they are study<strong>in</strong>g, to <strong>in</strong>crease opportunities for personal experience of other European countries, to<br />

develop a stronger sense of shar<strong>in</strong>g a European identity and to foster the ability to shape and adapt to changes <strong>in</strong> the<br />

economic and social environment. Among the eight actions of SOCRATES, one is devoted to ODL. The development<br />

of ODL is a key factor enabl<strong>in</strong>g citizens of the European Union to create and take advantage of an open area for<br />

educational cooperation <strong>in</strong> Europe. It is also one of the six areas for community action identified by the Maastricht<br />

Treaty as be<strong>in</strong>g of particular importance for improv<strong>in</strong>g the quality of education. The SOCRATES measures, focus<strong>in</strong>g<br />

specifically on the support of ODL, are designed to contribute to:<br />

Objective A: facilitat<strong>in</strong>g cooperation between organizations and <strong>in</strong>stitutions <strong>in</strong> the field of ODL;<br />

Objective B: enhanc<strong>in</strong>g the skills of teachers, tra<strong>in</strong>ers and managers <strong>in</strong> the use of ODL techniques;<br />

Objective C: improv<strong>in</strong>g the quality and user-friendl<strong>in</strong>ess of ODL products; and<br />

Objective D: encourag<strong>in</strong>g the recognition of qualifications obta<strong>in</strong>ed through ODL.<br />

Concern<strong>in</strong>g ODL, the emphasis with<strong>in</strong> SOCRATES is essentially on stimulat<strong>in</strong>g European cooperation <strong>in</strong>:<br />

the use of distance learn<strong>in</strong>g as a means of overcom<strong>in</strong>g barriers to physical mobility; and<br />

the use of <strong>in</strong><strong>format</strong>ion and communication technology for improv<strong>in</strong>g the quality of conventional education.<br />

ODL <strong>in</strong>volves the use of new methods -technical and/or non-technical- to improve the flexibility of learn<strong>in</strong>g <strong>in</strong> terms of<br />

space, time, choice of content or teach<strong>in</strong>g resources and/or to improve access to educational systems from a distance.<br />

Promot<strong>in</strong>g ODL can refer to:<br />

improv<strong>in</strong>g the quality of the organizational environment <strong>in</strong> which this form of education takes place; and<br />

improv<strong>in</strong>g the availability and quality of the teach<strong>in</strong>g media and resources for this type of learn<strong>in</strong>g.<br />

SOCRATES supports two types of projects <strong>in</strong> ODL: partnership projects and observatory projects. The purpose of the<br />

former, is to reduce fragmentation, to avoid duplication of effort, to improve work<strong>in</strong>g methods through exchang<strong>in</strong>g<br />

experience and methodologies, and <strong>in</strong> general to achieve greater synergy at European level by work<strong>in</strong>g together on jo<strong>in</strong>t<br />

transnational projects. The purpose of the latter is to produce a comprehensive picture of the state of development,<br />

concern<strong>in</strong>g a particular aspect of ODL or the use of new educational technologies across a broad cross-section of the<br />

countries participat<strong>in</strong>g <strong>in</strong> SOCRATES.<br />

3. The Project EONT<br />

EONT (URL: http://hyperg.softlab.ntua.gr/EONT/) is a partnership project between seven universities from seven<br />

European Union countries, as depicted <strong>in</strong> [Appendix A]. Two of these universities are Distance Learn<strong>in</strong>g, whereas the<br />

rest are conventional. The partnership was formed on the basis of the partners' common <strong>in</strong>terest <strong>in</strong> experiment<strong>in</strong>g with<br />

ODL us<strong>in</strong>g the new technologies. The ma<strong>in</strong> objective of the project is to make an experiment <strong>in</strong> ODL us<strong>in</strong>g the new<br />

<strong>in</strong><strong>format</strong>ion and communication technologies, namely computer networks and networked hypermedia systems, <strong>in</strong> order<br />

to explore the effectiveness of such an approach. Other objectives are:<br />

to exchange <strong>in</strong><strong>format</strong>ion and experience concern<strong>in</strong>g the use of the new <strong>in</strong><strong>format</strong>ion technologies <strong>in</strong> ODL;<br />

to stimulate the use of ODL <strong>in</strong> conventional as well as Distance Learn<strong>in</strong>g universities;<br />

to contribute <strong>in</strong> the development of the European dimension <strong>in</strong> education;<br />

to explore the possibility of us<strong>in</strong>g ODL as a means of provid<strong>in</strong>g learners <strong>in</strong> one country with access opportunities<br />

to education <strong>in</strong>stitutions <strong>in</strong> another country;<br />

to identify issues <strong>in</strong> us<strong>in</strong>g the new technologies <strong>in</strong> ODL; and<br />

to suggest ways of resolv<strong>in</strong>g these issues.
