Summary<br />

Us<strong>in</strong>g astronomical research as a context, and draw<strong>in</strong>g upon almost a decade of experience <strong>in</strong> distributed<br />

comput<strong>in</strong>g techniques, the astrophysics community is well placed to experiment with a variety of techniques,<br />

methods and technologies for Web use. Interaction with <strong>in</strong>dustry would be beneficial for both communities.<br />

OPO/STScI serves a wide variety of users (news media, scientists, general public, teachers, adm<strong>in</strong>istrators,<br />

students, parents, etc.) who require access to resources at different levels of complexity, on different timescales<br />

and through several types of <strong>in</strong>terfaces. The advantage of astronomical content is that most <strong>in</strong>dividuals f<strong>in</strong>d it<br />

motivational so that experiments address<strong>in</strong>g some key issues relevant to <strong>in</strong><strong>format</strong>ion technology and Web use<br />

<strong>in</strong> a variety of situations f<strong>in</strong>d welcome participants. The creation of resources can be accomplished successfully<br />

through strategic partnerships with knowledgeable brokers, educators, science museum personnel and others.<br />

In addition, <strong>in</strong>novative resources are useful only if they are <strong>in</strong>terwoven <strong>in</strong>to imag<strong>in</strong>ative and engag<strong>in</strong>g<br />

processes that have learn<strong>in</strong>g as the primary end product.<br />

We cont<strong>in</strong>ually re-learn and re<strong>in</strong>force the idea that strategic partnerships that <strong>in</strong>volve suitable <strong>in</strong><strong>format</strong>ion<br />

brokers result <strong>in</strong> the best migration of science and technology to the public. These brokers must not only be<br />

knowledgeable about doma<strong>in</strong> specific content and possible new uses, but also must be sensitive to the<br />

“cultural” background of the participants. For example the scientific and technical fields are highly<br />

competitive, often <strong>in</strong>trospective and rarely easy to <strong>in</strong>terface with whereas the non-expert demands ease of use, a<br />

tiered structure of <strong>in</strong><strong>format</strong>ion and engag<strong>in</strong>g materials. The NASA mission is expressly to foster research,<br />

experimentation, <strong>in</strong>novation and unusual or risky technology development. NASA funded programs cannot<br />

and should not be aimed at duplicat<strong>in</strong>g efforts <strong>in</strong>itiated by other federal agencies or <strong>in</strong>dustry, and <strong>in</strong> particular<br />

can support but not drive systemic education reform.<br />
