RURAL ROADS<br />

Rural connectivity is one of the key factors for the socio-economic development of<br />

the State. One of the major activities of the Rural Development Department is construction<br />

and improvement of <strong>rural</strong> <strong>roads</strong>. The Department has been entrusted with the responsibility<br />

of maintaining 27,901 km. of <strong>rural</strong> <strong>roads</strong>. Besides, there are 784 major bridges under this<br />

Department.<br />

Major Schemes/pro<strong>gram</strong>mes under implementation for <strong>rural</strong> connectivity are:<br />

• PradhanMantri Gram SadakYojana (PMGSY)<br />

• Rural Infrastructure Development Fund (RIDF)<br />

• BijuSetuYojana (BSY)<br />

• Constituency-wise Allotment (CWA)<br />

• Finance Commission Award Work (Roads & Buildings)<br />

• Special Repair (Roads & Buildings)<br />

PRADHAN MANTRI GRAM SADAK YOJANA (PMGSY)<br />

As per present relaxed norms PradhanMantri Gram SadakYojana (PMGSY) aims at<br />

providing all weather connectivity to all unconnected habitations having population 250 and<br />

above for IAP districts and population of 500 or more in general area and population of 250<br />

or more in schedule area for non-IAP districts.<br />

Project Identification and Selection<br />

A core network of <strong>roads</strong> has been prepared for each district in consultation with<br />

Panchayati Raj Institutions at the block level and approved by the ZillaParishad at the district<br />

level. The projects those are taken up under PMGSY are identified from the core network in<br />

accordance with the PMGSY guidelines prescribed by the Ministry of Rural Development<br />

(MoRD), Government of India (GOI), and, as recommended by the ZillaParishad. The<br />

projects are approved by the State Level Standing Committee (SLSC) and submitted to<br />

Government of India for approval by the Empowered Committee.<br />

Preparation of Detailed Project Report<br />

Detail Project Reports (DPRs) are prepared by Project Implementation Units (PIU)<br />

headed by the Executive Engineers of Rural Works Divisions at district level. The DPRs are<br />

scrutinized by the State Technical Agencies (STAs) namely the College of Engineering and<br />

Technology, Bhubaneswar, University College of Engineering, Burla, National Institute of<br />

Technology, Rourkela and Indira Gandhi Institute & Technology, Saranga.


The D.P.Rs are finally scrutinized at National Rural Roads development Agency (NRRDA),<br />

New Delhi & are considered in the Empowered Committee of MoRD,GoI for approval.<br />

Quality Control<br />

Strict quality control measures are taken to ensure that the <strong>roads</strong> are constructed as per<br />

<strong>rural</strong> <strong>roads</strong> specification. To ensure this, three-tier quality control machinery is put in place.<br />

Three Tier Quality Control<br />

1 st Tier<br />

Executive Engineer & Field Staff<br />

Responsible to ensure the prescribed quality and specifications<br />

2 nd Tier<br />

State Quality Monitors (SQM)<br />

(34 retired Chief Engineers/ Superintending Engineers/ Executive Engineers)<br />

Inspect the works and check the quality of work. They submit their reports<br />

independently to the Chief Engineer as well as to the Govt.<br />

3 rd Tier<br />

National Quality Monitors (NQM)<br />

Inspect the quality of works over and above the State Quality Monitors.<br />

Final payments are made to the contractors only after the objections pointed out by<br />

the monitors, if any, are complied with and labeled “satisfactory”.<br />

The <strong>roads</strong> are granted on satisfactory (S), unsatisfactory (U) or satisfactory requiring<br />

improvement (SRI) depending upon the quality achieved.<br />

The scheme envisages provision for defect liability and performance guarantee in<br />

respect of such <strong>roads</strong> for a period of 5 years after construction by the agencies at their own<br />

cost.<br />

Online Management Monitoring and Accounting System (OMMAS)<br />

Online Management, Monitoring and Accounting System (OMMAS) has been<br />

developed by C-DAC, Pune and managed by the NRRDA, New Delhi for pro<strong>gram</strong><br />

monitoring of PMGSY. All Divisions furnish online data in respect of transactions carried out<br />

by them in the relevant module of OMMAS.<br />

Maintenance Management System in PMGSY<br />

There is a provision of 5 year maintenance of all completed PMGSY <strong>roads</strong> by the<br />

executing agencies. The cost of 5 year maintenance is being borne by the State Govt.


For proper maintenance of PMGSY <strong>roads</strong>, an effective maintenance monitoring<br />

mechanism has now been adopted. One post of Superintending Engineer has been sanctioned<br />

at State level,who monitors the maintenance aspects. The field S.Es have been declared as<br />

Circle Nodal Officers for ensuring maintenance works for PMGSY completed <strong>roads</strong><br />

pertaining to their respective circles.<br />

Maintenance of PMGSY <strong>roads</strong><br />

Maintenance of PMGSY <strong>roads</strong> rests with State govt. after creation of assets.<br />

PROEJCTS UNDER PMGSY PROGRAMME FOR IAP DISTRICTS.<br />

As per present relaxed norms extended to IAP districts, connectivity to all<br />

unconnected eligible habitations with 250 and more are to be provide with all-weather <strong>roads</strong><br />

under PMGSY pro<strong>gram</strong>me. There are 18 IAP district in the State. They are<br />

Bolangir,Deogarh,Gagapati,Ganjam,Jajpur,Kalahandi,Kandhamal,Keonjhar,Koraput,<br />

Malkangiri,Mayrbhanj,Nabrangpur,Nayagarh,Nuapada,Raygada,Sambalpur,Sonepur,<br />

Sundargarh. Accordingly, GoI has sanctioned 5143.55 Km. of road projects with a cost of<br />

Rs.2001.35 Crore for providing connectivity to 1749 unconnected habitations during the year<br />

2011-12 alone .<br />

MISSING LINKS ON PMGSY ROADS<br />

As per the initial guidelines of PMGSY, bridge projects on sanctioned PMGSY <strong>roads</strong><br />

upto15 meter span length were being funded fully by MORD, Govt. of India. This was<br />

increased upto25 meters span length and subsequently to 50 meters span length for Non-IAP<br />

district and 75 mtr for IAP districts.Balance required funds are being provided by the State<br />

Govt. by availing loan assistance form NABARD (RIDF).<br />

Till now, MORD, Govt. of India has sanctioned 134 No of Bridge projects on<br />

PMGSY <strong>roads</strong> with total project cost of Rs.358.97crore (Rs.176.42crore MORD grants &<br />

Rs.182.55croreNABARD loan Assistance).<br />

ADB ASSISTED PMGSY WORKS<br />

A portion of PMGSY is being executed in the State with ADB assistance under RRS-<br />

II Investment pro<strong>gram</strong>me in four batches. Batch-I, II & III works are in completion stage and<br />

those of Batch-IV are in ongoing stage. Such ADB Assistance is a loan to Govt. of India but a<br />

grant-in-aid to the Govt. of Odisha on behalf of GOI.<br />

RURAL INFRASTRUCTURE DEVELOPMENT FUND (RIDF)


The Government of India in the Budget of 1995-1996 announced the scheme for setting<br />

up of Rural Infrastructure Development Fund (RIDF) to be made operational by the<br />

NABARD for financing of the ongoing as well as the new infrastructure projects in <strong>rural</strong><br />

areas for upliftment of <strong>rural</strong> economy and eradication of poverty.Projects have been<br />

sanctioned under RIDF in different Trenches starting from RIDF-II (1996-97) to RIDF XVII<br />

(2011-12). RD Department has so far been able to complete 275 bridge projects & 132 road<br />

projects under RIDF.<br />

BIJU SETU YOJANA (RURAL BRIDGES)<br />

Besides funding from NABARD for construction of bridges, Ministry of Rural<br />

Development, Government of India is also providing funds for construction of bridges on<br />

PMGSY <strong>roads</strong>, permissible under the guidelines of the scheme. Bridges are also being<br />

constructed out of the allocated funds to R.D. Department under WODC, Biju KBK, IAP,<br />

BRGF etc. But the existing schemes are unable to cater the requirements of the State. Hence<br />

the Government of Odisha has embarked upon a new initiative in formulating and launching<br />

the ambitious BijuSetuYojana (BSY) to bridge all the missing links on <strong>roads</strong> of R.D.<br />

Department. In addition to above, the Pro<strong>gram</strong>me will also cover construction of bridges on<br />

strategic important PanchayatSamitee <strong>roads</strong> belonging to P.R. Department. The BSY as such<br />

has been formulated to provide an effective all-weather road network across the length and<br />

breadth of the state, so as to effectively meet the transportation needs of every sector, cost<br />

effectively. 400 bridges are targeted for construction during 2011-12 and 2012-13 and 2013-<br />

14. During 2011-12 there was an allocation of Rs.80.00 crore under State Plan for<br />

construction of 100 bridges. These projects have been included under BijuSetuYojana.<br />

CONSTITUENCY-WISE ALLOTMENT (CWA)<br />

The Constituency-wise allocation was conceptualized to place Rs.20.00 lakhs at the<br />

disposal of each constituency, so that critical road projects could be taken up in <strong>rural</strong> areas in<br />

consultation with the local representatives (Hon’bleMLAs) to address the immediate needs of<br />

the locality. During 2011-12, a sum of Rs.28.40 crore was provided to 142 Assembly<br />

Constituencies.<br />

No of CD works completed - 192 Nos.<br />

13TH FINANCE COMMISSION (TFC) GRANT<br />

The Central Government supplements the State, with additional fund to maintain the<br />

assets created under different schemes through Finance Commission Grant.<br />

There is a provision of Rs.395.00 crore for maintenance of Rural Roads spread over a<br />

period of 4 years from 2011-12 to 2014-15.<br />

NATIONAL CALAMITY CONTINGENCY FUND (NCCF)<br />

During 2011 September flood 1735 <strong>roads</strong> with 884 breaches and 830 CD works have<br />

been repaired. Rs.90.00crorehas been received during 2011-12 out of FDR Grant for the said<br />

repair of affected road works. An amount of Rs.72.87 crore has been spent by the end of<br />

2011-12 for restoration of the damaged <strong>roads</strong>.<br />

619 <strong>rural</strong> buildings were affected due to flood of September 2011 Rs.10.00 crore was<br />

made available for restoration of affected buildings. Rs.8.05 crore was utilised by the end of<br />

2011-12 for restoration of damaged buildings.<br />

SPECIAL REPAIR (ROADS)<br />

There are approximately 28,159. KMs of <strong>rural</strong> <strong>roads</strong> under Rural Development<br />

Department. State Government provides budgetary support each year for maintenance and<br />

upkeep of these <strong>roads</strong> and CD works. During 2011-12 there was an allocation of<br />

Rs.383.95 crore for repair and maintenance of <strong>roads</strong>& expenditure to the tune of Rs.377.90<br />

crore has been made.<br />

IMPROVEMENT OF EXISTING RD ROADS.<br />

There was a provision of Rs.10 crore for improvement of 12 R.D. <strong>roads</strong>during 2011-<br />

12 under State Plan.During the said period, an amount of Rs.9.62 crore has been spent for the<br />

purpose.
