in peace and unity." Should a candidate possess all <strong>the</strong>se<br />

quahties, <strong>the</strong>n his readiness to represent <strong>the</strong> actual interests<br />

<strong>of</strong> Spain was not to weigh too much in <strong>the</strong> balance. As<br />

desirable candidates Philip <strong>the</strong>n indicated Carpi, Morone,<br />

Puteo, Medici and Dolera. Morone and Dolera, who had only<br />

recently been elevated to <strong>the</strong> cardinalate, had little prospect<br />

<strong>of</strong> being elected, and were only mentioned out <strong>of</strong> courtesy.<br />

Este and all Frenchmen were to be excluded.^<br />

As far as Figueroa was concerned, <strong>the</strong>se instructions had no<br />

importance, since Paul IV. would not accept him as ambassador<br />

on account <strong>of</strong> a former interference on his part in <strong>the</strong> rights<br />

<strong>of</strong> <strong>the</strong> Inquisition. 2 When at length <strong>the</strong> Pope was willing<br />

to receive him, and Philip repeated his orders in an Instruction<br />

<strong>of</strong> July 13th, 1559,^ Figueroa died on July 28th, 1559, at<br />

Gaeta. <strong>The</strong> king <strong>the</strong>n appointed Francisco de Vargas, his<br />

former representative in Milan. He sailed <strong>from</strong> Antwerp on<br />

August 31st, and reached Rome on September 25th.*<br />

Figueroa 's instructions were also to be followed by him,<br />

although he applied <strong>the</strong>m in a much more arbitrary manner.<br />

Count Francis von Thurm,*^ hi<strong>the</strong>rto <strong>the</strong> representative <strong>of</strong><br />

Ferdinand, King <strong>of</strong> <strong>the</strong> Romans, in Venice, arrived in Rome<br />

on August 28th as his ambassador. In this <strong>of</strong>fice, Thurm<br />

can hardly be said to have represented an independent policy,^<br />

but ra<strong>the</strong>r to have followed that <strong>of</strong> Vargas. '^<br />
