Great joy was felt in Trent as well as in Rome, at this<br />

decision <strong>of</strong> <strong>the</strong> Emperor, and <strong>the</strong> satisfaction <strong>of</strong> Pius IV.<br />

was indescribable. He personally thanked <strong>the</strong> Imperial<br />

ambassador, Arco, and addressed glowing words <strong>of</strong> gratitude<br />

to Maximilian in <strong>the</strong> consistory on October 15th. On <strong>the</strong><br />

same day <strong>the</strong> legates were instructed to hasten <strong>the</strong> proceedings<br />

<strong>of</strong> <strong>the</strong> Council as much as possible, and Borromeo wrote a<br />

special letter to Morone, telling him to be as active as possible<br />

in this sense, without regard for what <strong>the</strong> Spanish repre-<br />

sentative might say.^<br />

Thanks to <strong>the</strong> early receipt <strong>of</strong> <strong>the</strong> Papal instructions, as<br />

well as to <strong>the</strong> zeal and skill <strong>of</strong> <strong>the</strong> legates, among whom Morone<br />

especially distinguished himself, ^ <strong>the</strong> still outstanding diffi-<br />

culties were overcome in a comparatively short time, and it<br />

was possible to keep to St. Martin's day as <strong>the</strong> date for <strong>the</strong><br />

next Session. <strong>The</strong> legates, who had constantly to struggle<br />

against <strong>the</strong> Count di Luna's policy <strong>of</strong> obstruction, had already<br />

submitted a new, <strong>the</strong> fourth, version <strong>of</strong> <strong>the</strong> canons and reform<br />

decree on <strong>the</strong> sacrament <strong>of</strong> Matrimony, on October i3th.3<br />

As <strong>the</strong> result <strong>of</strong> <strong>the</strong> conferences' held on this on October 26th<br />

and 27th, <strong>the</strong> final version <strong>of</strong> <strong>the</strong> twelve canons and <strong>the</strong> ten<br />

reform chapters in question was <strong>drawn</strong> up. A commission <strong>of</strong><br />

eighteen prelates was appointed to formulate anew <strong>the</strong> first<br />

twenty-one chapters on general reform, and <strong>the</strong>y began <strong>the</strong>ir<br />

work on October 22nd. <strong>The</strong> new formula drafted by this<br />

commission was laid before <strong>the</strong> fa<strong>the</strong>rs <strong>of</strong> <strong>the</strong> Council on<br />

October 31st, and <strong>the</strong>se once more discussed it in eleven<br />

Congregations, <strong>from</strong> November 2nd to <strong>the</strong> 8th. <strong>The</strong> definite<br />

form was decided on November 9th and loth.^<br />

A leading part in this favourable result was taken by<br />

Cardinal Guise,® who had returned <strong>from</strong> Rome on November<br />

5th. He was not disheartened by <strong>the</strong> fact that his endeavours,<br />
