Morone, who' had successfully defended <strong>the</strong> exclusive<br />

right <strong>of</strong> proposition by <strong>the</strong> legates against <strong>the</strong> Emperor at<br />

Innsbruck, was as much embarrassed as dismayed at <strong>the</strong><br />

compliance shown by Pius IV. to Philip II. in this respect.<br />

<strong>The</strong> new Spanish envoy, Count di Luna,^ who had arrived<br />

in <strong>the</strong> place <strong>of</strong> Pescara, naturally insisted on <strong>the</strong> fulfilment<br />

<strong>of</strong> <strong>the</strong> concessions granted to his sovereign, and all <strong>the</strong> efforts<br />

<strong>of</strong> Morone to induce him to change his mind were in vain.<br />

<strong>The</strong> o<strong>the</strong>r legates supported Morone, and in a letter to<br />

Borromeo on June 19th, 1563, <strong>the</strong>y protested against <strong>the</strong><br />

limitation <strong>of</strong> <strong>the</strong>ir exclusive right <strong>of</strong> proposition, expressing<br />

<strong>the</strong> wish to be recalled <strong>from</strong> <strong>the</strong> Council, ra<strong>the</strong>r than remain<br />

as witnesses <strong>of</strong> <strong>the</strong>ir own discomfiture.-<br />

Even before this painful incident, <strong>the</strong>re had been no lack<br />

<strong>of</strong> o<strong>the</strong>r occurrences which caused Morone and his colleagues<br />

grave anxiety, and placed <strong>the</strong>m in no small embarrassment.^<br />

Not <strong>the</strong> least <strong>of</strong> <strong>the</strong>se was <strong>the</strong> ever smouldering dispute about<br />

precedence between <strong>the</strong> French and Spanish envoys, in which<br />

<strong>the</strong> question was always coming more and more into <strong>the</strong><br />

foreground <strong>of</strong> what place was to be assigned to <strong>the</strong> repre-<br />

sentative <strong>of</strong> <strong>the</strong> Catholic King in ecclesiastical functions,<br />

and how <strong>the</strong> kiss <strong>of</strong> peace and <strong>the</strong> incensation were to be<br />

carried out. In this matter Pius IV. came to <strong>the</strong> conclusion,<br />
