on May 17th. .Morone was just <strong>the</strong> man to take up <strong>the</strong><br />

direction <strong>of</strong> affairs with a firm and safe hand, and to overcome<br />

all <strong>the</strong> difficulties which still stood in <strong>the</strong> way <strong>of</strong> bringing <strong>the</strong><br />

Council to a successful conclusion.^<br />

consequence was that he was only able to give a very unsatisfactory<br />

account, in which <strong>the</strong> result <strong>of</strong> Morone's mission appears in too<br />

favourable a light. <strong>The</strong> first to take up an opposite position<br />

was RiTTER (Deutsche Geschicte, I., 173 seq. ; cf. Ritter, L. v.<br />

Ranke, Stuttgart, 1895), but Ritter goes to <strong>the</strong> o<strong>the</strong>r extreme,<br />

and considers <strong>the</strong> agreement brought about by Morone as only<br />

apparent. Steinherz (III., 330) has taken up a stand against<br />

this view, appealing also to <strong>the</strong> judgment <strong>of</strong> contemporaries<br />

who were well informed <strong>of</strong> <strong>the</strong> true state <strong>of</strong> affairs. A follower<br />

<strong>of</strong> Ritter, Helle, has tried, in his dissertation. Die Konferenzen<br />

Morones, to defend <strong>the</strong> opinion <strong>of</strong> his master. Holtzmann, a very<br />

reliable authority for that period <strong>of</strong> <strong>history</strong>, has rightly declared<br />

against him in <strong>the</strong> Histor. Zeitschr., CVIL, 436 seqq. ; he says :<br />

" It is true that, even after <strong>the</strong> conferences, <strong>the</strong> Emperor adhered<br />

to his programme <strong>of</strong> reform, though in a somewhat modified form.<br />

But it seems to me that, all <strong>the</strong> same, Morone's influence was not<br />

quite without effect, and I should, in particular, estimate Ferdinand's<br />

abandonment <strong>of</strong> <strong>the</strong> reformatio in oapite somewhat<br />

differently <strong>from</strong> Helle (p. 56, 64) . <strong>The</strong> way had been paved in all<br />

respects for an agreement, and later on it was but completed<br />

with <strong>the</strong> help <strong>of</strong> o<strong>the</strong>r things. In particular, <strong>the</strong> recognition <strong>of</strong><br />

<strong>the</strong> election <strong>of</strong> Maximilian was very skilfully held up before <strong>the</strong><br />

Emperor by Morone as <strong>the</strong> price <strong>of</strong> reconciliation ; cf. my book<br />

on Maximihan, p. 450." Kassowitz (p. xliii) and v. Voltelini<br />

also agree with<br />
