ally deal with <strong>the</strong> irregular election <strong>of</strong> bishops, and <strong>the</strong><br />

exemptions <strong>of</strong> <strong>the</strong> ca<strong>the</strong>dral chapters. Bishops were to be<br />

forced to fulfil <strong>the</strong> duty <strong>of</strong> residence, and <strong>the</strong> dispute as to<br />

divine right was to be settled in a peaceful manner. <strong>The</strong><br />

appointment <strong>of</strong> a second secretary <strong>of</strong> <strong>the</strong> Council, who, how-<br />

ever, was to be chosen by <strong>the</strong> Pope and <strong>the</strong> legates, was stated<br />

to be desirable. Ferdinand I. promised, as it was at present<br />

impossible for him to undertake <strong>the</strong> journey to Bologna for<br />

<strong>the</strong> coronation, to follow this ancient and praiseworthy custom<br />

<strong>of</strong> his predecessors as soon as time and circumstances should<br />

permit. Besides all this, <strong>the</strong>y arranged, verbally, that in <strong>the</strong><br />

event <strong>of</strong> a vacancy occurring in <strong>the</strong> Holy See during <strong>the</strong> time<br />

<strong>of</strong> <strong>the</strong> Council, <strong>the</strong> Emperor should use all his influence that<br />

<strong>the</strong>ir ancient right <strong>of</strong> choosing a new Pope should remain with<br />

<strong>the</strong> College <strong>of</strong> Cardinals.<br />

No agreement was arrived at concerning <strong>the</strong> national<br />

deputations, <strong>the</strong> right <strong>of</strong> proposition, or <strong>the</strong> conclave bull.<br />

Morone, <strong>the</strong>refore, caused <strong>the</strong> two principal advisers <strong>of</strong> <strong>the</strong><br />

Emperor, Seld and Singmoser, to be summoned to him before<br />

his departure on May 12th, and explained to <strong>the</strong>m his point<br />

<strong>of</strong> view with regard to <strong>the</strong>se matters, and begged <strong>the</strong>m to submit<br />

it to his majesty. Not content with this, he also drew up<br />

a memorial,^ which he caused to be delivered to <strong>the</strong> Emperor<br />

by Delfino on <strong>the</strong> same day. <strong>The</strong> answer ^ was to be sent by<br />

Delfino to Matrei, <strong>the</strong> first posting station on <strong>the</strong> Brenner Pass,<br />

by which Morone was to travel on that day. It was prepared<br />

on <strong>the</strong> 13th, and was at once sent on to Morone ; Delfino<br />

was able, in doing so, to inform him that Seld had stated that<br />

<strong>the</strong> Emperor would not insist on <strong>the</strong> three points mentioned.^<br />

Morone found <strong>the</strong> Emperor's statements satisfactory. <strong>The</strong><br />
