tion, <strong>the</strong> reform <strong>of</strong> <strong>the</strong> head <strong>of</strong> <strong>the</strong> Church, and <strong>the</strong> representation<br />

<strong>of</strong> all <strong>the</strong> nations at Trent. He encountered so much<br />

opposition, especially with regard to <strong>the</strong> first point, that on<br />

May 6th he asked for instructions <strong>from</strong> Rome regarding <strong>the</strong><br />

right <strong>of</strong> proposition, as to which <strong>the</strong> Pope had been prepared<br />

to give way at <strong>the</strong> time <strong>of</strong> his departure.^<br />

While Morone was successfully endeavouring, <strong>from</strong> his sick<br />

bed, to prevent <strong>the</strong> Imperial <strong>the</strong>ologians <strong>from</strong> <strong>the</strong> treatment<br />

<strong>of</strong> new and dangerous questions, as for example, that <strong>of</strong> <strong>the</strong><br />

supremacy <strong>of</strong> <strong>the</strong> Council, ^ his attempt to deal with <strong>the</strong><br />

Emperor by word <strong>of</strong> mouth alone failed.<br />

On May 7th, <strong>the</strong> Emperor again honoured <strong>the</strong> legate with<br />

a personal visit. He handed him, as <strong>the</strong> result <strong>of</strong> <strong>the</strong> delibera-<br />

tions <strong>of</strong> his <strong>the</strong>ologians, a written answer to <strong>the</strong> discourse<br />

which Morone had delivered after his arrival, toge<strong>the</strong>r with a<br />

supplement on <strong>the</strong> reform and election <strong>of</strong> <strong>the</strong> bishops.^ Con-<br />

trary to all expectations, <strong>the</strong> Emperor's reply was favourable ;<br />

Morone, never<strong>the</strong>less, found in it three points to contest,<br />

which had <strong>from</strong> <strong>the</strong> first appeared to him to be most important :<br />

<strong>the</strong> right <strong>of</strong> proposition by <strong>the</strong> civil powers, <strong>the</strong> formation <strong>of</strong><br />

national deputations for <strong>the</strong> preliminary discussion <strong>of</strong> con-<br />

ciliar questions, and, above all, <strong>the</strong> reform <strong>of</strong> <strong>the</strong> head <strong>of</strong> <strong>the</strong><br />

Church by <strong>the</strong> Council. He laid his counter-observations,<br />

especially on <strong>the</strong> last point, before <strong>the</strong> Emperor, at an audience,<br />

which lasted three hours, granted to him on May 8th.'* He<br />

had brought notes with him,^ which formed <strong>the</strong> basis <strong>of</strong> his<br />

speech. <strong>The</strong> Emperor begged him to leave <strong>the</strong>se notes with<br />
