pension, <strong>the</strong> liberty <strong>of</strong> <strong>the</strong> Council and <strong>the</strong> asking for in-<br />

structions <strong>from</strong> Rome, <strong>the</strong> right <strong>of</strong> proposition by <strong>the</strong> legates,<br />

<strong>the</strong> reform <strong>of</strong> <strong>the</strong> head <strong>of</strong> <strong>the</strong> Church, <strong>the</strong> Papal election, <strong>the</strong><br />

nomination <strong>of</strong> Cardinals, <strong>the</strong> election <strong>of</strong> bishops and <strong>the</strong>ir<br />

duty <strong>of</strong> residence, <strong>the</strong> reasons why <strong>the</strong> Pope could not go to<br />

Trent, and <strong>the</strong> invitation sent to Ferdinand I. to receive <strong>the</strong><br />

Imperial crown at Bologna. On all <strong>the</strong>se points Morone kept<br />

to <strong>the</strong> statements made in <strong>the</strong> briefs <strong>of</strong> March iSth,^ which had<br />

not been sent ; he endeavoured, with great skill, and to <strong>the</strong><br />

best <strong>of</strong> his ability, to justify <strong>the</strong>m, but, as he reported to Rome<br />

on April 23rd, he met with serious difficulties on several im-<br />

portant points. <strong>The</strong> Emperor entertained, as <strong>the</strong> legate<br />

clearly saw, <strong>the</strong> best intentions towards <strong>the</strong> Church and <strong>the</strong><br />

Pope, but <strong>the</strong> situation was made difficult by <strong>the</strong> previous<br />

agreement which he had made with France and Spain.<br />

Ferdinand especially insisted on <strong>the</strong> right <strong>of</strong> proposition for<br />

<strong>the</strong> envoys, on <strong>the</strong> limitation <strong>of</strong> Roman dispensations, and on<br />

<strong>the</strong> reform <strong>of</strong> <strong>the</strong> composition <strong>of</strong> <strong>the</strong> German ca<strong>the</strong>dral<br />

chapters. He did not absolutely refuse to make <strong>the</strong> journey<br />

to Bologna for his coronation, which <strong>the</strong> Pope desired, while<br />

Morone 's declaration <strong>of</strong> <strong>the</strong> burning zeal <strong>of</strong> Pius IV. for reform,<br />

made a visible impression on him.^ <strong>The</strong> two guiding principles<br />

which <strong>the</strong> distinguished legate kept before him were to make<br />

every possible concession to <strong>the</strong> Emperor, and at <strong>the</strong> same<br />

time to adhere firmly to <strong>the</strong> inalienable rights <strong>of</strong> <strong>the</strong> Holy<br />
