o<strong>the</strong>rs allowed <strong>the</strong>mselves to be <strong>drawn</strong> into making violent,<br />

and even personal attacks upon him.^<br />

In view <strong>of</strong> <strong>the</strong> great differences <strong>of</strong> opinion, it was exceed-<br />

ingly difficult to find any o<strong>the</strong>r version <strong>of</strong> <strong>the</strong> matter to be<br />

brought forward for discussion, especially in <strong>the</strong> case <strong>of</strong> <strong>the</strong><br />

seventh canon, which dealt with <strong>the</strong> episcopal power. Fur<strong>the</strong>r<br />

discussions followed <strong>from</strong> November 3rd, to <strong>the</strong> 6th, during<br />

<strong>the</strong> course <strong>of</strong> which several Italian bishops, who had <strong>the</strong>ir own<br />

advantage in view ra<strong>the</strong>r than <strong>the</strong> real interests <strong>of</strong> <strong>the</strong> Church,<br />

went much too far in <strong>the</strong>ir defence <strong>of</strong> <strong>the</strong> Papal rights.'^<br />

Pius IV. had in <strong>the</strong> meantime resolved to cope with one<br />

<strong>of</strong> <strong>the</strong> things most urgently necessary for <strong>the</strong> reform <strong>of</strong> <strong>the</strong><br />

Church, by a bull concerning <strong>the</strong> conclave, which was dated<br />

October 9th. In sending this to <strong>the</strong> legates on October 31st,<br />

he held out hopes <strong>of</strong> still fur<strong>the</strong>r measures for <strong>the</strong> reform <strong>of</strong><br />

<strong>the</strong> Curia. ^ On November 6th, Cardinal Gonzaga submitted<br />

<strong>the</strong> draft <strong>of</strong> a decree, approved by <strong>the</strong> Pope, concerning <strong>the</strong><br />

duty <strong>of</strong> residence.'^ Three days later, on his proposal, <strong>the</strong><br />

first postponement <strong>of</strong> <strong>the</strong> Session, <strong>from</strong> November 12th to <strong>the</strong><br />

26th, was made, because <strong>the</strong> material was not ready for<br />

publication, and also because <strong>the</strong> long awaited arrival <strong>of</strong> <strong>the</strong><br />

Cardinal <strong>of</strong> Lorraine and o<strong>the</strong>r French prelates was expected<br />

immediately.^ In fact, Cardinal Guise arrived on November<br />
