<strong>The</strong> Mission <strong>of</strong> Morone to Ferdinand I. at Innsbruck,<br />

1562-3.<br />

After Pius IV. had received <strong>the</strong> decrees <strong>of</strong> <strong>the</strong> sixth Session,<br />

he held congregations, at which reforms were discussed,<br />

almost every day.^ <strong>The</strong> Council, on <strong>the</strong> o<strong>the</strong>r hand, entered<br />

upon <strong>the</strong> difficult discussions concerning <strong>the</strong> sacrament <strong>of</strong><br />

Holy Orders. First <strong>of</strong> all, <strong>the</strong> legates submitted ten articles<br />

to <strong>the</strong> <strong>the</strong>ologians for consideration on September i8th, 1562 ;<br />

<strong>the</strong>se contained <strong>the</strong> views <strong>of</strong> <strong>the</strong> religious innovators upon<br />

<strong>the</strong> subject ; <strong>the</strong> discussions were to begin on September<br />

23rd.- Before that, however, <strong>the</strong> French and Imperial<br />

envoys, in accordance with an agreement brought about by<br />

<strong>the</strong> Bishop <strong>of</strong> Fiinfkirchen, demanded that <strong>the</strong> fur<strong>the</strong>r treatment<br />

<strong>of</strong> dogma should be postponed until <strong>the</strong> arrival <strong>of</strong> <strong>the</strong><br />

French prelates, and only matters <strong>of</strong> reform dealt with in<br />

<strong>the</strong> next Session. This <strong>the</strong> legates refused,^ and in <strong>the</strong> course<br />

<strong>of</strong> a very excited debate, <strong>the</strong> Bishop <strong>of</strong> Fiinfkirchen and <strong>the</strong><br />

French envoy demanded that <strong>the</strong> Imperial reform libellum<br />

should be laid before <strong>the</strong> Council. <strong>The</strong> legates refused to<br />

comply with this request as weU. In <strong>the</strong> meantime, however,<br />

<strong>the</strong>y had informed Borromeo, on September 24th, that <strong>the</strong>y<br />

were inclined to submit <strong>the</strong> libellum, with <strong>the</strong> omission <strong>of</strong> all<br />

articles which encroached upon <strong>the</strong> authority <strong>of</strong> <strong>the</strong> Pope,<br />

or which, by <strong>the</strong>ir very nature, must be excluded ; at <strong>the</strong><br />
