legates, however, insisted that <strong>the</strong> Session must be held, and<br />

<strong>the</strong> four articles prepared published. At length <strong>the</strong> Imperial<br />

envoys gave way on condition that a declaration should be<br />

made in <strong>the</strong> Session, that <strong>the</strong> two articles dealing with <strong>the</strong><br />

granting <strong>of</strong> <strong>the</strong> chalice, which were now postponed, should<br />

be dealt with later, at a more suitable time, by <strong>the</strong> Council,<br />

which time was to be when <strong>the</strong> envoys thought best.<br />

On July loth <strong>the</strong>y resumed <strong>the</strong> discussion <strong>of</strong> <strong>the</strong> nine<br />

reform articles which had been prepared up to May 25th, which<br />

during <strong>the</strong> days that followed were examined anew in four<br />

General Ccneregations, so that on July 15th 9. reform decree<br />

could be formulated.^<br />

On <strong>the</strong> appointed day, July i6th, <strong>the</strong> XXIst public Session<br />

<strong>of</strong> <strong>the</strong> Council, <strong>the</strong> fifth under Pius IV., was held. <strong>The</strong> Archbishop<br />

<strong>of</strong> Spalato, Marco Cornaro, celebrated High Mass, and<br />

<strong>the</strong> Hungarian bishop, Andreas Sbardelato Dudith, preached.<br />

In this Session <strong>the</strong> five legates. Cardinal Madruzzo, three<br />

patriarchs, nineteen archbishops, a hundred and forty-eight<br />

bishops, four abbots, six generals <strong>of</strong> orders, seventy-one <strong>the</strong>o-<br />

logians and ten envoys took part. <strong>The</strong> decrees concerning<br />

Communion under both kinds, and <strong>of</strong> children, in four articles<br />

and as many canons, were published and <strong>the</strong> announcement<br />

was made that <strong>the</strong> two articles dealing with <strong>the</strong> chalice for<br />

<strong>the</strong> laity would be treated later on. <strong>The</strong> reform decree which<br />

was <strong>the</strong>n promulgated included nine chapters : it laid down<br />

that ordination and dimissorial letters should be granted<br />

gratuitously ; no one was to be ordained without assured<br />

means <strong>of</strong> support ; in very extensive parishes assistant<br />

priests were to be appointed, or new parishes formed, though<br />

with sufficient endowments, or, when necessary, several small<br />

parishes could be united into one ;<br />

ignorant parish priests were<br />

to have vicars assigned to <strong>the</strong>m, to whom part <strong>of</strong> <strong>the</strong>ir revenues<br />

must be allotted, and all such as led a scandalous life were to<br />

be punished, and if necessary deposed. It was fur<strong>the</strong>r<br />

ordained that <strong>the</strong> revenues <strong>of</strong> churches which were in a ruinous<br />

state were to be transferred to o<strong>the</strong>rs, or <strong>the</strong> said churches put<br />
